Nevertheless, the experience of government dispensaries in South Carolina, Sweden, and elsewhere is winning many supporters to the dispensary system, and even many Prohibitionists are coming to believe that such a system may be made a step toward national prohibition. The People's Party in Massachusetts and several other States has adopted the Nationalist plan, usually stating it in the following language, which was inserted as a plank in the Massachusetts platform of that party, August 24, 1891 :

"We believe that the solution of the liquor problem lies in abolishing the element of profit, which is a source of constant temptation and evil; and we therefore demand that the exclusive importation, manufacture, and sale of all spirituous liquors shall be conducted by the Government or State at cost, through agencies and salaried officials, in such towns and cities as shall apply for such agencies."

This, it is claimed, has the advantage of local option; in that any town or city that votes no license need not apply for a Government agency, while that any town that desires liquor sold could have it; but only strictest regulations. Replying to many inquiries, we wish to say that the VERMONT JUSTICE AND PUBLIC OFFICER, advertised by us, is now in preparation, and, barring accidents, will be completed early in 1903. It will be an octavo volume of probably not less than 600 pages, bound in law sheep; price, $5.00. It will briefly describe the duties of all the important town and county officers in Vermont, and will contain a large number of forms appropriate for that purpose, including all of present value comprised in the earlier form books of Judges Aikens and Bennett, revised and adapted to existing statutes, with numerous additions. We shall be glad of any suggestion to add to its value as a reference book. It is being prepared by a competent Lawyer, who has peculiar facilities for the work in hand.
