Mr. Campbell moved to recommit said bill to the committee on the affairs of cities, with instructions to amend by striking out the names of "William C. Traphagan and William C. Barrett," and inserting the names of "William F. Havemeyer and John McKeon," with power to report at any time, retaining its place on third reading of bills.

Mr. Jacobs moved to amend the instructions by striking out the names of "William F. Havemeyer and John McKeon," and inserting the words "president of the commissioners of public parks and commissioner of public works."
