NO. 14. A resolution relating to the transportation of the mail from Madison to Milwaukee. Resolved by the Council and House of Representatives, That the post master of this place be, and he is hereby authorized to continue the contract made with the mail contractor or [on] route No. 2904, for carrying the mail from Madison to Milwaukee and back once a week extra, until the close of the next session of the Legislative Assembly. Approved, December 22, 1838. NO. 15. Resolution to authorize E. Childs, chairman of the committee of arrangements to procure such articles as may be necessary for the next session of the Legislative Assembly. Resolved by the Council and House of Representatives of the Territory of Wisconsin, That E. Childs, chairman of the committee on arrangements of the House of Representatives, be instructed to procure, during the vacation, such articles as may be necessary for the accommodation of the Legislature during the next session. Approved, December 22, 1838. NO. 16. Afresolution to suspend the 14th and 15th of the joint rules of the two Houses. Resolved by the Council and House of Representatives of the Territory of Wisconsin, That the fourteenth and fifteenth of the joint rules of the two Houses be suspended, in order that bills, resolutions and memorials may be sent from one House to the other for concurrence on the last day of the session, and likewise that bills, resolutions and memorials may be sent on the last day of the session to the Governor for his signature. Joint Resolution concerning the joint rules and the regulations of the Library. Resolved by the Council and House of Representatives, That the joint rules and orders of the two Houses, and the rules and regulations of the Library of the last session be adopted during the present session. Resolved by the Council and House of Representatives, That whenever any bill, joint resolution or memorial, shall be printed in either House, that thirty copies of the same be ordered for the use of the Council and sixty for the use of the House. Resolved by the Council and House of Representatives of the Territory of Wisconsin, That Josiah A. Noonan be employed to execute all the incidental printing of the Legislative Assembly, during its present session. LUCIUS I. Strong Esq. for the use of the Legislative Assembly. Whereas, Moses M. Strong, fiscal agent of the Legislative Assembly of Wisconsin Territory, did on the 26th day of December, A. D. 1838, borrow of Messrs. Collier and Pettis of St. Louis, Missouri, fifteen thousand dollars, and in consideration of said loan, promised the said Collier and Pettis, to pay them the said sum of fifteen thousand dollars, in ninety days from the date of said contract with interest at the rate of seven per cent per annum, for which payment the said fiscal agent pledged the faith of this Territory; and whereas a large portion of the money received by the said fiscal agent from the said Collier and Pettis, was of a kind not authorised by the resolution of the Legislative Assembly. Be it Resolved by the Council and House of Representatives, That the Legislative Assembly, approve of said loan, and hereby ratify and agree to the contract made on the 26th December, 1838, by Moses M. Strong fiscal agent of the Legislative Assembly, with Messrs. Collier and Pettis. Approved January 25, 1839. NO. 5. Resolution authorizing the Secretary of the Territory to borrow money. Resolved by the Council and House of Representatives of Wisconsin Territory, That William B. Slaughter, Secretary of the Territory, be authorized to borrow, at an interest not exceeding seven per cent, the sum of twenty thousand dollars current money, for the purpose of defraying the expenses of the Legislative Assembly, and that the money appropriated by Congress to defray said expenses, and the faith of the Territory are hereby pledged for the payment of the same, provided, that the said Secretary before executing the duties required by this resolution, shall give bond to the Territory in the sum of thirty thousand dollars with two or more sureties to be approved by the Governor, conditioned for the faithful application of all funds which may come to his hands in the payment of such appropriations as may be made by law; and further that Moses M. Strong is hereby directed to pay over to said William B. Slaughter the balance of the monies belonging to the Territory, now in his hands. Approved February 8, 1839. NO. 6. A resolution relative to seals. Resolved, by the Council and House of Representatives of the Territory of Wisconsin, That the great seal of the Territory, the seal of the Supreme Court, and the seals for the several district courts and for the boards of county commissioners of the several counties, which have been procured by the Secretary of the Territory be adopted and received, and be distributed to the several officers to whose office they respectively belong. Approved March 11, 1839. NO. 7. Joint resolution relative to the Revised Statutes. Resolved by the Council and House of Representatives of the Territory of Wisconsin, That the Secretary of the Territory be and he is hereby required to procure and forward to each member of the present Legislative Assembly a complete copy of the revised and local laws, as passed at this session, as soon as the same can be obtained after being published and bound. Whereas a resolution was adopted by the Legislative Assembly of Wisconsin, at its June session in Burlington, authorizing Jesse B. Webber of that city, to sell at public auction all the desks, tables, chairs and all other property belonging to the Territory of Wisconsin, the avails of which were to be deposited to the credit of the Territory: And whereas the avails of said sale, if such sale was made, have not yet been deposited as required by the above recited resolution: Therefore : Resolved by the Council and House of Representatives, That William T. Sterling, be authorized to ascertain by written communication if the sale of the property has been effected, and if so, to require of Jesse B. Webber to pay over such sum of money as may be due the Territory arising from such sale, and to take all such legal steps in manner aforesaid, in the primises as may be necessary to affect the collection of the money. If no sale has been made, then the said William T. Sterling is hereby authorized to designate some suitable person in the city of Burlington, to make sale at public auction of all the articles belonging to the Territory, which may there be found, and to deposite the avails thereof, forthwith to the credit of the Territory, with the Territorial Treasurer.
