RULE 16.

A joint committee on the Library, consisting of two Senators and three Representatives, shall, on nomination of the presiding officers of their respective Houses, be appointed by each House respectively.

RULE 17.

A joint committee of five Senators and seven Representatives shall be appointed by the presiding officers of the two Houses, respectively, to be designated the Committee on the Reform School; whose duty it shall be to visit such School and report the condition thereof to the General Assembly, each session, and to take into consideration all matters relating to said School which may be referred to them.

Mr. Guild offered the following joint resolution: Resolved by the Senate and House of Representatives, That a joint committee consisting of one Senator and three Representatives from each county in each Congressional District, be appointed upon nomination of the President of the Senate and Speaker of the House of Representatives, respectively, to canvass the votes given in the several Congressional Districts, and declare those persons having a majority of all the votes cast in said districts, respectively, to be elected representatives to represent this State in the Congress of the United States;

Which was read and adopted on the part of the House.

Mr. Davis of St. Albans offered the following resolutions :

Resolved, That the Committee on Claims be instructed to make inquiry relative to the expenses incurred by the town of St. Albans and other parties, in investigating the circumstances of the murder of Miss Marietta Ball, at St. Albans, in July last, and in endeavoring to detect and apprehend the murderer, and to report a bill providing for the payment to the proper parties of such sums of money as the committee, after investigation, shall deem just and right;

Resolved, That said committee be instructed also to make similar inquiry relative to the murder at St. Albans, in July last, of Joseph Menard, and to report a bill providing for the payment to the proper persons of such sums of money as they shall deem just and right;

Which were read and adopted.
