Mr. Trowbridge presented the petition of Lewis Greaves, of Oakland county, praying that a law may be passed divorcing him from his wife Cynthia; which petition was read, whereupon,

Mr. Trowbridge moved that said petition be referred to a select committee of three members. Said motion was agreed to, and, Messrs. Trowbridge, Irwin and Noble were appointed said committee.

Mr. M'Donell asked, and, on motion, had leave to bring in a "bill to raise a sum of money by Lottery, for the purpose of establishing a free communication by land between the city of Detroit and the village of Monroe, and to amend an act entitled "an act to prevent Private Lotteries;"

And Messrs. M'Donell, Stockton and Drake, were appointed a committee to prepare said bill.

Mr. Brown submitted the following resolution, which was read and laid on the table:

Resolved, That the Governor of the Territory be requested to furnish the Council, as soon as practicable, such information as may be interesting to the public, relative to the operation of the act entitled " an act for the relief of Thomas Palmier and David C. M'Kinstry, passed at the last session of the Council; and also to inform the Council of the probable amount of script, if any, and the interest thereon, for which the Territory is made responsible by said act; and the quantity of lands, and their probable value, which are at the disposal of the Governor and Judges of the Territory for the redemption of said script.

Mr. Stockton submitted the following resolution, which was read and laid on the table:

Resolved, That a committee of five members be appointed to draft a memorial to Congress, embracing the following subjects, viz: The unsettled question relative to the Southern boundary of the Territory;

The improvement of the navigation at the mouth of the Clinton River of Lake St. Clair, and at the outlet of the River St. Clair, at what is generally termed the Flats.

Mr. Rumsey submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on the Militia be instructed to inquire into the expediency of repealing so much of the "act to amend an act, entitled an act to organise the Militia," as requires persons to take notice, at their peril, of the days fixed by statute for the muster of said militia, and to provide for the warning of each person subject to military duty, of the time and place of meeting; and to report by bill or otherwise.

Mr. Irwin submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of petitioning Congress for the appropriation of a sum of money, for the construction of a floating light on the shoals opposite Point Wabishas, in the straits of Michilimackinac; and for the improvement of the harbor of Mackinaw. Mr. M'Donell submitted the following resolutions, which were read and laid on the table:

Resuired, That the committee on the Judiciary be instructed to inqu re into the expediency of petitioning Congress for an additional Judge, to be appointed for the Territory of Michigan, who shall have exclusive jurisdiction of all matters, civil and criminal, which are cognisable by a District Court of the United States.

Resolved, That the same committee be instructed to inquire into the expediency of petitioning Congress, that the present Judges of the Supreme Court for the Territory of Michigan be allowed thesame pay and compensation for their services, as is paid to the United States' Judges appointed for the Territory of Florida.

Resolved, That the same committee be instructed to inquire into the expediency of abolishing the several County Courts in this Territory, and of limiting by law the term for which the several courts of record shall be held; and also, to provide for the payment of Grand and Petit Jurors.

Mr. Schoolcraft submitted the following resolutions, which were read and laid on the table:

Resolved, That so much of the Governor's Message as relates to "inexpedient and conflicting provisions" in our present system of laws, be referred to the committee on the Judiciary.

Resolved, That so much of said message as relates to the initia tory steps for a change from Territorial to State government, by taking a new census, be referred to the committico on Territorial Affairs.

The resolution relative to amending the act entitled "an act to improve the navigation of the Huron River of Lake Erie," submitted yesterday by Mr. M'Donell, was taken up and adopted.

The following resolution, submitted yesterday by Mr. Schoolcraft, was taken up and adopted, viz:

Resolved, That there be added to the number of standing committees, a committee of two members, to be called the committee on the Library:

The resolution relative to "claims due, agreeably to an act of appropriation of the last session of the Legislative Council," submitted yesterday by Mr. Trowbridge, was taken up and adopted. The resolution relative to "the law regulating Common Schools," submitted yesterday by Mr. Drake, was taken up and adopted. On motion of Mr. M'Donell, the Council then adjourned.

FRIDAY, Sept. 11, 1829.

Prayer by the Rev. Mr. Wells.

The President laid before the Council two of Risdon's Maps of the Territory of Michigan, which had been presented to the Council by the author for the use of the members; and said maps were ordered to be deposited in the Library of the Council.

Mr. Irwin presented the petition of James O. Lewis, praying that an appropriation be made for the purchase of a full length painting of Gen. Washington, to adorn the Council Chamber. Read and referred to the committee on Territorial Affairs.

Mr. Connor presented the claim of Abm. C. Caniff for certain services as Deputy Sheriff for the county of Wayne. Read and referred to the committee on Claims.

Mr. Rumsey, from the committee on Territorial Affairs, to whom a petition relative to the subject had been referred, reported,

"A bill to set off and organise the township of Saline, in the county of Washtenaw;" which was read the first time and laid on the table.

Mr. M'Donell, from the committee on Territorial Affairs, to whom a petition relative to the subject had been referred, reported, "A bill to annex a certain tract of country therein named, to the county of Wayne," which was read the first time and laid on the table.

Mr. Drake submitted the following resolution, which was read and laid on the table:

Resolved, That a committee of three persons be appointed, by the President, to inquire into the nature of the authority now vested in the courts of record of this Territory to punish for " contempt of Court," and the expediency of defining, by law, the authority of Courts in cases of contempt, with leave to report by bill or other

wise.

Mr. Stockton submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of providing for the more speedy and certain distribution of the Laws of the Territory.

The resolution relative to a statement from the Territorial Trea surer, submitted by Mr. Lawrence on the 8th inst. was taken up and adopted as follows:

Resolved, That the Treasurer of the Territory be directed to furnish the Council with a statement of the receipts and expendi tures of the Territorial Treasury during the last year; the amount now due, and the cash on hand-and also, the amount of the levies for the year 1829.

Mr. Connor submitted the following resolution, which was read and laid on the table:

Resolved, That a committee of three members be appointed,

whose duty it shall be to contract for and superintend such printing as may be required during the present session of the Council, and report such contracts as they may make to the Council.

Mr. Trowbridge submitted the following resolution, which was read and laid on the table:

Resolved, That the committee on Claims inquire into the expediency of providing for the payment of claims, arising from the surveying and marking certain Territorial Roads, laid out agreeably to an act of the last session of the Legislative Council.

Mr. Irwin submitted the following resolution, which was read the first time and laid on the table:

Resolved by the Legislative Council of the Territory of Michigan, That the Secretary of the Territory be required to furnish the Council with thirty copies of the laws of the Territory, now in force; and also, thirty copies of the Journals of each of the sessions of the Legislative Council, to be deposited in the Library.

The resolutions submitted yesterday by Mr. Schoolcraft, relative to a reference of certain parts of the Governor's Message, were taken up and adopted.

Mr. M'Donell submitted the following resolution, which was read and laid on the table :

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of petitioning Congress for a quantity of land, equal to a township, for the purpose of building and establishing a hospital in this Territory for the benefit of superannuated and discharged soldiers and seamen from the service of the United States on the northwestern frontier, and for the benefit of emigrants, foreigners, and others, who fall sick and are in indigent circumstances.

Mr. Drake moved, that the resolution submitted by him this day, relative to the powers of Courts to punish for contempts, be now taken up and adopted. The motion was agreed to, and,

Messrs. Drake, Brown and Noble were appointed the committee contemplated by said resolution.

On motion of Mr. Drake, the Council then adjourned until Monday next.

The President laid before the Council a statement of the Treasurer of the Territory, made in conformity with a resolution of the Council, adopted on the 11th inst. Said statement was read and laid on the table.

Mr. Irwin presented the petition of R. P. Guyard, and others, inhabitants of Mineral Point, praying that a new county may be laid off in the country adjacent, and that the county seat thereof

may be established at Mineral Point. Read and referred to the committee on Territorial Affairs.

Mr. M'Donell, from the committee appointed to prepare

Mr. M'Donell, from the committee on Territorial Affairs, reported,

Mr. Lawrence submitted the following resolution, which was read and laid on the table:

Resolved, That the Treasurer of the Territory be requested to furnish the Council with a list of the claims outstanding, against the Territory.

Mr. Schoolcraft submitted the following resolution, which was read and laid on the table:

Resolved, That the Librarian of the Legislative Council be authorised, under the direction of the committee on the Library, from time to time, to cause such books and pamphlets to be bound, as may require it; due regard being had to utility and economy in the expenditure.

Mr. M'Donell, from the committee appointed to prepare

Resolved, That the committee on the Judiciary inquire into the expediency of amending the Probate laws of the Territory, so as to empower guardians to sell real estate.

The resolution relative to Laws and Journals to be deposited in the Library, submitted by Mr. Irwin on the 11th inst. was takea up and read the second time, and considered in committee of the whole.
