SIR: I have the honor to transmit herewith a list of the members of the senate of the state of Wisconsin as appears from the certificates of the county clerks of the several counties comprising the senatorial districts named in said list.

I, William H. Froehlich, secretary of state of the state of Wisconsin, do hereby certify that the foregoing is a true and correct list of the members of the Senate of the state of Wisconsin elected at the general election held on the eighth day of November, A. D. 1898, as appears from the certificates of the county clerks of the several counties comprising the senatorial districts in the foregoing list, which certificates are now on file in this office. The roll of senators being called, the following senators appeared at the bar of the senate and subscribed to the oath of office, which was administered by the president:

The president directed the chief clerk to call the roll, all being present.

ELECTION OF CHIEF CLERK.

Senator Woodworth presented the name of Walter L. Houser. The roll was called and the following senators voted for Wal

ter L. Houser:

Senators Anson, Baxter, Bissell, Dennett, Devos, Eaton, Fearne, Green, Harris, Hatton, Jacobs, Jones, Knudson, Kreutzer, Lamoreux, Mailer, Martin, McGillivray, Mills, Munson, Reynolds, Riordan, Roehr, Stebbins, Stout, Thayer, Weed, Welton, Whelan, Whitehead, Whitman and Woodworth-32.

Absent and not voting-Senator Withee-1.

Walter L. Houser having received a majority of all the votes cast, was declared chief clerk, and appeared at the bar of the senate and took the oath of office, which was administered by the president.

ELECTION OF SERGEANT-AT-ARMS.

Senator Devos presented the name of Charles A. Pettibone. The roll was called and the following senators voted for Charles A. Pettibone:

ELECTION OF PRESIDENT PRO TEMPORE.

Senator Baxter presented the name of Lyman W. Thayer. The roll was called and the following senators voted for Lyman W. Thayer:

Senators Anson, Baxter, Bissell, Dennett, Devos, Eaton, Fearne, Green, Harris, Hatton, Jacobs, Jones, Knudson, Kreutzer, Lamoreux, Mailer, Martin, McGillivray, Mills, Munson, Reynolds, Riordan, Roehr, Stebbins, Stout, Weed, Welton, Whelan, Whitehead, Whitman, Withee and Woodworth-32. Senator Thayer voted for Charles H. Baxter.

Senators Baxter and Weed were appointed a committee to escort the president pro tem. to the chair, on arriving at which he made the following remarks:

Senators: To those of you who occupied seats during the last session of the senate I desire to acknowledge my grateful appreciation and my thanks for the generous endorsement you have accorded me. Having served you in this honorable position your action today is to me the welcome announcement of having at least discharged the duties to the satisfaction of my former colleagues. To the new senators whose appearance at the bar of this house marks the beginning of their official services to our commonwealth and to their constituents, I extend the hand of cordial greeting,

and assure you of my earnest desire to merit your confidence and demonstrate my full appreciation of the distinguished honor conferred upon me. We, as legislators, are met today for the purpose of organizing a body in whose keeping the interests of a great state are to be confided. After fifty years a member of the union, we behold the setting sun of the century reflecting its rays of light upon a people whose patriotic devotion and loyalty have elevated them to the highest ranks of the nation's defenders. We behold people whose knowledge of the fundamental principles of successful government is such as to enable them to establish the highest standard of public service, and by that standard will they measure the value of the services of those in whose keeping the interests of the commonwealth are placed. Then let us, as we enter upon the discharge of our legislative duties, exert such efforts as will tend to give to the people of Wisconsin wise, conservative and judicious legislation. Thus shall we have faithfully administered the trust and confidence of our constituents. Senators, I have the fullest confidence in the conservative wisdom of this body and deem it necessary only that I should ask that the kindly indulgence of the senate be extended to the president pro tem. Again Senators I thank you sincerely for the distinguished honor conferred upon me.
