(H. 57.) Mr. Adams of Grand Isle, from the Committee of Ways and Means, to which was referred the bill entitled "An act to repeal section 6 of an act to encourage and promote Agriculture,' reported in favor of the passage thereof, and said bill was read the second time. On motion of Mr. Howe of Shoreham, said bill was Ordered, To lie on the table.

(H. 38.) Mr. Button, from the Committee on Banks, to which were recommitted the bill entitled "An act to incorporate the Addison County Bank," and the petition of Marcus O. Porter and others, and the petition of Amon Wilcox and others, each praying for the incorporation of a new Bank at Middlebury,―reported unfavorably to the said petitions and bill.

Mr. Stevens moved to dismiss said bill: which motion was decided in the negative.

And, on motion of Mr Swift, said bill was ordered to lie on the table.

(H. 55.) Mr. Fairbanks, from the Committee on Education, to which was recommitted the engrossed bill entitled "An act empowering the Troy Conference Academy to confer certain Degrees," reported the same with amendments; and

Said bill was referred to Mr. Fairbanks, with specific instructions of amendment.

(H. 52.) Mr. Swift, from the Judiciary Committee, to which was recommitted the bill entitled "An act to incorporate the Trustees of the Vermont Annual Conference of the Methodist Episcopal Church," reported the same with an amendment, which was adopted, and said bill read the second time.

Ordered, That it be engrossed and read the third time.

(H. 55.) Mr. Fairbanks, to whom was referred, this afternoon, the engrossed bill No. 55, with specific instructions of amendment, reported said bill amended in conformity thereto.

And, on his motion, it was

Ordered, That said bill lie on the table.

(H. 21.) Mr. Button, from the Committee on Banks, to which were referred the petition of Otis Robbins and others, the petition of Asa Fletcher and others,-the petition of Hiram Spafford and others,-and the petition of Reuben Clark and others, each praying for the incorporation of a Bank in the valley of Black River; and also the bill (H. 21) to incorporate the Bank of Black River; reported in favor of the prayer of said petitions and of the passage of said bill.

Said bill was read the second time, and, on motion of Mr. Kellogg, Ordered, To lie on the table.

The petition of Sylvester Phelps, which was this afternoon reported upon by the Committee of Claims, and laid on the table, was taken up, on motion of Mr. Rice.

Mr. Russell moved that said petition be entertained by the House; which motion was agreed to,-no member opposing.

And said petition was recommitted to the Committee of Claims, on motion of Mr. Barlow.

Mr. Blackmer presented the petition of Col. Perez Harwood, Jr., and

others, praying that all Militia Laws may be repealed, or the character of the Militia raised; which was referred to the Committee on Military Affairs.

The petition of Enos Cobb, praying for aid in his literary labors, was referred to the Committee on Education.

(H. 79.) Mr. Swift introduced a bill entitled "An act relating to suits for Fraudulent Conveyances."

Which was read the first time and referred to the Judiciary Commit

tee.

Mr. Swift presented the petition of the Selectmen of Ripton, praying for an alteration of the laws relating to Jails and the Imprisonment of Debtors therein; which was referred to the Judiciary Committee.

Mr. Danforth presented the petition of H. O. Slocomb, praying for the alteration of the name of Susan O. Holt; which was referred to the General Committee.

(H. 64.) Mr. Adams of Grand Isle, from the Committee of Ways and Means, to which was referred the bill entitled "An act to repeal the proviso of Section 24 of an act relating to Banks,' reported that the same ought to pass; and said bill was read the second time.

Ordered, That it be engrossed and read the third time to-morrow morning.

The journal of yesterday was read.

Mr. Kellogg moved that the Committee on Banks be instructed to return the bill (H. 61) in relation to the compensation of the Bank Commissioner, and the bill (H. 62) increasing the capital stock of the Bank of Brattleboro', without reporting upon said bills.

Which motion was agreed to.

Mr. Aiken introduced the following resolution:

Resolved, That the Committee of Ways and Means be instructed to inquire into the expediency of applying the School Fund in payment of the State Debt.

Which was read and passed.

The petition of William M. Guilford and 89 others of the town of Weathersfield, praying for the improvement of Common Schools, was presented, and referred to the Committee on Education.

(H. 80.) Mr. Rider introduced a bill entitled "An act annexing so much of Province Island as lies in this State to the town of Newport." Which was read the first time and referred to the General Committee.

Mr. Kellogg presented the petition of Nathaniel Fullerton and others, praying for the extension of the charter of the Bank of Bellows Falls; which was referred to the Committee on Banks.

(H. 81.) Mr. Hall introduced a bill entitled "An act concerning the settlement of Estates."

Which was read the first and second time, and referred to the Judiciary Committee.

(H. 82.) Mr. Barlow introduced a bill entitled "An act to protect the rights of Married Women."

Which was read the first time and referred to the Judiciary Commit

tee.

(H. 83.) Mr. Bill introduced a bill entitled "An act altering the names of certain persons therein mentioned."

Which was referred to the General Committee.

The resolution from the Senate, directing the Librarian to purchase fifty copies of Washburn's Digest of Vermont Reports, as spread out on the journal of yesterday, was read the third time and passed in concur

rence.

Mr. Harlow, from the Committee on Military Affairs, to which was referred the petition of William Haskins, praying for relief, he having lost his hands by a discharge of cannon while on military duty, reported unfavorably to said petition; which report was concurred in.

Ordered, That the petitioner have leave to withdraw his petition.

(H. 84.) Mr. Keyes of Putney, from the Committee on Banks, to which was referred the petition of the Bank of Newbury, praying for a re-charter of said Bank, reported a bill entitled "An act extending the charter of the Bank of Newbury;" which bill was read the first and second time.

Ordered, That it be engrossed and read the third time.

On motion of Mr. Fairbanks,

(H. 51.) The House resolved itself into a Committee of the Whole House upon the bill entitled "An act for the improvement of Common Schools" and after some time spent therein, Mr. Stevens in the chair, the Speaker resumed the chair, and Mr. Stevens reported that the Committee of the Whole had had said bill under consideration, had made progress therein, and had directed him to ask leave to sit again : And leave was granted accordingly.

A message, in writing, was received from the Governor, by Mr. Beaman, Secretary of Civil and Military Affairs; which was read, and is as follows:

Reynolds declines to accept the office of Sheriff of the County of Grand

The account of Charles H. Turner against the State, disallowed by the Auditor of Accounts, and by him referred to the General Assembly, was referred to the Committee of Claims.

(H. 8.) On motion of Mr. Hammond, the bill entitled "An act to pay Charles H. Turner the sum therein mentioned," was taken up, and the same was recommitted to the Committee of Claims.

(H. 61.) and (H. 62.) Mr. Button, from the Committee on Banks, returned to the Speaker's table the bills No. 61 and No. 62, in pursuance of the order of the House, made this morning.

The House adjourned.

(H. 85.) Mr. Maxham introduced a bill entitled "An act in amendment of an act relating to licenses to Innkeepers and Retailers,' approved October 31, 1844."

Which was read the first time and referred to the General Commit

tee.

Mr. Kimball presented the petition of inhabitants of School District No. 1, in Goshen Gore, praying that the interest of the Surplus Rev. enue may be distributed equally among the school districts in said Gore; which was referred to the Committee of Ways and Means.

(S. 4.) Mr. Russell, from the Judiciary Committee, to which was referred the bill from the Senate entitled "An act relating to Attorneys at Law," reported in favor of the passage of said bill.

And said bill was read the second time, and ordered to be read the third time tomorrow morning.

(H. 54.) Mr. Crowley, from the General Committee, to which was referred the bill entitled "An act to repeal the law giving a bounty on the destruction of Bears," reported that the same ought to pass.

Said bill was read the second time, and ordered to lie on the table, on motion of Mr. Rice.

Mr. Stoddard, from the Committee of Claims, to which was referred the petition of Daniel Putnam, praying that a part of the amount collected by the State on the bond of recognizance of one Thompson, who set fire to the buildings of the petitioner, may be granted to him by the

State, reported that the House of Representatives had this claim under consideration at its last session and rejected the same; and it was Ordered, That the petitioner have leave to withdraw his petition.

(H. 56.) Mr. Rice, from the Committee of Ways and Means, to which was referred the bill entitled "An act to repeal an act to provide for a Geological Survey of the State," reported that a majority of said Committee were satisfied that unless retrenchments are made in expenditures, and the Legislature less liberal in making appropriations, the annual State tax must unavoidably be considerably increased, and they therefore recommended the passage of the bill.

On motion of Mr. Fairbanks,

Ordered, That said bill lie on the table.

(H. 23.) Mr. Kellogg, from the Judiciary Committee, to which was referred the bill entitled "An act to prevent fraudulent sales of Personal Property," reported that it is inexpedient to pass the same.

And the question was stated, Shall the bill be read the second time? and being taken, was decided in the negative.

And said bill was rejected.

(H. 51.) On motion of Mr. Fairbanks, the House resolved itself into a Committee of the Whole on the bill (H. 51) for the improvement of Common Schools; and after some time spent therein, Mr. Stevens in the chair:

A message from the Senate, by Mr. Clarke, their Secretary, as follows:

MR. SPEAKER:-The Senate have considered the bill from the House of Representatives (H. 33) entitled "An act altering the times for holding the County Court for the County of Windham," and have passed the same in concurrence.

The Senate have passed bills of the following titles, in which they request the concurrence of the House of Representatives, namely: (S. 17.) "An act to restore John W. Staples to his legal privileges."

(S. 20.) "An act to establish a Hospital at Castleton.' (S. 23.) "An act in addition to Chapter 74 of the Revised Statutes, entitled Of Pedlers.'"

(S. 28.) "An act in amendment of Chapter 107 of the Revised Statutes, entitled Of Salaries and Fees.'"

(S. 31.) "An act altering the name of Seymour L. Stafford."

After further time spent in Committee of the Whole on said bill No. 51, the Speaker resumed the chair, and Mr. Stevens reported that the Committee of the Whole had had said bill under consideration, had made further progress therein, and directed him to ask leave to sit again: And leave was granted accordingly.

(S. 27.) The bill from the Senate, entitled "An act in addition to Chapter 18 of the Revised Statutes, entitled 'Of Common Schools,' was read the third time and passed.
