House Joint Resolution No. 35, was taken up, on House Message No. 9, to-wit: Requesting A. M. Hughes, late State Agent, to report to the General Assembly' the condition of his claims at Washington.

Referred to the Committee on Claims.

House Joint Resolution No. 30, was taken up, on House Message No. 9, to-wit: Raising a Joint Committee to memorialize Congress, asking an appropriation to aid Internal Improvements. Referred to the Committee on Federal Relations.

Mr. Elliott entered a motion to reconsider the vote passing House Bill No. 5, on its third reading.

On motion of Mr. Fuson, the Committee on the Lunatic Asylum was granted leave of absence for to-morrow.

Mr. Speaker:-The Committee have examined Senate Bills Nos. 7, 9 and 11, and find the same correctly engrossed; also, Senate Bills Nos. 1, 5, 10, 13, 17, 18, 21, 30 and 39, and find them correctly enrolled; also, Senate Joint Resolutions Nos. 1, 2, 3, 4, 5, 6, 8, 14 and 15, and find the same correctly engrossed.

The Speaker announced that there was no quorum present, and would not be, on account of the absence of the Committee making an official call on the Lunatic Asylum.

On motion of Mr. Aldridge,

The Senate adjourned to meet at 10 o'clock, A. M., to-morrow, for the want of a quorum.

Senators absent, were: Messrs. Cate and Eckel.

The Speaker announced a quorum present, and the minutes of the 27th and 28th were read and approved.

Mr. Wisener was granted leave to record his vote on Senate Bill No. 27, and he voted in the affirmative.

Mr. Smith had leave to change his vote on the same Bill.

Report No. 26, from the Committee on Internal Improvements, to-wit:

Mr. Speaker:-The Committee to whom was referred House Bill No. 45, beg leave to report that they have had the same under consideration, and have instructed me to recommend its passage. JNO. B. RODGERS, Chairman.

Report No. 27, from the Committee on Claims, to-wit:

Mr. Speaker: The Committee have had Senate Joint Resolution No. 20, under consideration, and recommend in lieu of the last amendment, the following: "Nor shall he make any further charge for prosecuting to completion the claims of soldiers, their widows, heirs and legal representatives, whose claims have been forwarded to said Agent, by the claimant, personally. And with the alteration, the adoption of the Resolution.

Report No. 28, from the Committee on Incorporations, to-wit:

Mr. Speaker: The Committee to whom was referred Senate Bill No. 41, have had the same under consideration, and recommend its passage; also, Senate Bill No. 36, and recommend its passage, with the following amendment to the 12th section: Strike out "ten," and insert "thirty," before "miles," in the 8th line of the section. All of which is respectfully submitted.

Report No. 29, from the Committee on Public Roads, to-wit: Mr. Speaker: The Committee have examined Senate Bill No. 22, and recommend its passage; also, House Bill No. 29, and recommend its passage, with the following amendment: Strike out "two years," and insert "one year.” WM. WYATT, Chairman.

Report No. 30, from the Committee on Federal Relations, to-wit:

Mr. Speaker: The Committee have had under consideration, Senate Joint Resolution No. 16, and have instructed me to propose the following amendment, viz: Strike out all the words as they now stand in said Resolution, between the words, "influence with Congress," and "the liquidation," and insert in lieu thereof, "to secure;" and with the adoption of this amendment, recommend the adoption of the Resolution. Report No. 31, from the Committee on Military Affairs, to-wit:

Mr. Speaker:-A majority of your Committee, to whom was referred Senate Bill No 16, have had the same under consideration, and have directed me to recommend the passage of the Bill, with the following amendment: To allow the Adjutant Generaĺ one hundred and fifty dollars per month, and Quartermaster officer, one hundred dollars.

The Committee appointed by the Speaker under Senate Joint Resolution No. 4, were: Messrs. Wisener Elliott, and Rodgers. Mr. Cary offered Senate Resolution No. 9, to-wit: "Requesting the Warden of the Penitentiary to report to the Senate the number of Convicts in the Penitentiary."

Laid over under the rules.

Mr. Rodgers introduced Senate Bill No. 43, to-wit: "A Bill for the benefit of the Register of the Mountain District and others." Passed first reading, and referred to the Judiciary Committee. On motion of Mr. Wisener, the Regular order of business was suspended.

House Joint Resolution No. 60, was taken up on House Message No. 10, to-wit: "Raising a Joint Committee to wait on the Congressional Committee on Railroads, to invite them to the Capitol and offering them apartments for the transaction of any business connected with their mission."

On motion, the Resolution was concurred in.

The Committee appointed under said Resolution on the part of the Senate, were: Messrs. Wisener, Rodgers, and Nelson.. Mr. Garner introduced Senate Bill No. 44, to-wit: "An Act to provide for the election of Jailors."

Passed first reading, and referred to the Judiciary Committee. Mr. Frierson introduced Senate Bill No. 45, to-wit: "An Act for the benefit of the Penitentiary."

Passed first reading, and referred to the Committee on Finance, Ways and Means.

Mr. M'Call introduced Senate Bill No. 46, to-wit: "A Bill for An Act taxing extra dogs."

Passed first reading.

Mr. Henderson introduced Senate Bill No. 47, to-wit: "An Act to Incorporate Riceville Scientific and Classical Institute." Passed first reading.

Mr. Norman introduced Senate Bill No. 48, to-wit: "A Bill to Incorporate the Masonic Orphan's Home."

Passed first reading.

Mr. Cary introduced Senate Bill No. 49, to-wit: "An Act to create a new Chancery Division and a new Judicial Circuit in Tennessee."

Passed first reading.

House Bill No. 20, was taken up on its second reading, and passed.

House Bill No. 21, was taken up on its second reading, and passed.

House Bill No. 28, was taken up on its second reading, and passed.

House Bill No. 35, was taken up on its second reading, and passed.

On motion of Mr. Parker, Mr. Patterson was granted leave of absence for one week, commencing from to-morrow.

Senate Bill No. 6, was taken up on its third reading, and passed over informally.

Senate Bill No. 31, was taken up on its third reading, and the vote taken by ayes and noes on its passage, with the following result:
