SEAL JOURNAL OF THE HOUSE OF REPRESENTATIVES, Fourth Annual Session of the Fourth Legislative Assembly, begun and held at Madison, the Seat of Government, on Monday the fifth day of January, in the year of our Lord, one thousand eight hundred and forty-six, being the day prescribed by law for the annual meeting of the said Assembly, on which day at twelve o'clock, meridian, the House of Representatives was called to order by La Fayette Kellogg, the Chief Clerk, and the roll being called, the following named members who had presented certificates of their election and oath of office, severally answered to their names and took their seats, to wit: From the Counties of Brown, Manitowoc, Sheboygan, Calumet, Fond du Lac, Winnebago, Marquette and Portage-Messrs. Abraham Brawley, Mason C. Darling and Elisha Morrow." From the Counties of Dane, Dodge, Green, Jefferson and Sauk-Messrs. Mark R. Clapp, William M. Dennis and Noah Phelps. From the Counties of Crawford, Chippewa, La Pointe and St. Croix-Mr. James Fisher, From the County of Grant-Messrs. Armstead C. Brown, Thomas P. Burnett and Thomas Cruson. From the County of Iowa-Messrs. Henry M. Billings, Robert C. Hoard and Charles Pole. From the Counties of Milwaukee and Washington-Messrs. Samuel H. Barstow, John Crawford, James MaGone, Benj. H. Mooers, Luther Parker and William H. Thomas. From the County of Rock-Mr. Ira Jones. From the County of Racine-Messrs. Andrew B. Jackson, Orson Sheldor and Julius Wooster, From the County of Walworth-Messrs. Caleb Croswell, Warner Earl and Gaylord Graves. On motion of Mr. Hoard, Mason C. Darling was appointed Speaker pro tempore. La Fayette Kellogg was appointed Chief Clerk pro tempore. John Ramsdall was appointed Assistant Clerk pro tempore. On motion of Mr. MaGone, Garret M. Fitzgerald was appointed Sergeant-at-Arms pro tempore. On motion of Mr. Thomas, David Bonham was appointed Messenger pro tempore. John A. Larkin was appointed Fireman pro tempore. Mr. Cruson moved that the House now proceed to the election of Speaker; Which was agreed to. The chair appointed Messrs. Mooers and Billings tellers to receive and canvass the votes. The ballots were then taken and counted, when the tellers reported that twenty-six votes had been given for said office, of which And thereupon Mr. Burnett (being in the chair,) declared that the Hon. Mason C. Darling had been duly elected Speaker of the House of Representatives for the present session. On motion of Mr. Hoard, Messrs. Hoard and Mooers were appointed a committee to conduct the Speaker elect to the chair. Mr. Darling having been conducted to the chair returned. 1 his thanks to the House for the honor conferred upon him. On motion of Mr. Phelps, Resolved, That the standing rules of the House of Representatives of the last session be adopted for the government of this House at the present session until others are prepared and adopted. A Message from the Council by their Secretary: "Mr. Speaker-The Council have organized permanently by the choice of Nelson Dewey for President, and Ben C. Eastman for Secretary, and are now ready to proceed to business." Mr. Burnett moved that the House now proceed to the election of Chief Clerk ; Which was disagreed to. On motion of Mr. Hoard, Ordered, that the Chief Clerk be instructed to inform the Council that the House of Representatives are organized permanently and are now ready to proceed to business. Mr. Hoard moved that a committee of two be appointed to act in conjunction with a similar committee on the part of the Council, to wait upon his Excellency the Governor and inform him that the two Houses are organized and ready to receive any communication he may have to make to them; Which was agreed to. The chair appointed Messrs. Hoard and Sheldon the said committee. Mr. Sheldon moved that the standing joint rules of the two Houses of the last session be adopted for the government of the two Houses of this session, until otherwise ordered; Which was agreed to. Mr. Phelps moved that the House now adjourn; Which was disagreed to. On motion of Mr. Sheldon, The House adjourned until half-past two o'clock, P. M. |
