Blount from the Judiciary committee to whom said bills had been referred, reported favourably on the following bills, which reports were concurred in by the House, to wit: A bill entitled, "an act to authorize the executors of Thomas W. Seabrook to sell his estate, both real and personal," which was read and ordered for a second reading on to-morrow. A bill entitled, "an act to authorize the guardian of the minor heirs of Thomas Wright deceased, to sell their real estate within this Territory," which was read a second time and ordered for a third reading on to-morrow. A bill entitled, "an act to alter and change the terms of the superior courts for the Middle District of Florida," which was read the second time and ordered for a third reading on to-morrow. A bill entitled, 66 an act to authorize Sion Smith to dispose of certain real estate," which was read the second time and ordered for a third reading on to-morrow. And a bill entitled, "an act to amend au act to incorporate a company called the St. Andrews and Chipola canal company, passed 3d day of February 1832," which was read a second time and ordered for a third reading on Saturday next. Also from the same committee to whom was referred a bill entitled, “an act to amend an act to prevent the future migration of free negroes or mulattoes into this Territory and for other purposes, passed February 7th 1832," reported that the committee deem any further legislation upon the subject inexpedient, which report was concurred in by the House. Also from the same committee to whom was referred the petition of Samuel L. Solomon administrator &c. report that the committee deem it inexpedient to legislate the subject; which report was concurred in by the upon House. Also from the same committee to whom was referred a bill entitled, "an act to regulate the patrols of the Territory of Florida," reported unfavourably on said bill; which report the House refused to concur in, and said bill is ordered for a secoed reading on Monday next. Also from the same committee to whom was referred the petition of John Ray, reported unfavourably thereon, which report on motion of mr. Duval was laid on the table till to-morrow. mr. Berthelot from the committee on Enrolments, reported as correctly Enroled: "An act to alter and fix the time of holding the Spring term of the county court of Duval county." "An act to alter and change the time of holding the county courts of Washington county." A resolution requesting the Delegate in Congress to renew his exertions to obtain an additional member from Jackson county. A resolution requesting the Delegate in Congress to renew his exertions to have a Judicial District formed, to be called the " Appalachicola District," and A resolution requesting the Delegate in Congress to obtain an appropriation of Twenty Thousand Dollars for the improvement of the navigation of the Suwannee river. mr. Duval from the select committee to whom was referred a bill entitled, "an act to establish the 13th regiment of Florida militia," reported as a substitute therefor a bill entitled, "an act to organize an additional regiment of militia in the counties of Madison and Hamilton," and said bill was read a second time, and the rule being waived, placed among the orders for a third reading on to-day. mr. Dennis asked and obtained leave, the rule being waived, to offer the following resolutions: WHEREAS the great number of aids-de-camp and staff officers, assistants and deputies, in the militia of this 'T'erritory, claiming to hold rank &to be entitled to command, and it is to be apprehended, also, have pay, rations and emoluments to which they are not legally entitled, is an evil which ought to be remedied by law. Be it resolved by the Legislative Council of the Territory of Florida, That the commander-in-chief be requested to inform the council, as early as possible, of the number and names of the various officers of his staff and their assistants and deputies acting under his appointment commissioned by permission, not in the regular line of the militia, the duties of said appointments, their rank, pay, emoluments, or exemption of such officers, deputies or assistants, and also that he procure from the Brigadier General and field officers as soon as possible, like information in regard to their respective staff officers' assistants and deputies, and furnish the same to the council as soon as received from such officer. Which was read and laid on the table til to-morrow. mr. President laid before the House the report of the commissioner of the city of Tallahassee, with the accompanying account and vouchers, which on motion of mr. Blount was referred to the committee on Finance. On motion of mr. Berthelot the House went into. committee of the whole on a bill to incorporate the Atlantic and Gulf of Mexico Rail-Road company, which bill was taken up from the orders of the day; after some time spent therein, the committee rose, and mr. Duval therefrom, reported said bill to the House with the enacting clause stricken out the yeas and nays being required on concurring with the report of the committee of the whole by messrs. Berthelot and Downing, were Yeas mr. President, messrs. Blount, Brown of Columbia, Brown of Jackson, Burritt, Downing, Hollomau, Hunter, M'Neil, Ramsey, Smith, Tabor, Walker and Wood-14. Nays messrs. Berthelot, Dennis, Duval, Higginbotham, Johnson, Kenan, Macon, M'Cants and Morton-9. So said bill is lost. His Excellency the Governor transmitted to the House the following communication, EXECUTIVE COUNCIL, 4th February, 1835. b To the Legislative Council of Florida : I return the act entitled an act to incorporate the Pensacola Steam Saw-mill company, with the following suggestions. Strike out entirely the 8th line, and the words "and may own" at the end of 7th line, 1 Sec. To authorize incorporated companies to become unlimited dealers in real estate, and mortgaged property, is what I cannot consent to. In reference to this matter I stated my objections fully to the council last winter; and which objections may be found at the 108 page of the Journal. My opinion remains unchanged. In the 3 Sec. next to the last line of the Section, after the words "real estate" insert "in Escambia county as may be" and at the end of the section add, "and for supplying accessary timber for the Saws." 10 section 2 line after Stockholders insert "but no Stockholder shall give more than Sixty votes, at any election, nor shall any one vote, unless of lawful age and a bona fide Stockholder, at least three months previous to an election." Ramsey offered the following resolutions: RESOLVED, That the Delegate in Congress be requested to use his best exertions to procure an appropriation at the present Session for the purpose of repairing the United States military road, from Brights' ferry on the Choctawhatchee river to the Court House of Walton county, which road is now almost impassible in consequence of the delapidated state of the bridges. RESOLVED, That the Delegate be requested to urge as an additional reason for the repair of the said road, that it is the only road by which the citizens of Walton county at this time receive their mails.
