Mr. Macon, pursuant to previous notice, asked and obtained leave to introduce a bill to be entitled an Act to amend the Charter of the Tallahassee Rail Road Company; which was read and ordered for a second reading on to-morrow. Mr. Taylor, pursuant to previous notice, asked and obtained leave to introduce a bill entitled an Act to amend the several acts incorporating the town of Monticello in Jefferson County; which was read and ordered for a second reading on to-morrow. Mr. Wright offered a resolution concerning the tariff of fees; which was read and laid on the table till to-morrow. Mr. Fitzpatrick offered the following resolution: Resolved, That a committee be appointed to wait on the Governor and ascertain from him under what authority a draft from the militia of this Territory has been ordered; which was twice read, the rule being waived for that purpose, and adopted. Messrs. Fitzpatrick, Macon, and Bryan, were appointed on that committee. On motion of Mr. Read, it is ordered that the said committee have leave to sit during the session of this House. Mr. Gilleland from the committee on militia, reported with amendments, a bill entitled an Act to revive an Act entitled an Act to amend an Act entitled an Act to organise and regulate the militia of the Territory of Florida, and to repeal an Act passed 1st day of February 1832 and for other purposes, passed 15th day of January 1836; which was read and laid on the table. A bill entitled an Act to indemnify the people of Florida for losses sustained during the present difficulties with the Seminole Indians, was, on motion of Mr. Levy, postponed until Monday next. A bill entitled an Act for the relief of the inhabitants of East Florida, was, on motion of Mr. Read, postponed until Monday next. An engrossed bill entitled an Act to amend an Act to incorporate the town of Jacksonville, was read the third time and passed, ordered that the title be as before stated. A bill entitled an Act to amend an Act entitled an Act to incorporate a Company to be called the St. Andrews and Chipola Canal Company, was read a second time and refer red to the committee on Internal Improvements. A bill entitled an Act to aid the administration of justice in Monroe County, was read the second time and referred to the Judiciary Committee. The House then took a recess until 4 o'clock. Mr. Levy, pursuant to previous notice, asked and obtained leave to introduce a bill entitled an Act to repeal all laws now in force in this Territory relating to the militia; which was twice read (the rule being waived) and ordered to be engrossed for a third reading on to-morrow. Mr. Hart gave notice that he will on some future day, ask leave to introduce a bill to establish a ferry across the St. Johns River at the Cow ford. Mr. Read presented the petition of A. M. Alexander and others, praying an Act of incorporation at St. Marks; which was read and referred to the Judiciary committee. Mr. Hart presented the petition of Andrew Welch, praying the sole and exclusive privilege of quarrying stone upon the banks of Black Creek, and of selling the same except at St. Augustine; which was read and referred to the committee on Internal Improvements. Mr. Brown offered a resolution for the final adjournment. of this House on the 4th of February next; which was read and laid on the table till to-morrow. Mr. Read offered sundry resolutions in relation to limiting the time in which appeals may be taken in relation to taxing corporations and in relation to elections; which were read and laid on the table till to-morrow. Mr. Read from a select committee made the following report: The select committee to whom was referred so much of the Governor's message as relates to the erection of tomb stones over the graves of Maj. Washington and Lieut. Yer ger, beg leave to report the accompanying bill. Your committee cannot dismiss the subject to which their attention has been called, without bringing to the recollection of the Council some of the most prominent circumstances connected with the melancholy fate of the two officers to whose memory the first tribute of respect provided for in this bill, is proposed to be paid. William L. Washington held the commission of Major of Battalion, and Harvy Yerger that of Lieutenant in Armstrong's Brigade of Tennessee Volunteers. Soon after the arrival of the brigade at Tuskegee, Alabama, they were ordered by their chief to repair to this place for the purpose of conferring with the Governor on the subject of arrangements necessary to be made, preparatory to the march of his corps to the relief of this oppressed country. They came the bearers of the glad news, but in the performance of this grateful duty, they subjected themselves to the action of the diseases of the climate, and they soon became victims. They died on the 17th September last. Major Washington was interred in the public grave yard of this city. The ashes of Lt. Yerger repose in the family burial ground at the residence of Col. Butler of this vicinity. The death of these generous and devoted men spread a gloom over not only the corps to which they belonged, but also affected most deeply the entire portion of population among whom it occurred. We admired their noble and generous patriotism; we are gratified for their services, and your committee would unite with the Governor, and they have no doubt the Council, and with the approbation of the country in the effort to perpetuate the memory of these brave and gallant men.
