With maps and engravings. Royal 4to. £3. 18s. 6d. Monthly Chronicle, FOREIGN INTELLIGENCE. FRANCE.—AN alleged plot of the ultra-royalists is the most prominent feature in the French papers. It is said to be discovered. A legal enquiry has been instituted; Monsieur has taken up the subject with considerable zeal; and some have in conse quence been arrested, and many submitted to examination. The grand object of the conspiracy is stated to have been, to seize the person of the king, and force him to ab dicate in favour of their own party. Among the persons cited to appear, we since find, in order to be interrogated, are mentioned, Marshal de Camp, Blon de Chausigny, Baron de Viomenil; Sieur Porsson, formerly commissary-general of the police at Marseilles; Martenville, dramatic author; Count de Latour d'Auvergne, &c. All General Cannel's papers have been seized, and are, with the proofs of his flight, in the hands of the legal authorities. Some say, he is gone to La Vendée; others pretend that he has escaped to Switzerland, along with General Donadieu. An official circular has appeared in the Paris papers, containing, under present circumstances, a very important declaration,—that the Congress to be held at Aix-laChapelle is not to be like that at Vienna, but only an assembly of monarchs. This reunion will have nothing to do with territorial exchanges. Besides drawing closer the ties of friendship which join those sovereigns, it will have no other object than to enable them to settle what attitude Germany must assume after France shall have been evacuated by the allied army, in order to maintain and ensure the general tranquillity of Europe. No diplomatic agent from other courts will be admitted. The harvest promises most abundantly throughout the country, the ears being heavy and full of grain, while the vintages also are equally luxuriant. Germany.--The constitutional charter of Bavaria has been communicated to the people, and appears to have afforded general satisfaction. The dominions are made one monarchical state; there will be an assembly of the States-General, divided into two chambers; the person of the monarch sacred and inviolable, and the succession established in the eldest-born, successively, in all the branches of the royal family; during a minority, or incapacity, the preceding king shall have power to appoint one of the members of the royal family, (a prince who has attained his majority,) to officiate as regent; liberty of conscience, with a scrupulous distinction between what belongs to stute, and what to the church; liberty of opinion, with restrictions as to abuse; an equal rght to all state offices; impartiality in the administration of justice; equality in the distribution and payment of imposts; and, as a security to the whole, the States-General are to be formed from all classes of domestic citizens. The result of the proceedings which have hitherto taken place at Rhenish Bavaria, for the union of the two protestant sects (Lutheran and Reformists), is very satisfactory; almost every protestant voted for the union. As soon as the Bavarian government had received official intelligence of this result, the king authorized the superior regency of Rhenish Bavaria to hold a general synod in the town of Kayserslautern. This synod is convoked for the 2d of August, and will be composed of all the counsellors of the consistory, of the inspectors, and of a certain number of pastors and elders of each church. The object of their deliberations is the fixation of the rights, liturgy, religious instruction, and ecclesiastical organization, to be afterwards submitted to His Majesty. Coblentz is to rank among fortresses of the first class, and considerable sums have been assigned by the Prussian government for that object, which is now pursued with great activity. Cologne also is destined to become a great place of arms for the western provinces.-The political differences between Bavaria and Baden have increased to such a degree as to suspend all diplomatic intercourse, and the ministers have accordingly withdrawn.-The vintages on the Banks of the Rhine promise most abundantly: the grapes are already the size of peas, and should the weather continue favourable, the flavour will be equal to that called Comet-wine. The King of Wurtemberg has published a law, ordering that all the children born throughout his dominions since the 31st of December, 1816, shall be vaccinated before they reach their third year. A fine of thirty kreutzers a-year shall be paid by the parents of every child, who shall not have been vaccinated according to the law. This fine shall be paid till they accomplish their 14th year, unless the law be complied with before, with a progressive increase of 30 kreutzers per annum. No child who has not been vaccinated shall be admissible to any seminary, lyceum, university, corporation, or to pass his examination for any profession, unless he is able to prove authentically that he is no longer liable to the infection of the small-pox, or he subunits to the operation of the vaccine. East-Indies. A supplement to the London Gazette of July 14, gives account of some further successes against the Piadarries; this intelligence is very satisfactory, as every favourable progress of our arms in that quarter must contribute to strengthen our authority, and thereby hasten its consolidation. In Ceylon, however, matters are wearing a most unpleasant aspect. An insurrection has broken out among the natives, on the ground that an article in the treaty made between the Candians and the British army at the conquest of Candy, has been violated; it stipulated that no interference with its domestic policy should be allowed on the part of the British Government. The consequence has been, that the Canadian chiefs have become hostile to us, and have brought over the people at large to their sentiments. The London papers do not enable us to state the comparative strength that may unhappily be called into action; we should hope, however, our army is strong enough to act on the defensive. The real merits of the difference will probably soon arrive. West Indies.-The crops in Jamaica are more plentiful than for many years past, particularly on the sugar-plantations. 70 THE PARLIAMENT.
