Mr. Fitts of Wardsboro offered the following resolution: Resolved, That the Committee on Education be requested to inquire into the necessity of altering or amending the present school laws, so that the burden of taxation for support of schools may be more equal and just between the large and village districts and the small and back districts, in towns, and report by bill or otherwise;

Which was read and adopted.

A message from the Senate, by Mr. Baldwin, their Secretary, as follows:

MR. SPEAKER: I am directed to inform the House that the Senate have adopted on their part a joint resolution providing for a Committee of Inquiry after an unpublished report;

In the adoption of which the concurrence of the House is requested.

The Senate have considered a joint resolution from the House relating to the reciprocity treaty;

And have adopted the same in concurrence.

The Senate have, on their part, appointed the following joint committees:

Mr. Pierce of Northfield, presented the petition of Carlos D. Williams and eighty-one others, residents in the village of Northfield, praying for an amendment to the charter of said village;

Mr. Bailey of Fairhaven offered the following resolution: Resolved, That a special committee be appointed, consisting of one member from each county, to inquire into the expediency or advisability of a modification of the laws now in force, in relation to town paupers, and report by bill or otherwise;

Mr. Danforth introduced a bill entitled

H. 72. An act in amendment of "An act to protect fish in Silver Lake, so called, in the town of Barnard ";

Which was read the first and second times, and referred to the General Committee.

Mr. Davis of Reading offered the following resolution: Resolved, That at half past two o'clock on the afternoon of Tuesday, October 20th instant, the House of Representatives will proceed to the election of a Senator of the United States for the State of Vermont, for the full term of six years from and including the fourth day of March, A. D. 1875; and that each member as his name is called, name viva voce the person he would elect as such Senator, as required by the act of Congress entitled, " An act regulating the times and manner of holding elections for Senators in Congress," approved July 25, 1866.

Which was read and adopted.

Mr. Davis of Reading, offered the following joint reso lution:

Resolved by the Senate and House of Representatives, That the two Houses meet in Joint Assembly at twelve o'clock, meridian, on Wednesday, October 21st instant, for the purpose of completing the election of a Senator of the United States for the State of Vermont, for the full term of six years from and including the fourth day of March A. D. 1875, as required by the act of Congress entitled "An act regulating the times and manner of holding elections for Senators in Congress," approved July 25, 1866;

Which was read and adopted on the part of the House.

Mr. Hyde introduced a bill entitled

H. 73. An act in relation to the service of extents against delinquent collectors;

Which was read the first and second times, and referred to the Committee on the Judiciary.

Mr. Kelton offered the following resolution:

Resolved, That so much of the Governor's Message as relates to jails and workhouses be referred to a select committee, consisting of seven members of this House, to be appointed by the Chair;

Which was read and adopted.

On motion of Mr. Bulkley, the House adjourned.

AFTERNOON.

Mr. Blodgett, from the committee consisting of the members from Caledonia county, to whom was referred House bill entitled

H. 11. An act laying a tax on the county of Caledonia; Reported in favor of its passage, when amended in section one, line one, by striking out the word "three" and inserting in lieu thereof the word two.

The House agreeing so to amend, the bill as amended was read the third time and passed.

A message from the Senate, by Mr. Brownell, their Assistant Secretary, as follows:

MR. SPEAKER: I am directed to inform the House that the Senate have, on their part, adopted a joint resolution relating to the appointment of a committee to canvass votes for members of Congress;

In the adoption of which the concurrence of the House is requested.

The Senate have considered joint resolution from the House providing for the appointment of a joint committee to canvass votes for members of Congress;

And have adopted the same in concurrence.

Joint resolution from the Senate as follows:

WH HEREAS, at the biennial session of the General Assembly in 1872, a joint committee was appointed to inves; tigate certain charges of legislative corruption and railroad mismanagement, which committee was authorized by joint resolution to continue its investigation after adjournment and report to the Governor by the first of July, 1873, and,

WHEREAS, said committee employed a short hand reporter and took a large amount of testimony; and,

WHEREAS, said report has never been made, notwithstanding a year and four months have elapsed since the commencement of the investigation; therefore

Resolved by the Senate and House of Representatives, That a committee, consisting of two Senators and three Representatives, be appointed by the presiding officers of each House, respectively, with power to send for persons and papers, to inquire into the cause of the delay in publishing said report;

Was read and adopted in concurrence.

Mr. Davis of St. Albans, from the Committee on the Judiciary, to whom was referred House bill entitled

H. 17. An act to amend section thirty-three of chapter thirty-one of the General Statutes;

Reported in favor of its passage, when amended in section one, line eight, by inserting, after the word "merchandise," the words sold or delivered; also by striking out all of section two.
