[Said Board of Education shall hereafter consist of six members, three of whom shall be appointed by the Governor, by and with the advice and consent of the Senate and House of Representatives in Joint Convention. The members of said Board heretofore appointed shall hold their offices for the term for which they were desig nated. At the session of the Legislature for the year eighteen hundred and fifty, and annually thereafter, the vacancies occurring shall be filled as above directed by appointment, the term of which shall be three years. The Governor shall, by appointment, fill any vacancy that may occur when the Legislature is not in session; such appointment to expire at the close of the next session of the Legislature.
