No. 36, (H. of R.) "A bill to repeal the limitation of suits for the recovery of lands forfeited for taxes;" and

No. 63, (H. of R.) "A bill to provide ways and means to accomplish certain ends."

The said bills were then read the third time and passed; when

Mr. Burnett moved to amend the title to No. 63, (H. of R.) so as to read, "A bill to repeal the laws limiting the time for the commencement of suits for lands sold for taxes;"

Which was disagreed to.

Mr. Sheldon then moved to amend the title as above moved by Mr. Burnett;

Which was agreed to.

Mr. Sheldon then moved to amend the title to No. 36, (H. of R.) so as to read, "A bill to organize certain towns therein named;"

Which was agreed to.

No. 43, (C.) "A bill to change the time of holding the district court in the counties of Crawford and Iowa ;"

Was then taken up; when

Mr. Burnett moved to amend by striking out the word "one," in the 2d line of the 1st section, and inserting the word "first."

Mr. Hoard moved to amend the amendment by striking out the words "fourth Monday in June," and inserting the words first Monday in July ;"

Which was agreed to.

The question then recurred on agreeing to the amendment as amended;

And having been put,

It was decided in the affirmative.

The question was then put on ordering said bill to a third reading,

And having been put,

It was decided in the negative.

And the ayes and noes having been called for,

Those who voted in the affirmative were,

Messrs. Barstow, Brawley, Croswell, Fisher, Hoard, Jackson, Morrow, Phelps, Wooster and Darling, (Speaker,)-10.

Those who voted in the negative were,

Messrs. Billings, Brown, Burnett, Clapp, Crawford, Cruson, Dennis, Earll, Graves, Jones, MaGone, Parker, Pole and Sheldon,-14.

So the House refused to order the said bill to a third read

ing.

Mr. Hoard moved that the further consideration of said bill be postponed indefinitely.

Which was agreed to.

Mr. Phelps, by leave, introduced the following resolution ; Which was adopted:

"Resolved, by the Council and House of Representatives of the Territory of Wisconsin, That the joint committee appointed by the two ilouses to cancel the bonds and scrip in the hands of the Treasurer. be also directed to cancel the two remaining "Baxter bonds" now in the hands of the Treasurer, which bonds were duly executed, but never delivered to the contractor."

No. 93, (C.) "A bill in relation to common schools in the city of Milwaukee,"

Was then taken up; and

On motion, said bill was ordered to its third reading now, And was read the third time, passed, and the title thereof agreed to.

No. 17, (C.) "A bill to provide the means for the payment of the interest on certain liquidated territorial bonds therein. named,"

Was taken up, and the amendments of the committee of the whole were concurred in.

Said bill was then read the third time, passed, and the title thereof agreed to.

No. 41, (C.) "A bill to provide for the payment of interest on certain liquidated territorial bonds;"

Was taken up; when

Mr. Phelps moved to amend by adding a section allowing to William N. Seymour the sum of $2 50 for costs, in suit of the Territory vs. Doty and al.;

Which was agreed to.

Said bill was then ordered to its third reading now,

And was read the third time, passed, and the title thereof agreed to.

No. 3. (H. of R.) "Resolution requiring the Superintendent of Territorial Property to discontinue all territorial suits. now pending,"

Was taken up;

And the question having been put on ordering said bill to be engrossed for a third reading,

It was decided in the negative.

Mr. Phelps, from the joint committee on Enrollment made the following report:

The joint committee on Enrollment report that they did, on this day, to wit. the 2d day of February, A. D. 1846, present to the Governor for his approval, the following bills, resolutions and memorial, to wit:

"An act to amend an act entitled' an act to incorporate the town of Platteville ;""

An act defining the time for taking appeals from the vote of school meetings, and for other purposes;"

"An act to authorize Jemison Hamilton to build and maintain a bridge across the Pecatonica river, at New Bedford;" "An act to authorize school district No. 2, in Sheboygan county, to levy a tax for finishing a school house;"

"An act to organize certain towns therein named ;"

"An act to submit to the inhabitants of the counties of Jefferson and Dodge the question of the division of said counties;"

"An act to provide for and regulating the action of replevin before justices of the peace ;"

"An act relating to the county of St. Croix;"

"An act to authorize the collector of the town of Hudson to collect certain taxes;"

"An act repealing an act which vacated an alley in Southport;"

Mr. Hoard offered the following resolution;

Resolved, That the Council be requested to return to this House, Council bill No. 43."

Mr. Earll, from the committee on Internal Improvements, to which had been referred several petitions asking for the incorporation of rail road companies, reported adversely to the prayer of said petitioners.

Mr. MaGone, from the committee on Corporations, to which had been referred sundry petitions asking for the incorporation of several mutual insurance companies, reported adversely to the prayer of the petitioners.

The said reports were accepted and the committees discharged.

The message of the Council was then taken up, and
