The House met, pursuant to adjournment.

The Speaker in the chair.

Prayer by the Hon. John W. R. Morgan.

The journal of yesterday was read and approved.

Mr. Robinson moved that the House adjourn until 9 o'clock tomorrow morning.

Thereupon Mr. Sexton moved, as a substitute for Mr. Robinson's motion, that the House take a recess until 10 o'clock this morning. And the motion prevailed, and the substitute was adopted.

The recess having expired, the House resumed its session.

Whereupon, Mr. Herrington, from the committee on rules, to whom was referred House resolution as follows:

Resolved, That Rule No. 16 be so amended as to read hereafter as follows: After a bill has been reported from a committee with the recommendation that it do pass, the Speaker shall state that the bill is ready to be ordered to a second reading; but no bill shall be read a second time or considered in committee of the whole until one day after it shall have been printed and deposited in the post office boxes of the members.

Reported the same back, and recommended that it be not adopted. The report of the committee was concurred in, and the resolution was ordered to lie on the table.

Mr. Chas. T. Strattan, from the committee on engrossed and enrolled bills, reports that bills of the following titles have been correctly engrossed, and are returned herewith, to-wit:

House Bill No. 2, a bill for "An act making an appropriation for the payment of the members, officers and employés of the 32d General Assembly."

House Bill No. 3, a bill for "An act to provide for the incidental expenses of the special session of the 32d General Assembly."

Mr. Wright of DuPage, by consent, called up House Bill No. 2, a bill for "An act making an appropriation for the payment of the members, officers and employés of the Thirty-Second General Assembly," which, having been printed, was read at large a third time. And the question being, "Shall this bill pass?" it was decided in the affirmative: Yeas, 118; nays, 0.

This bill expressing an emergency in the body of the act, rendering it necessary that it should go into effect immediately, and having received the votes of two-thirds of the members elected, was declared passed.

A message from the Senate, by Mr. Watson, Assistant Secretary: Mr. Speaker: I am directed to inform the House of Representatives that the Senate has passed bills of the following titles, in the passage of which I am instructed to ask the concurrence of the House of Representatives, to-wit:

Senate Bill No. 2, a bill for "An act appropriating one-half of the interest on the College and Seminary fund for the ordinary expenses of the Illinois State Normal University, at Normal."

Senate Bill No. 3, a bill for "An act making an appropriation for the payment of the members, officers and employés of the ThirtySecond General Assembly."

Senate Bill No. 6, a bill for "An act to provide for the incidental. expenses of the special session of the Thirty-Second General Assembly." GEORGE TERWILLIGER, Secretary of Senate.

Mr. Murphy was granted leave of absence.

The hour of 10 o'clock A. M. having arrived, the time set for the special order, being the consideration of Mr. Sumner's motion to substitute minority report of the judiciary committee for the majority report thereof in relation to the appointment of a commission to revise the Criminal Code of the State,

Pending the consideration of Mr. Sumner's motion, at 12:50 o'clock P. M., Mr. Sexton moved that the House adjourn until 2 o'clock this afternoon.

Thereupon Mr. Strattan of Jefferson moved, as a substitute for Mr. Sexton's motion, that the House adjourn until 9 o'clock tomorrow morning.

And the motion prevailed, and the substitute was adopted.

FRIDAY, APRIL 7, 1882-9 O'CLOCK A. M.

Whereupon, Mr. Wright of DuPage, by consent, called up Senate Bill No. 3, being a bill for "An act making an appropriation for the payment of the members, officers and employés of the Thirty-second General Assembly."

Which was read at large a first time, and ordered to a second reading.

Mr. Wright of DuPage, by consent, called up Senate Bill No. 6, being a bill for "An act to provide for the incidental expenses of the special session of the Thirty-second General Assembly." Which was read at large a first time, and ordered to a second reading.

Mr. Mitchell, by consent, called up Senate, Bill No. 2, being a bill for an act appropriating one-half of the interest on the College and Seminary Fund for the ordinary expenses of the Illinois State Normal University, at Normal."

Which was read at large a first time, when,

On motion of Mr. Sexton, it was referred to the committee on appropriations.

The House resumed the consideration of the unfinished business pending at the hour of adjournment yesterday afternoon, being Mr. Sumner's motion substituting the minority for the majority report of the judiciary committee.

Mr. Crook offered the following preamble and resolution, as a substitute for the minority and majority reports of the judiciary committee:

WHEREAS, the Criminal Code needs changes and amendments; therefore,

Be it resolved by the House of Representatives, the Senate concurring herein, That Thomas A. Moran, M. F. Tuley, Sidney Smith and Luther Laflin Mills are hereby constituted and appointed a commission to prepare a bill changing and modifying the Criminal Code of the State in such manner as seems to them just and proper, and submit the same to the next General Assembly of the State of Illinois: Provided, that no compensation shall be allowed by the State for the services rendered by said commission.

Thereupon, Mr. Martin of White moved to refer said preamble and resolution to the committee on canal and river improvement. And the motion prevailed.

The question then recurring on Mr. Sumner's motion to substitute the minority for the majority report,

When Mr. Pollock moved to close debate on the pending question. And the motion was lost.

The question again recurring upon the substitution of the minority for the majority report of the judiciary committee,

Pending the consideration of Mr. Sumner's motion,

Mr. Buck moved that the House adjourn until 9 o'clock to-morrow morning.

And the yeas and nays being demanded, resulted as follows: Yeas, 68; nays, 48.
