Mr. Burnett, from the select committee to which the subject had been referred, by leave made the following report. [See Appendix.]

And also reported

No. 55, (H. of R.) "A bill to provide for the improvement of Grant river at Potosi in Grant county;"

Which was read a first and second times,

And on his motion,

The rule requiring bills, &c. to be printed before being acted on in committee of the whole, was dispensed with in reference to this bill.

Mr. Cruson moved that the report above referred to be laid on the table, and that 200 copies thereof be printed;

Which was agreed to.

Mr. Phelps, from the joint committee on Enrollment, made the following report:

The joint committee on Enrollment report as correctly enrolled,

"An act giving further time to appeal from the decisions of judges of probate ;" and

"An act to provide for the canvasing the votes cast at the general election held on the 4th Monday in September, 1845, in the county of Marquette."

Mr. Sheldon offered the following resolution,

Which was adopted;

Resolved, That the Territorial Temperance Society be permitted to occupy the Hall of the House of Representatives this evening, for the purpose of holding their annual session."

Mr. Croswell, from the committee on Schools, to which

the subject had been referred, by leave made the following report:

of a Superintendent of Common Schools;"

Which was read the first and second times.

On motion of Mr. Dennis,

The report above mentioned was laid on the table, and 200 copies thereof ordered to be printed.

The messages from the Council were then taken up. and The following entitled bills, resolution and memorial were read the first and second times, to wit:

No. 55, (C.) “A bill granting to James F. Chapman the right to keep and maintain a ferry across the Mississippi river at Potosi ;"

No. 7, (C.) "Joint resolution in relation to the admission of Wisconsin into the Union as a State;"

No. 56, (C.) "A bill fixing the salary of the Attorney General;"

No. 59, (C.) "A bill to incorporate the town of Potosi ;" No. 13, (C.) "A bill to incorporate the village of Madison ;"

No. 5, (C.) "A memorial to the Congress of the United States relative to a mail route from the Falls of St. Croix to La Pointe, on Lake Superior;"

No. 35, (C.) “A bill to incorporate the village of Sheboygan ;"

No. 45, (C.) "A bill to authorize school district No. 1, in the town of Rochester, to levy a tax;"

No, 20, (H. of R.) "A bill to repeal the fourth section of an act entitled an act to amend an act entitled' an act for assessing and collecting county revenue," approved February 19th, 1841,"

Was then taken up, and the amendments of the Council were concurred in.

No. 16, (H. of R.) "A bill to amend an act entitled an act to amend an act of the Revised Statutes entitled 'an act concerning the writ of attachment,' approved Feb. 15, 1842," Was then taken up; when

Mr. Billings moved that said bill be laid on the table;
Which was agreed to.

Mr. Morrow introduced the following resolution:

Resolved, That the committee on Corporations is hereby instructed either to report upon the Rock River Mutual Insurance Company bill, or return the same to the House against Wednesday morning."

And the question having been put on the adoption of said resolution,

It was decided in the negative.

There were ayes 10-noes 12.

Mr. Billings, by leave, presented a petition of citizens of the counties of Iowa and Grant, asking for the establishment of a territorial road in said counties;

Which was referred to the committee on Roads.

Mr. Dennis moved that the House resolve itself into com

mittee of the whole on the general file of bills;

Which was decided in the negative.

And a division having been called for,

There were ayes 11-noes 14.

Mr. Morrow introduced the following resolution:

"Resolved, That this House recommend to the Governor the appointment of Mr. Fisher, of Crawford, as a suitable person to take the census of said county."

Mr. Fisher moved that said resolution be laid on the table, and ordered to be printed;

Which was decided in the affirmative.

And a division having been called for,

There were ayes 12-noes 10.

Mr. Morrow, from the committee on Territorial Affairs, to which the subject had been referred, by leave made the following report:

The committee on Territorial Affairs, to whom was referred the communication of His Excellency the Governor, addressed to the House of Representatives, and enclosing the communication of Luther A. Cole, Sheriff of the county of Jefferson, relative to the escape of Benjamin Judkins from the jail of that county, sentenced upon conviction for the crime of rape to twenty years imprisonment in the penitentiary, report:

That they have had the same under advisement, and in consideration of no legislative provision having been made in time past, authorizing the Executive to offer rewards for fugitives from justice, to meet contingencies of this nature, as such cases very rarely occur, and as any remedy of the kind would probably prove ineffectual in the detection or discovery of the individual who is the subject matter of this report, inasmuch as some five months have elapsed since his escape, and as it so generally believed that a new administration of public affairs is so soon to be assumed, when this defect in our laws will doubtless be provided for, the committee have agreed with me in the recommendation that any legislative action upon this subject may with little or no impropriety be deferred for a more suitable and convenient season.

The report was accepted and the committee discharged from the further consideration of the subject.

Mr. Dennis moved to re-consider the vote by which the resolution recommending the appointment of Mr. Fisher to take the census in the county of Crawford was adopted; Which was agreed to.

Mr. Sheldon moved that said resolution be referred to the committee on Corporations;

Which was agreed to.

On motion of Mr. Morrow,

The House adjourned.

The journal was read and corrected.

By Mr. Parker. A petition of A. B. Clark and others, asking for the establishment of a territorial road therein named; and

By Mr. Dennis. A petition of citizens of Dodge county, asking for the establishment of a territorial road therein named;

By Mr. Jackson. A petition of Royal S, Sykes, praying for a divorce from his wife Maria Sykes;

Referred to the committee on the Judiciary.

Mr. Croswell, from the committee on Schools, introduced No. 57, (H. of R.) "A bill defining the time for taking appeals from the vote of school meetings and for other purposes." Mr. Jackson, from, the select committee to which that sub'ject had been referred, reported

No. 58, (H. of R.) "A bill regulating the mode of granting licenses to sell ardent spirits,"
