Mr. Patterson offered Senate Joint Resolution No. 3, to wit: "Requiring the Governor, Secretary of State, and Cromptroller, to examine into the nature of all suits against the parties who were appointed Registers of voters, and providing for the damages or cost if any should occur, in the prosecution of said suits." Laid over under the rule.

Mr. Lyle introduced Senate Bill No. 8, to wit: "A Bill to change 4549, and 4550 of the Code, regulating certain fees for Justices of the Peace."

Passed first reading, and referred to the Judiciary Committee. Mr. Henderson introduced Senate Bill No. 9, to wit: "A Bill to repeal the 4th Section of Chapter 88, of An Act passed the 28th of February, 1860, entitled An Act to extend the corporate limits of Decatursville, &c."

Passed first reading.

Mr. Cate introduced Senate Bill No. 10, to wit: entitled "An Act to amend the Charter of certain Mining Companies." Passed first reading.

Mr. Norman introduced Senate Bill No. 11, to wit: "A Bill to change the 13th, 14th, and 16th Judicial Circuits."

Passed first reading, and referred the Judiciary Committee. Senate Resolution No. 6, was taken up and adopted.

Senate Bill No. 1, on Report No. 1, was taken up on second reading, and passed.

Senate Bill No. 2, on Report No. 2, was taken up on second reading, on amendment offered by the Committee.

Adopted; and the Bill passed.

Mr. Rodgers offered Senate Joint Resolution No. 6, to wit: "tendering the thanks of the General Assembly of Tennessee to Major-General P. H. Sheridan."

Laid over under the rule.

The Speaker announced a quorum present, and the Minutes of the last meeting were read and approved.

Mr. Rodgers introduced Senate Bill No. 12, to wit: "A Bill to repeal the law offering a reward for I. G. Harris."

Passed first reading.

Mr. Rodgers offered Senate Joint Resolution No. 7, to wit: 'Complimentary to Gen. U. S. Grant."

On motion of Mr. Matthews, the rules were suspended, and the Resolution was taken up, and referred to the Committee on Federal Relations.

Mr. Eckel offered Senate Joint Resolution No. 8, to wit: "Raising a Joint Committee on Immigration."

Laid over under the rules.

Mr. Smith introduced Senate Bill No. 13, to wit: "An Act to Incorporate the Tennessee Colored Banking and Real Estate Association, of Memphis."

Passed first reading, and referred to the Committee on Banks. Senate Joint Resolution No. 4, was taken up, and adopted. Senate Joint Resolution No. 5, was taken up, and adopted, and its immediate transmission ordered, to the House of Representatives.

Senate Joint Resolution No. 6, was taken up, and referred to the Committee on Federal Relations.

Senate Bill No. 6, was taken up on its second reading, and Passed, and referred to the Judiciary Committee.

Senate Bill No. 7, was taken up, and passed over informally. Senate Bill No. 9, was taken up on its second reading, and passed.

Senate Bill No. 1, was taken up on its third reading, and passed over informally.

Senate Bill No. 2, was taken up on its third reading, and passed over until Monday.

Mr. Smith offered Senate Joint Resolution No. 10, to wit: "Making an appropriation for postage stamps."

On motion of Mr. Smith, the rules were suspended, and the Resolution was taken up and adopted, and its immediate transmission ordered to the House of Representives.

Mr. Elliott offered Senate Joint Resolution No. 11, to wit: "Instructing our Senators, and requesting our Representatives in Congress, to do all they can possibly, and honorably to abolish, or so modify the present tax on cotton, as to equalize and place it on an equitable basis with other produce."

Laid over under the rules.

Mr. Aldridge introduced Senate Bill No. 14, to wit: "A Bill to indemnify loyal citizens for losses sustained in putting down the rebellion."

I transmit, herewith, for your information.the Report of Thomas B. McElwee, Esq., Agent to settle the Claims against the Tennessee National Bank of Memphis.

The Message and accompanying documents, were referred to a Joint Select Committee to be appointed by the Speaker.

Mr. Patterson offered Senate Joint Resolution No. 12, to wit: "Providing for the purchase of copies of the Constitution of the United States and State of Tennessee, to be distributed among the members of the General Assembly."

Laid over under the rules.

Mr. Elliott introduced Senate Bill No. 15, to wit: "A Bill to establish a conventional rate of interest."

Passed first reading, and referred to the Judiciary Committee. Messrs. Norman and Elliott, were excused from going on the Joint Select Committee on Executive Message No. 3, and Messrs. Fuson and McCall, were appointed in their stead.

On motion of Mr. Elliott, Executive Message No. 3, and accompanying documents, were ordered to be transmitted to the House of Representatives.

Senate Joint Resolution No. 8, was taken up, and adopted. Committee appointed under the Resolution, were: Messrs. Cary, and Eckel.

Senate Bill No. 7, was taken up on its second reading, and passed.

Senate Bill No. 12, was taken up on its second reading, and passed.

Senate Bill No. 12, was taken up on its third reading, and passed over informally.

Senate Bill No. 2, was taken up on its third reading.

Mr. Nelson offered the following amendment, to wit:

SEC. Be it further enacted, That this Act shall not apply to notes of hand, or any debt contracted by the sale of any species of property, real or personal.

Mr. Cate offered the following amendment, to wit:

Insert after the word "labor," in Second Section, the following: "Provided the laborer comply with his part of the contract." Lost.

The Bill was then put upon its passage, and the vote taken by ayes and noes, with the following result:
