Which was read the first and second times.

Mr. Burnett, from the committee on the Judiciary, to whom the subject had been referred, reported

No. 23, (H. of R.) "A bill to provide for the collection of delinquent taxes on personal property in certain cases ;" Which was read the first and second times.

Mr. Dennis, from the select committee to which the subject had been referred, reported

No. 29, (H. of R.) "A bill to provide for re-locating the seat of Justice of Sauk county and for other purposes;

Which was read a first and second times.

On motion, the rule requiring bills, &c. to be printed before being acted upon in committee of the whole, was dispensed with in reference to No. 27 and 29 above referred to. Mr. Billings, from the committee on Elections, to which the subject had been referred, made the following report:

"The committee on elections to whom was referred the bill authorizing the citizens of Marquette county to hold a special election, have had the same under consideration, together with the several petitions on that subject and have instructed me to report back the bill authorizing the citizens of said county to hold a special election, without amendments, and recommend its passage.

H. M. BILLINGS, Chairman." Mr. Cruson, from the committee on Engrossed Bills, to whom the matter had been referred, reported as correctly engrossed the following, to wit:

No. 2, (H. of R.) "A bill to amend the election law concerning justices of the peace;"

No. 3, (H. of R.) "A memorial to Congress on the subject of a mail route;"

No. 19, (H. of R.) "A bill to re-organize certain towns in Jefferson county;"

No. 21, (H. of R.) "A bill to amend an act entitled 'an aet to incorporate the Wisconsin River Navigation Company;'

No. 22, (H. of R.) "A bill for the relief of John J. Driggs;" No. 23, (H. of R.) "A bill to repeal an act entitled 'an act to incorporate the Wisconsin Marine and Fire Insurance Company;" and

No. 25, (H. of R.) "A bill to organize the county of Sheboygan for judicial purposes."

The said memorial No. 3, and bills Nos. 19 and 21, (H, of R.) were then read the third time, passed, and the titles thereof agreed to.

And the ayes and noes having been called for on the passage of No. 22, (H. of R.)

Those who voted in the affirmative were,

Messrs. Barstow, Billings, Brawley, Brown, Burnett, Crawford, Cruson, Earll, Fisher, Graves, Hoard, Jackson, Jones, Mooers, Morrow, Parker, Phelps, Pole and Darling, (Speaker,)-19.

Those who voted in the negative were,

Messrs. Dennis, MaGone, Sheldon, Thomas and Wooster -5.

So the said bill was passed and the title agreed to.

Mr. Mooers asked and received the unanimous consont of the House to amend bill No. 2, (H. of R.) as follows:

Strike out all after the word "shall," in the 7th line of the first section to the word "order," in the same section.

The said bill was then read the third time, passed, and the title thereof agreed to.

Bill No. 23, (H. of R.) was taken up and read the third time, when

Mr. Dennis moved that the said bill be laid on the table; Which was agreed to.

On motion of Mr. Cruson,

The committee on engrossed bills had leave to amend their report on bill No. 25, (H. of R.)

The said bill was then reported as correctly engrossed, and was taken up and read the third time, passed, and the title thereof agreed to.

A message from the Council, by their Secretary:

"Mr. Speaker-The Council have concurred in the amendments of this House to

No. 6, (C.) A bill relating to the purchase and redemption of real estate sold on execution;'

And have insisted on their amendments to

No. 4, (H. of R.) 'A bill to amend an act entitled ' concerning divorce ;''

And have passed,

No. 5, (C.) 'Resolution requesting the Secretary of the Territory to redeem certain bonds and scrip in the hands of the Treasurer of the Territory,"

The above message was then taken up and

Was read the first and second times.

On motion of Mr. MaGone,

Was laid on the table.

Mr. Thomas moved to take up

No. 7, (C.) "A bill to provide for the more convenient mode of contesting the election of county and other officers ;" Which was agreed to, when

On motion of Mr. Billings,

The said bill was re-committed to the committee of the whole.

On motion of Mr. MaGone,

The House resolved itself into a committee of the whole

on the general file of bills;

Mr. Burnett in the chair.

And after some time spent therein the committee rose and by their chairman reported

No. 14, (H. of R.) "A bill relating to constable's fees ;"

No. 27, (H. of R.) "A bill to repeal certain acts therein named and to revive the act of the revised statutes entitled an act relating to the militia," "

Without amendment; and

No. 29, (H. of R.) "A bill to provide for re-locating the seat of justice of Sauk county and for other purposes;" and

No. 18, (H. of R.) "A bill to authorize a special election in the county of Marquette;"

With amendments to each.

And also reported progress on the general file of bills, and asked leave to sit again thereon.

Leave was granted.

The amendments to No. 29, (H. of R.) were concurred in by the House, and bills Nos. 27 and 29 were ordered to beengrossed for a third reading;

And the ayes and noes having been called for on ordering 'No. 14, (H. of R.) to be engrossed for a third reading,

Those who voted in the affirmative were,

So said bill was ordered to be engrossed for a third reading.

And the question having been put on concurring in the first amendment of the committee of the whole to bill No. 18, (H. of R.) which was as follows:

Strike out all after the enacting clause and insert the following:

Sec. 1. That Hiram McDonald and Stutley Wicks, with the aid of the county commissioners and clerk shall within 15 days after the passage of this act proceed to canvass the votes given for county officers at the last annual election in Marquette county, and give certificates of election signed by two or more of said canvassers, to those persons having the greatest number of votes for each county office in said county; It was decided in the negative,

And the ayes and noes having been called for,

Mr. Parker presented a memorial of Alexander Mitchell, Secretary of the Wisconsin Marine and Fire Insurance Company.

Mr. Billings moved that said memorial be returned to Mr. Mitchell, by the Chief Clerk;

Which was decided in the negative.
