The title of said bill was amended, agreeably to said report, to read, "An act to incorporate the Springfield Paper Mill Company."

And said bill was read the second time and ordered to be engrossed and read the third time.

(H. 98.) On motion of Mr. Russell, the House took into consideration the bill entitled "An act relating to the Grand List," which, on the 28th instant, was laid on the table.

Mr. Russell moved amendments to said bill; when, on motion of Mr. Rice, it was

(H. 119.) Mr. Russell, from the Judiciary Committee, to which was referred the bill entitled “ An act in addition to Chapter 28 of the Revised Statutes, entitled 'Of Process," reported in favor of the passage of the same with an amendment; which amendment was adopted, and the bill read the second time.

On motion of Mr. Jones of Chelsea, said bill was laid on the table.

(H. 49.) Mr. Russell, from the Judiciary Committee, to which was referred the bill entitled "An act to amend the act to incorporate the Champlain and Connecticut River Rail Road Company," reported that the same ought to be amended by striking out the sixth section, and that, so amended, the bill ought to pass; which said sixth section authorizes said company to continue said Rail Road to Canada line, and also to a point on the eastern shore of Lake Champlain, or in the County of Grand Isle, convenient to connect with a Rail Road in New York leading to Ogdensburgh.

Said bill was amended, agreeably to said report, and read the second time.

Ordered, That it be engrossed and read the third time.

(H. 132.) Mr. Bogue, from the Committee of Claims, to which was referred the account of Alvin H. Baker against the State, for expenses incurred for provisions furnished troops called out February 28th, 1838, in pursuance of an order of Governor Jenison, said account having been disallowed by the Auditor of Accounts and by him referred to the General Assembly,-reported that the sum of $19,10 ought to be allowed said Baker, and reported a bill entitled “An act to pay Alvin H. Baker the sum therein mentioned;" which bill was read the first and second time.

Ordered, That it be engrossed and read the third time.

(H. 114.) Mr. Danforth, from the Committee on Education, to which was referred the bill entitled "An act relating to School District Officers," reported that said bill ought not to pass.

Mr. Forbush moved to dismiss said bill; and the question being taken, it passed in the affirmative.

(H. 122.) Mr. Russell, from the Judiciary Committee, to which was referred the bill entitled "An act in addition to Chapter 49 of the Revised Statutes, entitled 'Of the payment of debts and legacies of Deceased Persons,'" reported in favor of the passage of the same with an amendment; which amendment was adopted, and the bill read the second time.

Ordered, That it be engrossed and read the third time to-morrow morning.

(H. 90.) Mr. Button, from the Committee on Banks, to which was referred the bill entitled "An act relating to Banks," reported that the same ought not to pass.

And the question was stated from the chair, Shall the bill be read the second time? and being taken was decided in the negative. And said bill was rejected.

The House adjourned.

AFTERNOON.

(S. 25.) The bill from the Senate entitled "An act for the relief of Creditors," was read the third time.

Mr. Hammond moved to lay said bill on the table; and the question being taken, it passed in the affirmative.

Engrossed bills of the following titles were severally read the third time and passed, namely:

(H. 124.) "An act making appropriations for the support of Gov

ernment.

(H. 121.) "An act to assess a tax for the support of Government." (H. 125.) "An act authorizing the Treasurer to borrow the sum therein mentioned."

On motion of Mr. Rice, the House proceeded to consider the resolutions, introduced by Mr. Swift on the 27th instant, and which, on the 30th instant, were ordered to lie on the table; which resolutions are as follows:

Resolved, That any attempt by the Central Rail Road Company to construct a rail road from a point on the Eastern shore of Lake Champlain, in or adjacent to the valley of Onion River, to the north line of the State, is not within the chartered rights of said Company.

Resolved, That any attempt by said Company to construct a road from some point on Connecticut River, suitable and convenient for said Company to connect with the Concord and Lebanon road, thence down the valley of Connecticut River, would not only exceed the legal rights of said Company, but would be a clear violation of the just rights of the Connecticut and Passumpsic Rivers Rail Road Company.

Mr. Stevens moved to dismiss said resolutions.

Pending which motion,

A message was received from the Senate, by Mr. Clarke, their Secretary, as follows:

MR. SPEAKER:-The Senate concur with the House of Representatives in passing bills of the following titles, namely:

(H. 99.) "An act in relation to the organization of School Districts in unorganized Towns and Gores."

"An act laying a tax on the County of Washington." "An act for the relief of the town of Berlin."

And after discussion upon said resolutions, Mr. Stoddard moved an adjournment; which motion was lost.

Mr. Maxham, from the Committee on Bills, reported that said Committee had this day presented to the Governor, for his approval and signature, bills of the following titles:

(H. 7.) "An act relating to offences against Private Property." (H. 58.) "An act relating to Public Squares and Commons." (H. 77.) "An act providing for the payment of the debts against the State Prison."

(H. 97.) "An act to pay William Slade the sum therein mentioned."

On motion of Mr. Hammond, the reading of the journal was dispensed with.

On motion of Mr. Harmon, leave of absence was granted to Mr. Frost, the member from Bridport, from and after Monday morning next, for the remainder of the session.

Mr. Riford presented the petition of Joseph Spear and others, praying for the passage of a law to prohibit the taking of fish in the waters of Braintree by a seine or net; which was referred to the General Committee.

(H. 133.) Mr. Bliss introduced a bill entitled "An act to repeal 'an act in relation to the exhibition of living Animals and Natural Curiosities.'

Which was read the first time and referred to the General Committee.

(H. 134.) Mr. Bill introduced a bill entitled "An act incorporating the Jefferson Mining Company."

Which was read the first time and referred to the Committee on Manufactures.

Mr. Clark of Middletown, from the Committee of Claims, to which was referred the petition of Lewis Tucker, praying for compensation for an injury to his eyes, received while at work on the State House, reported that said claim was presented to the General Assembly at their last session, and that therefore, according to the Statute, they ought not to entertain the same.

Mr. Stevens moved that said petition be entertained by the House; and the question being taken, it passed in the affirmative, no member voting in the negative.

And said petition was re-committed to the Committee of Claims, on motion of Mr. Stevens.

(H. 85.) Mr. Crowley, from the General Committee, to which was referred the bill entitled "An act in amendment of an act relating to licenses to Innkeepers and Retailers,' approved October 31, 1844," reported that said bill ought not to pass.

Mr. Spafford moved to dismiss said bill; and the question being taken, it passed in the affirmative.

(H. 135.) Mr. Crowley, from the same Committee, to which were referred the petition of Percival Moore-the petition of Edwin Welch— and the petition of Napoleon B. Bowdish,-each praying for the alteration of his name, and also the petition of H. O. Slocumb and others, praying for the alteration of the name of Susan Orinda Holt; reported a bill entitled "An act altering the names of certain persons therein mentioned;" which bill was read the first and second time.

Ordered, That it be engrossed and read the third time.

(H. 41), (H. 72), (H. 83.) Mr. Crowley, from the same Committee, to which were referred bills of the following titles, namely: (H. 41.) "An act altering the name of Charles Crown." (H. 72.)
