This being the day fixed by the Constitution for the meeting of the General Assembly, and the hour of two o'clock P. M. having arrived, the Senate was called to order by the Hon. W. W. Hamilton, of Dubuque, on whose motion the Hon. W. F. Coolbaugh was appointed President pro tem. The roll being called by P. B.
