Mr. Theophilus moved that the report be adopted, and that the joint rules of the Twenty-seventh General Assembly be adopted as the joint rules of this General Assembly.

Carried.

Substitute for House file No. 112, a bill for an act to amend section 2507, title 12, chapter 11 of the code, relating to inspection of petroleum products, and providing for payment of inspectors, with report of committee recommending that the substitute do pass, was taken up, the substitute was read and on motion of Mr. Jones, the report of the committee was adopted.

SUBSTITUTE FOR HOUSE FILE NO. 112.

A bill for an act to amend section two thousand five hundred and sevea (2507), title twelve (12), chapter eleven (11), of the code, relating to inspection of petroleum products, and providing for payment of inspectors.

Be it Enacted by the General Assembly of the State of Iowa:

Section 1. That section two thousand, five hundred and seven (2507) be, and the same is hereby amended, by adding thereto the following words, "and upon the approval of said statement by the governor, the auditor of state is authorized to issue a warrant upon the state treasurer for the amount of such excess."

Sec. 2. This act being deemed of immediate importance, shall take effect from and after its publication in the Iowa State Register and Des Moines Leader, newspapers published at Des Moines, Iowa.

Mr. Jones moved that the rule be suspended, and that the substitute be considered engrossed and read a third time now, which motion prevailed, and the substitute was read a third time.

House file No. 30, a bill for an act to amend section 852 of the code, and authorizing an increase of the tax levy for park purposes, with report of committee recommending amendment and passage, was taken up, considered, and on motion of Mr. Carr the report of the committee adopted.

Mr. Carr moved that the following amendment, recommended by the committee be adopted:

Strike out all of section one (1) after the word "mills," in the fourth line, and insert the following in lieu thereof:

That section eight hundred and fifty two (852) be further amended by adding thereto the following words: "The said board is further authorized, in its discretion, to certify to the county auditor in the years 1900, 1901, 1902, and 1903, and cause to be collected, an additional tax for park purposes of ore mill on the dollar on all taxable property of the city, in the manner provided by this section as hereby amended, but the power to levy such additional one mill tax shall cease at the end of the four years above specified.

Carried.

House file No. 23, a bill for an act for the inspection of stallions kept for service, with report of committee recommending it be indefinitely postponed, was taken up, considered, and the report of the committee was adopted.

On motion of Mr. Black the report of the committee was adopted.

So the bill was indefinitely postponed.

On request of Mr. McGinn, Senate substitute for House file No. 6, a bill for an act to amend sections 851 and 852 of the code, also sections 850 and 859 of the code, as amended by chapter 25 of the acts of the Twenty-seventh General Assembly, relating to park commissioners was take up and read first and second times.

Mr. McGinn moved that the House concur in the Senate substitute for House file No. 6.
