"Joint resolution in relation to canal funds;" Which was read the first and second times, And, on his motion, The rule requiring bills, &c. to be printed before being acted upon in the committee of the whole was suspended in reference to this bill. Mr. Mooers, from the committee to which it had been referred, reported No. 54, (C.) "A bill to incorporate the Carrollton Manufacturing Company of Ormsbeeville, Wisconsin ;" With amendments. Said bill, as amended, was read the second time. Mr. Morrow, from the committee to which it had been referred, reported No. 35, (C.) "A bill to incorporate the village of Sheboygan ;" With amendments. Said bill, as amended, was then read the second time. Mr. MaGone, from the committee on Corporations, to which the subject had been referred, reported No. 43, (H. of R.) "A bill to provide for the organization of the county of Jackson and for other purposes ;" With amendments. Said bill was read the second time. Mr. Morrow, agreeably to previous notice and by leave, introduced No. 9, (H. of R.) "Memorial to Congress for an appropriation for the erection of a light house at Grassy Island, near the mouth of Fox river;" Which was read the first and second times. Mr. Cruson, agreeably to previous notice and by leave, introduced No. 66, (H. of R.) "A bill to amend an act entitled ' an act to incorporate the town of Platteville ;" Which was read the first and second times, And, on his motion, The rule requiring bills, &c. to be printed before being acted on in committee of the whole, was dispensed with in reference to this bill. On motion of Mr. Croswell, The rule requiring bills, &c. to be printed before being acted on in committee of the whole, was dispensed with in ref erence to No. 65, (H. of R.) introduced by him yesterday. Mr. Morrow, agreeably to previous notice and by leave, introduced No. 67, (H, of R.) "A bill to prescribe the qualification of voters in Brown county; Which was read the first and second times. The message of the Council was then taken up, and No. 62, (C.) "A bill to provide for the payment of Horatio N. Well's account against the Territory;" Was read the first and second times. No. 7, (H. of R.) "Resolution for the appointment of a committee to examine the Bank of Mineral Point;" Was then taken up. And the question being, "Will the House recede from its vote non-concurring in the amendments of the Council to said resolution ?" And having been put, It was decided in the affirmative. And the ayes and noes having been called for, Messrs. Billings, Brawley, Brown, Burnett, Clapp, Cruson, Dennis, Fisher, Graves, Hoard, Jackson, Jones, Mooers, Morrow, Parker, Phelps, Sheldon, Wooster and Darling, (Speaker,)-19. Those who voted in the negative were, Messrs. Barstow, Crawford, Croswell, Earll, Pole and Thomas,-6. The House then concurred in the amendments of the Council to said resolution. Mr. Morrow, from the committee on Territorial Affairs, to which the subject had been referred, reported No. 7, (C.) "Joint resolution in relation to the admission of Wisconsin into the Union as a State;" With amendments; Which was read the second time. No. 10, (C.) Joint resolution relative to closing the business of the present session of the Legislature," Was then taken up; when Mr. Billings moved to amend by striking out the word Thursday," and inserting the word "Saturday;" Which was agreed to. The resolution, as amended, was then adopted. Mr. Jackson moved to re-consider the vote by which No. 33, (H. of R.) "A bill to incorporate the Lisbon and Milwaukee Plank Road Company,' Was negatived on its passage; Which was agreed to. And the ayes and noes having been called for, Those who voted in the affirmative were, Messrs. Barstow, Brawley, Brown, Burnett, Clapp, Croswell, Dennis, Graves, Jackson, MaGone, Mooers, Morrow, Parker, Phelps, Thomas and Darling, (Speaker,)-16. Those who voted in the negative were, Messrs. Billings, Crawford, Cruson, Earll, Fisher, Hoard, Jones, Pole, Sheldon and Wooster,-10. And the question having been put on the passage of said bill, It was decided in the affirmative. And the ayes and noes having been called for, Those who voted in the affirmative were, Messrs. Barstow, Brawley, Brown, Clapp, Croswell, Dennis, Graves, Jackson, MaGone, Mooers, Morrow, Parker, Thomas and Darling, (Speaker,)—14. Those who voted in the negative were, Messrs. Billings, Burnett, Crawford, Cruson, Earll, Fisher, Hoard, Jones, Phelps, Pole, Sheldon and Wooster,-12. The title of said bill was then agreed to. On motion of Mr. Dennis, No. 13, (C.) "A bill to incorporate the village of Madison," Was taken up; when Mr. Burnett moved to amend by striking out the whole of sections 40, 41, 42, 43 and 44. Mr. Phelps demanded the previous question. And the question having been put, "Shall the main question be now put?" It was decided in the negative. And the ayes and noes having been called for, Those who voted in the affirmative were, Messrs. Barstow, Brawley, Clapp, Croswell, Dennis and Phelps,-6. Those who voted in the negative were, Messrs. Billings, Brown, Burnett, Crawford, Cruson, Earll, Fisher, Graves, Hoard, Jackson, Jones, MaGone, Mooers, Morrow, Parker, Pole, Sheldon, Thomas, Wooster and Darling, (Speaker,)-20. So the further consideration of the bill was postponed until to-morrow, under the rule. Mr. Mooers moved to re-consider the vote on the main question. Which was decided in the negative. And the ayes and noes having been called for, Those who voted in the affirmative were, Messrs. Barstow, Clapp, Croswell, Cruson, Dennis, Jackson, Mooers, Phelps and Darling, (Speaker,)—9. On motion of Mr. Morrow, No. 31, (C.) "A bill to authorize certain counties to levy a special tax,' Was taken up, and the amendments of the committee of the whole concurred in. Mr. Morrow moved to amend section 5th, by adding, "And in pursuance of this act, and the more effectually to carry the same into effect, the chairman of the board of county commissioners, or the board of supervisors, as the case may be, of those counties adopting the same, shall and are hereby required to meet at the house of D. W. Halsted on the first Monday of May next, for the purpose of choosing one of their number chairman or president of said board, and thereafter shall have the power of appointing their own place of meeting;" Which was agreed to. On motion, said bill was ordered to its third reading now. Said bill was then read the third time, passed, and the title thereof agreed to. On motion of Mr. Dennis, The House resolved itself into committee of the whole for the consideration of No. 9, (H. of R.) "Joint resolution in relation to canal funds;" Mr. Brawley in the chair. And after some time spent therein, rose and by their chairman reported the same back to the House without amend ment. Mr. Dennis moved to suspend the rule requiring bills, &c. to be engrossed before being read the third time, with reference to this resolution, and that it be read the third time now; Which was agreed to.
