I have no hesitancy in saying that the above work is absolutely necessary, and should be done as scon as possible. During the time that I have been Commissioner, both freemen and convicts have labored industriously and carefully, as if they were personally interested in the speedy and economical completion of the work; and I think the records of this Institution will bear me up in saying, that nearly, if not double the amount of work has been done within the last two years, for the same money, than was ever done about the Prison before, and in a better and more substantial manner. In conclusion, gentlemen, allow me again to thank you for the interest you have at all times manifested in the work, and for the assurances received from you, that the department has been economically and judiciously administered.
