To A. W. Wright, for preparing five copies of the report of the committee on public buildings, and the accompanying documents to be published in each of the newspapers of the Territory, twenty five dollars, and the said Wright is hereby required to furnish said copies.

To Leander Judson, as enrolling clerk, ten days services at four dollars per day, forty dollars.

To David Brigham, for forty-five days services as clerk for the revision committee, one hundred and eighty dollars.

To Edward V. Whiton, Barlow Shackelford and Augustus Story, for extra services on the revision committee, one hundred and fifty dollars each.

To William T. Sterling, for amount of subscription to law library for the year 1938 and 1839, and for fuel, stationary, &c. furnished for the Wisconsin library room, forty dollars and eightý

cents.

To James Connor, for fifty days services as door-keeper to the council, two hundred dollars.

To James Irwin, for fifty days services as assistant-door keeper, two hundred dollars.

To Frederick Holman, for fifty days services as messenger to the council, two hundred dollars.

To George C. S. Vail, for fifty days services as transcribing clerk of the council, two hundred dollars.

To H. J. Handy, for fifty days services as transcribing clerk of the council, two hundred dollars.

To T. Charles Morgan, for fifty days services as transcribing clerk of the council, two hundred dollars.

To R. L. Ream, for three days services, engrossing bills for the Council, twelve dollars.

To Robert Hotchkiss, for twelve days services engrossing bills for the Council, forty-eight dollars.

To George Beatty and John Catlin, two hundred dollars each for transcribing and preparing for publication the journals of the Council and House of Representatives of the present session.

To Morgan L. Martin, Marshal M. Strong and James Collins, the sum of one hundred and fifty dollars each for services on the committee appointed to revise and arrange the laws.

Approved March 11th, 1839.

Joint resolution relating to the printing of the local laws of the Legislative Assembly.

Resolved, by the Council and House of Representatives of the Territory of Wisconsin, That Daniel H. Richards, of Milwaukee be and hereby is appointed to print one thousand copies of the local laws passed at the former and present session of this Legislature, and that he be required to furnish the same to the Secretary of the Territory on or before the fourth day of July next, double stitched and covered, at the usual price; and for the faithful performance of the work he shall give security in the sum of four thousand dollars, to the Governor for the use of the Territory.

Resolved, further, That John Catlin be and hereby is appointed to prepare the laws of a local character for publication, to arrange them in proper order according to date of approval, and to furnish them to the printer employed to print them within thirty days from the passage of this resolution, and that the said Catlin be also authorised to prepare the Journals of the House of Representatives for publication, for which services he shall be allowed such reasonable compensation, as the Legislative Assembly shall hereafter deem proper.

Resolved, That George Beatty, secretary of the Council, be authorised to prepare the Journal of the Council for publication, for which service he shall be paid such compensation as may be here after allowed by the Legislative Assembly.

RESOLUTIONS PASSED AT THE FIRST SESSION, SECOND LEGISLATIVE ASSEMBLY, WISCONSIN TERRITORY.

1838.

NO. 1.

A resolution to provide for a revision of the laws.

Resolved by the Council and House of Representatives, That a joint committee shall be selected, to consist of three members from each of the two branches of the Legislative Assembly, whose duty it shall be to select and arrange the laws of the Territory of a general nature now in force, and report the same without unnecessary delay, together with such amendments as the said committee may think proper to propose for the consideration of the Legislature. Said committee shall proceed immediately to make such a division of the labor as may be deemed expedient; and the portion allowed to each branch of the committee shall be digested, arranged and reported by them to the House of which they may be

members.

NO. 2.

A resolution appointing committees to investigate the state and condition of the several Banks in this Territory.

Resolved by the Council and House of Representatives of the Territory of Wisconsin, That two committees consisting each of one member of the Council and two members of the House of Representatives be appointed, one committee to investigate the affairs of the Bank of Wisconsin, and one to investigate the affairs of the Banks of Mineral Point and Milwaukee; that said committees be required to visit said banks in person, examine their books, count the gold and silver, bills of other banks, notes payable and deposites on hand, and to enquire by oath or affirmation of their several officers, or any other persons, into such facts as may enable the said committees to make a full, fair and explicit report of their condition to the Legislative Assembly at the present session; stating the amount of capital actually paid in, the amount of deposits and profits on hand, the amount of bills in circulation and the amount of debts due, the amount of specie on hand, the amount of stock in other banks, and the amount of real estate and other property not herein specified, together with such other facts as may tend to show whether said banks have complied with the requisitions of their several charters, and that said committees have power to send for persons and papers and to issue subpoenas and attachments to compel the attendance of witnesses, to testify on the subjects submitted to them by this resolution.

NO. 3.

Resolution to appoint a committee to investigate the affairs of the building of the Capitol at Madison.

Resolved by the Council and House of Representatives of the Territory of Wisconsin, That there be appointed a joint committee, to consist of three persons from each branch of the Legislative Assembly, to investigate the affairs of the commissioners

for the building of the Capital at this place, and that said committee be empowered to send for persons and papers relating to the affairs of said Capitol, and that the said committee be empowered to administer oaths, and report to the Legislative Assembly the manner in which the public building at this place has been conducted, and, the manner in which the money appropriated by Congress has been paid out.

NO. 4.

Resolutions relative to the transportation of the mail from Madison to Milwaukee.

Resolved by the Council and House of Representatives of Wisconsin Territory, That the Post Master at this place be authorised and requested to employ the contractor on the mail route between Madison and Milwaukee to carry the mail once a week and back extra, between the aforesaid places, during the present session of the Legislative Assembly; the compensation for this service not to exceed twenty dollars per week.

Resolved, further, If the Council concur, that the Legislative Assembly of this Territory do hereby undertake to secure the said Post Master from loss in so doing; and that if the Post Master General shall refuse to allow a reasonable compensation for performing this service, that the same be paid out of any money appropriated by Congress to defray the expenses of the Legislature of Wisconsin.

Resolved, further, That the chief clerk of the House of Representatives be requested to forward to the Post Master General a copy of these Resolutions.
