And the question recurred on the motion made by Mr. Marston to refer said bill to the Committee on Banks; which motion was agreed to.

(S. 47.) The bill from the Senate entitled "An act to incorporate the Vermont Railroad Iron Company," was read the first time, and ordered to lie on the table, on motion of Mr. Hammond.

A message from the Senate, by Mr. Clarke, their Secretary:

MR. SPEAKER-The Senate have passed a bill (S. 52) entitled "An act in addition to an act to provide for a Geological Survey of the State," in which they request the concurrence of the House of Representatives.

The House adjourned.

Prayer by Rev. E. J. Comings.

Mr. Forbush introduced the following resolution:

Resolved, That in making up the debentures of the officers of the House, their mileage shall be allowed as was formerly the custom. Which was read and passed.

(S. 38.) Mr. Rice, from the Committee of Ways and Means, to which was referred the bill from the Senate entitled "An act relating to Public Accounts," reported in favor of the passage thereof, and the same was read the second time.

Ordered, That said bill be read the third time this afternoon.

Mr. Stevens introduced the following resolution :

Resolved, by the Senate and House of Representatives, That the Secretary of State be directed to make inquiry, whether suitable accommodations for the next General Assembly can be procured at Burlington or Windsor, and report to the next General Assembly, on the first day of the session thereof.

Which was read and passed.

(H. 111.) Mr. Rice, from the Committee of Ways and Means, to which was referred the bill entitled "An act relating to the expenses of Courts and of Criminal Proceedings," reported that the same ought

not to pass.

And the question was stated, Shall the bill be read the second time? and being taken, was decided in the negative.

(S. 43.) The bill from the Senate entitled "An act to incorporate the Vernon Glass Manufacturing Company," was read the first time.

Mr. Thomas moved to amend said bill by adding the following section: "Sec. 6. The private property of the stockholders, to the amount of their capital stock paid in, shall be holden for the payment of the debts of said Corporation."

Which amendment was adopted.

And said bill was read the second time, and ordered to be read the third time this afternoon.

(S. 47.) The bill from the Senate entitled "An act to incorporate the Vermont Rail Road Iron Company," was read the second time.

On motion of Mr. Thomas said bill was amended by adding a section, being in the same words as the section added to Senate bill No. 43 as above set out.

Said bill was further amended, on motion of Mr. Goodhue, by striking out the word "ten," in the third section, and inserting the word "fifteen," thereby requiring that fifteen thousand dollars of the capital shall be paid in, before said Company contract debts. Ordered, That said bill be read the third time.

(S. 52.) The bill from the Senate entitled "An act in addition to an act to provide for a Geological Survey of the State," was read the first time.

And the question was stated from the chair, Shall the bill be read the second time? and being taken, was decided in the negative.

And the House refused their concurrence in passing said bill.

A message from the Governor, by Mr. Beaman, Secretary of Civil and Military Affairs:

MR. SPEAKER-I am directed by the Governor to announce to the House of Representatives that he has this day approved and signed bills of the following titles, namely:

(H. 92.) "An act in amendment of the act incorporating the Village of Middlebury."

(H. 121.) "An act to assess a tax for the support of Government." (H. 124.) “An act making appropriations for the support of Gov

ernment."

(S. 57.) The bill from the Senate entitled "An act relating to the University of Vermont," was read the first and second time, and Ordered, To be read the third time.

(S. 53.) Mr. Newell, from the Committee on Roads, to which was referred the bill from the Senate entitled "An act in addition to Chapter 20 of the Revised Statutes, entitled 'Of laying out and discontinuing Highways and Bridges,"" reported that it is inexpedient to pass said bill.

And the question was stated from the chair, Shall the bill be read the second time? and being taken, was decided in the negative. And said bill was rejected.

(S. 50.) On motion of Mr. Hammond, the House proceeded to consider the bill from the Senate entitled "An act in addition to Chapter 49 of the Revised Statutes," which was yesterday laid on the table; and said bill was read the second time.

Mr. Rice moved to amend said bill by adding thereto the following proviso:

"Provided, That the application for having such 'commission reopened, shall be made within six months after the closing of the preceding commission."

Which amendment was disagreed to by the House.

Ordered, That said bill be read the third time this afternoon.

Mr. Howe of Shoreham, from the Committee on Military Affairs, to which was referred the resolution introduced by Mr. Edgerton on the 22d ultimo, instructing said Committee to inquire into the expediency of paying the Uniform Militia, and providing for their more efficient discipline, reported that it is inexpedient to legislate upon the subject at the present time.

Mr. Howe of Shoreham, from the same Committee, to which were referred the petition of Col. Perez Harwood, Jr., and others, and the petition of B. W. Keyes and 271 others, each praying for the improvement of the Militia System, reported that the prayer thereof ought not to be granted; which report was concurred in, and it was

Ordered, That the petitioners have leave to withdraw their petitions.

(S. 55.) Mr. Harmon, from the Committee on Banks, to which was referred the bill from the Senate entitled "An act to increase the Capital of the Bank of Montpelier," reported that the same ought to pass; and said bill was read the second and third time.

Mr. Hall moved an amendment to said bill; when, on motion, it was Ordered, That said bill and amendment lie on the table.

(H. 88.) The House took into consideration the bill entitled "An act to incorporate the Northern Extension Rail Road," which had been ordered to lie upon the table.

Mr. Bill moved to dismiss said bill; and the question being taken, it was decided in the negative.

On motion of Mr Stevens, it was

Ordered, That said bill lie on the table.

(H. 117.) The House proceeded to consider the amendments of the Senate to the bill which had passed the House, entitled "An act in addition to an act to incorporate the Connecticut and Passumpsie Rivers Rail Road Company,' passed November 10, 1835."

Resolved, To concur in said amendments.
