The Speaker announced a quorum present, and the minutes of December 18, 1867, and yesterday, were read and approved. Executive Message No. 9, to-wit :

On motion of Mr. Smith, five thousand copies of the Message were ordered to be printed for the use of the Senate, and its transmission ordered to the House of Representatives.

Mr. Smith introduced Senate Bill No. 166, to-wit: "A Bill to repeal An Act extending the elective franchise to certain aliens." Passed first reading.

Mr. Norman introduced Senate Bill No. 167, to-wit: "An Act to change the place of holding the Supreme Court of West Tennes

see."

Passed first reading, and referred to the Committee on the Judiciary.

Mr. Norman presented a Memorial from the citizens of Carroll County, praying that John W. Bingham have the privilege of selling confectioneries and liquors, free of taxation, in the County of Carroll, Tenn.

Read, and referred to the Judiciary Committee.

Mr. Lindsley introduced Senate Bill No. 168, (accompanied by a Petition,) to-wit: "A Bill for the relief of Q. C. DeGrove, late collector of taxes for the County of Davidson."

Passed first reading, and referred, with the Petition, to the Committee on the Judiciary.

Mr. Lindsley introduced Senate Bill No. 169, to-wit: "A Bill to amend the charter of the city of Nashville."

Passed first reading.

Mr. Lindsley introduced Senate Bill No. 170, to-wit: "A Bill to define the qualifications of voters in the charter elections of the city of Nashville, and to regulate the election of city officers."

Passed first reading, and referred to the Committee on the Judiciary.

House Bill No. 116, was taken up on its third reading. Vote taken by ayes and noes on its passage, with the following result:

Senate Bill No. 119, on Report No. 106, was taken up on its third reading, on amendment offered by the committee, to-wit: Amend the caption by striking out the word "repeal," and insert "amend;" and strike out all after the enacting clause, and insert, "That sec. 5378 of the Code, be so amended as only to allow defendants in State prosecutions to take the depositions of witnesses who may live beyond the limits of this State."
