The bill (S. 34) to pay William Rounds, Jr., the sum therein mentioned, was read the first time, and referred to the Committee of Claims. The bill (S. 22) relating to Common Schools, was read the first time and referred to the Committee on Education.

Mr. Elmore presented the petition of Lewis Tucker, praying for compensation for an injury to his eyes, received while at work on the State House; which was referred to the Committee of Claims.

(H. 94.) Mr. Button, from the Committee on Banks, to which was referred the bill entitled "An act to continue in force the act incorporating the Bank of Orange County," reported in favor of the passage of said bill, and the same was read the second time.

Ordered, That said bill be engrossed and read the third time.

(H. 117.) Mr. Hall, from the Committee on Roads, to which was referred the petition of the Commissioners of the Connecticut and Passumpsic Rivers Rail Road Company, praying that said Company may be divided into two corporations, reported a bill entitled "An act in addition to an act to incorporate the Connecticut and Passumpsic Rivers Rail Road Company,' passed November 10, 1835;" which was read the first and second time.

On motion of Mr. Thomas, it was

Ordered, That said bill lie on the table; and

On motion of Mr. Fairbanks, it was further

Ordered, That said bill be made the order of the day for to-morrow morning.

A message, in writing, was received from the Governor, by Mr. Beaman, Secretary of Civil and Military Affairs, which was read, and is as follows:

A message from the Senate, by Mr. Clarke, their Secretary: MR. SPEAKER-The Senate concur with the House of Representatives in passing the bill (H. 14.) entitled "An act to prohibit the bringing of Paupers from any other State into this State."

The Senate do not concur in passing bills of the following titles, namely:

(I. 79.) "An act relating to suits for Fraudulent Conveyances.” (H. 75.) "An act to commute the punishment of Eugene Clifford." (H. 76.) The Senate have considered the bill from the House of Representatives entitled "An act for the relief of Insane Prisoners in the State Prison," and have passed the same with an amendment, in which they request the concurrence of the House of Representatives.

(H. 110.) On motion of Mr. Swift, the House proceeded to consider the bill entitled "An act to incorporate the Western Vermont Rail Road Company," which on the 27th instant was laid on the table.

Mr. Hall moved an amendment to the amendment moved by Mr. Thomas on the 27th instant; when,

Ordered, That said bill and amendments lie on the table, and that three hundred copies thereof be printed for the use of the House.

(S. 17.) Mr. Marston, from the Judiciary Committee, to which was referred the bill from the Senate entitled "An act to restore John W. Staples to his legal privileges," reported in favor of the passage of the

same.

And said bill was read the second and third time, and passed.

(H. 87.) Mr. Russell, from the same Committee, to which was referred the bill entitled "An act in relation to the sessions of the Supreme Court," reported that the same ought not to pass.

And the question was stated from the chair, Shall the bill be read the second time? And being taken was decided in the negative.

And said bill was rejected.

(S. 23.) Mr. Russell, from the same Committee, to which was referred the bill from the Senate entitled “An act in addition to Chapter 74 of the Revised Statutes, entitled 'Of Pedlers,'" reported unfavorably to the passage of said bill.

And the question was stated from the chair, Shall the bill be read the second time? And being taken was decided in the negative.

And so the House refused to concur in the passage of said bill.

(H. 86.) Mr. Russell, from the same Committee, to which was referred the bill entitled "An act in addition to Chapter 48 of the Revised Statutes, in relation to the settlement of Estates," reported in favor of the passage of the same with an amendment; which amendment was adopted, and the bill read the second time.

Ördered, That it be engrossed and read the third time to-morrow morning.

(H. 118.) Mr. Swift, from the same Committee, to which was referred the petition of W. S. Shumway and others, praying that Stuart Lilley may be restored to his rights as a citizen, reported a bill entitled "An act restoring Stuart Lilley to his legal privileges," which was read the first and second time.

Ordered, That it be engrossed and read the third time.

(H. 15.) On motion of Mr. Stevens, the House proceeded to consider the engrossed bill entitled "An act relating to the election of Town Representatives," which on the 17th instant was ordered to lie on the

table.

And the question was stated from the chair, Shall the bill pass? On which question the yeas and nays, having been demanded by Mr. Rider, were taken, and were as follows:

So it was decided in the negative.

And the bill was rejected.

(H. 53.) On motion of Mr. Rice, the House took into consideration the bill entitled "An act in addition to Chapter 1 of the Revised Statutes, in relation to the election of Town Representatives," which was, on the 20th instant, ordered to lie on the table.

Mr. Rice moved to amend the second section, which provides that on the day following the first Tuesday of September, a majority of the freemen of any town present at the freemen's meeting may adjourn further, or dissolve, the meeting, by striking out the words "or dissolve;" which motion was carried.

Mr. Rider moved to dismiss said bill; and the question being taken, it passed in the affirmative.

The House adjourned.

AFTERNOON.

Mr. Maxham, from the Committee on Bills, reported that said Committee had this day presented to the Governor, for his approval and signature, bills of the following titles:

Mr. Marston presented the petition of Solomon Tubbs and others, praying that a part of the town of Berlin may be annexed to the town of Northfield; which was referred to the Judiciary Committee.

Mr. Blanchard presented the petition of the Boston, Concord and Montreal Rail Road Company, praying for a connexion with the Connecticut and Passumpsic Rivers Rail Road; which was referred to the Committee on Roads.

Resolved, That the Auditor of Accounts be directed to report to this House each particular item, (and the amount charged therefor,) of which orders numbers 51 and 112, are composed, and the purpose for which the Quarter Master General visited "Norwich, Northfield, Wind&c."

(H. 76.) The House proceeded to consider the amendment of the Senate to the bill entitled "An act for the relief of Insane Prisoners in the State Prison;" and it was

Resolved, To concur in said amendment.

The petition of R. T. Robinson and 19 other citizens of Ferrisburgh, praying for the improvement of Common Schools, was presented, and referred to the Committee on Education.

(H. 1.) Mr. Lawrence, from the Select Committee, composed of the members from the County of Addison, to which was referred the bill entitled "An act assessing a tax on the County of Addison," reported that no action was expedient on said bill the present year.

Mr. Lawrence moved to dismiss said bill; and the question being taken, it passed in the affirmative.

Mr. Stoddard, from the Committee of Claims, to which was referred the account of Warren Bliss against the State, for expenses incurred in apprehending a thief, disallowed by the Auditor of Accounts and by him referred to the General Assembly, reported that said account ought not to be allowed.

Which report was concurred in, and said account was disallowed.

(H. 92.) Mr. Aiken, from the General Committee, to which was referred the bill entitled "An act in amendment of the act incorporating the Village of Middlebury," reported in favor of the passage of said bill with an amendment; which amendment was adopted, and the bill was read the second time.

Ordered, That said bill be engrossed and read the third time.

(H. 112.) Mr. Fairbanks, from the Committee on Education, to which was referred the bill entitled 64 An act in amendment of Chapter 18 of the Revised Statutes, in relation to the investment of the Surplus Revenue by the towns," reported that it is inexpedient to pass said bill. Mr. Rice moved to dismiss said bill; and the question being taken, it passed in the affirmative.

And said bill was dismissed.

Mr. Fairbanks, from the same Committee, to which was referred the resolution, passed on the 25th instant, instructing said Committee to inquire what disposition ought to be made of the remaining copies of the Report of the State Geologist, now in the hands of the Governor, and report by joint resolution, made the following Report:
