FRIDAY, APRIL 19, 1822.

The following written message was received from the President of the United States, by Mr. Gouverneur, his Secretary:

I communicate to the Senate copies of sundry papers having relation to transactions in East and West Florida, which have been received at the Department of State since my message to the two Houses of Congress of the 28th January last, together with copies of two letters from the Secretary of State upon the same subject.

Mr. Holmes, of Maine, from the Committee on Finance, to which was referred the bill, entitled "An act making appropriations for the support of the Navy for the year 1822," reported the same, with an amendment; which was read.

Mr. Knight reported, from the committee, that they had examined and found duly enrolled the bill, entitled "An act to revive, and continue in force, An act declaring the assent of Congress to certain acts of the states of Maryland and Georgia;" and, also, the bill, en

titled "An act to authorize the Secretary of the Treasury to exchange a stock bearing an interest of five per cent. for certain stocks bearing an interest of six and seven per cent."

Mr. Smith, from the Committee on the Judiciary, to which was referred the bill, entitled "An act altering the time and place of holding the district court in the district of Mississippi," reported the same without amendment.

The Senate proceeded to consider the motion of the 18th instant, for instructing the Committee on the Judiciary to inquire into the expediency of passing a general law, with such provisions as may be necessary to secure the public property, when in the hands of public agents; and,

On motion,

Ordered, That it lie on the table.

A message from the House of Representatives, by Mr. Dougherty, their Clerk:

Mr. President: The Speaker of the House of Representatives having signed two enrolled bills, I am directed to bring them to the Senate, for the signature of their President.

The House of Representatives have passed the bill which originated in the Senate, entitled "An act supplementary to an act, entitled 'An act to set apart and dispose of certain public lands for the encouragement of the cultivation of the vine and olive." And he withdrew.

The President signed the two enrolled bills last reported to have been examined, and they were delivered to the committee, to be laid before the President of the United States.

On motion,

The Senate resumed, as in Committee of the whole, the consideration of the bill, entitled "An act making appropriations for the support of government for the year 1822," together with the amendments reported thereto by the Committee on Finance; Mr. Chandler in the chair; and,

On motion, by Mr. Eaton,

To insert at the end of the second section, the following: "Where the same arises under any judgment had against the party; or where the accounting officer is satisfied that the balance is justly aud equitably due:"

The Senate resumed the consideration of the amendment insisted on by the House of Representatives to the amendment of the Senate to the bill, entitled "An act to provide for paying to the state of Missouri three per cent. of the nett proceeds arising from the sale of the public lands within the same;" which was disagreed to by the Senate; whereupon,

On motion,

Resolved, That they insist on their disagreement to said amendment, and ask a conference thereon; and,

Ordered, That Mr. Walker, Mr. Williams, of Mississippi, and Mr. Eaton, be the managers at the said conference on the part of the Senate.

Ordered, That the Secretary notify the House of Representatives accordingly.

Ordered, That a member be added to the Committee on Military Affairs, in place of Mr. Elliott; and,

Mr. Knight reported, from the committee, that they had this day laid before the President of the United States the three enrolled bills last reported to have been examined and signed.

Agreeably to the order of the day, the Senate resumed, as in com mittee of the whole, the consideration of the bill prescribing the mode of commencing, prosecuting, and deciding controversies between states; and,

Ordered, That it lie on the table.
