The committee on territorial affairs, through Mr. Ancheta, its chairman, made a favorable report on Council Bill No. 54, which bili and report were ordered to lie on the table and await their regular order.

Reports of special committees were now in order, none being presented.

Resolutions were in order, none being presented.

Introduction of bills was in order, and Mr. Jaramillo introduced the following:

Council Bill No. 94-An Act amending An Act, entitled An Act to regulate the annual salary of each member of the board of county commissioners of the various counties of the Territory, the bill was read a first time by title, and under suspension of the rules read a second time by title then read in full for information, ordered translated and printed and referred to the committee on counties and county lines.

Joint resolutions were now in order, none being presented. Bills on second reading were in order; and

Council Bill No. 82-entitled An Act to amend An Act of the 27th Legislasive Assembly, Section 2, Chapter 71, entitled An Act relative to practice in the Supreme Court, and the report of the committee on the judiciary recommending the passage of the bill taken up and read in full for information. Upon motion of Mr. Richardson the bill was considered as engrossed and read a third time by title.

Mr. Richardson now moved that Council Bill No. 82 be passed, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Perea, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-12.

Nays, none.

Therefore Council Bill No. 82 was passed unanimously.

House Bill No. 28-entitled An Act to amend section 1608, of the Compiled Laws of 1882, entitled municipal corporations, and the report of the committee on municipal and private cor porations recommending several amendments, and the passage of the bill as so amended was next taken up and read in full. Upon motion of Mr. Mills the amendments contained in the report were adopted.

Upon further motion of Mr. Mills the bill was considered as engrossed and read a third time by title.

Mr. Mills now moved that House Bill No. 28 as amended be passed, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mills, Santistevan, Valdez and Vigil-8.

Nays, Messrs. Perea, Richardson, Stover and Mr. President

Therefore House Bill No. 28 as amended was duly passed. Council Bill No. 49-entitled An Act to regulate the price for publishing tax sales and other legal notices, and the report of the committee on the judiciary recommending the passage of the bill next taken up and the bill read in full for information.

Upon motion of Mr. Mills the report was adopted.

Upon further motion of Mr. Mills the bill was read a third time by title.

Mr. Mills now moved that House Bill No. 49 do pass, and the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Catron, Contreras, Jaramillo, Mille, Richardson, Santistevan, Stover, Valdez, Vigil and Mr. President-11.

Nays, Mr. Perea—1.

Therefore Council Bill No. 49 was duly passed.

House Bill No. 4-entitled An Act relating to criminal cases, and the report of the committee on the judiciary, recom mending several amendments and the passage of the bill as SO amended, taken up and read in full for information.

Upon motion of Mr. Ancheta the Council adjourned until 2 p. m., pending the drafting of an amendment to House Bill No. 4 by Mr. Richardson.

Therefore House Bill No. 4 was rejected.

Upon motion of Mr. Perea the vote by which House Bill No. 4 was lost was reconsidered and the same laid on the table indefinitely.

By unanimous consent, Mr. Richardson introduced the following bills:

Council Bill No. 95-entitled An Act relating to practice in the district court; the bill was read a first time by title and under suspension of the rules read a second time, ordered translated and printed and referred to the committee on the judiciary; also

Council Bill No. 96-entitled An Act relating to judgment liens; the bill was read a first time by title, and under suspension of the rules, read a second time and referred to the committee on the judiciary.

Council Bill No. 53-entitled An Act to provide for the prompt payment of wages to laborers every month, and the report of the committee on territorial affairs, recommending the passage of the bill was next taken up, and bill read in full for information.

After several ainendments to the bill being adopted, Mr. Perea moved that the bill be considered as engrossed and read a third time by title, which motion was carried and the bill was read a third time.

Mr. Ancheta now moved that Council Bill No. 53, pass as amended.

And the ayes and nays were ordered with the following result:

Ayes, Messrs. Ancheta, Contreras, Perea, Santistevan, Stover, Vigil and Mr. President-7.

Nays, Messrs. Catron, Jaramillo, Mills, Richardson and Valdez-5.

Therefore Councill Bill No. 53 as amended was passed.

House Bill No. 36-entitled An Act for the benefit of the Sisters of Mercy, and the report of the committee on finance, recommending that the bill be not passed, but that the appropiation for Hospital purposes at Silver City be equally divided

between the two hospitals at Silver City, was next taken up and read in full for information.

Upon motion of Mr. Perea the report of the committee was adopted and upon further motion of Mr. Perea, House Bill No. 36 was laid on the table indefinitely.

Council Bill No. 12-entitled An Act establishing common schools in the Territory of New Mexico and creating the office of superintendent of public instruction; and the report of the committee on education, recommending that the bill be not passed but that a substitute presented by the committee do pass

Upon motion of Mr. Perea the report was adopted and the substitute for Council Bill No. 12 read a first time by title, and under the suspension of the rules read a second time.

Upon motion of Mr. Perea the Council then resolved itself into a committee of the whole with the President in the chair, to consider the substitute for Council Bill No. 12, section by by section.

Upon the committee of the whole arising, the President as chairman of the said committee, reported that they had had under consideration, the substitute for Council Bill No. 12, and that they had come to no resolution thereon.

Upon motion of Mr. Catron the substitute for Council Bill No. 12 was ordered printed, and when returned to be taken up and considered at the point, where left off

Upon motion of Mr. Catron the chaplain's (Rev. G. G. Smith) leave of absence was extended until February 15th 1891.

The Council then adjourned until 10 a. m. January 28th, 1891, upon motion of Mr. Catron.

Council Bill No. 81--entitled An Act providing funds and making appropriations for the 42d and 43d fiscal years and for other purposes, which was made a special order for to-day, was taken up and upon motion of Mr. Perea the Council resolved itself into a committee of the whole, with the President in the chair, to consider the same.

Upon the committee of the whole arising, the President as chairman of said committee, reported that they had had under consideration Council Bill No. 81 and had come to no resolu tion thereon.

Upon motion of Mr. Perea the Council then adjourned until 2 p. m.
