PREFACE TO SECOND EDITION.

THIS little Manual is an attempt to exhibit, in a plain and connected form, the practice of a Parliamentary Election. Although brevity has been studied, the text embodies many enactments which in larger works are banished to the Appendix. The present plan was adopted mainly with a view to the convenience of persons unfamiliar with the language of the Statute Book; but to professional readers, the copious references in the foot notes will afford ready means of verifying the text. Recent legislation and decisions have rendered necessary considerable modifications in this edition, which, it is hoped, will be found, in all respects, more complete than its predecessor.
