Barna McKinne, deceased, and guardian of Richard McKinne, to sell certain lands and to execute conveyance for the same.

An Act to authorize Mary W. Nuttall to sell so much of the real and personal estate of the late William B. Nuttall, as she may deem necessary to pay the debts of said estate.

And a resolution requesting the delegate to obtain the passage of a law by Congress, authorizing an additional representative from Duval county.

Mr. Brown from the select committee to whom was referred the petition of Silas Weeks of Columbia county, which was read, and ordered for a second reading to-morrow.

Mr. Campbell introduced on a former day the following preamble and resolutions:

Whereas, the county of Walton, in this Territory is at present destitute of the benefits of a regular Mail, to and from it, owing to the dilapidated state of the bridges in Choctawhatchie swamp, on the present mail route, in said county and whereas it is confidently believed that the United-States mail, will in future, instead of running to the Choctawhatchie river to Cedar bluff, run in Steam-Boats to Lafayette Bayou, in said county, Be it therefore

Resolved, by the Governor and Legislative Council, of the Territory of Florida, that our delegate in Congress be, and he is hereby respectfully requested to use his best exertions, in obtaining from Congress, an appropriation of Twenty thousand dollars, or such sum as in his opinion may be necessary to open a road, from said Lafayette Bayou, to run on the western side of the Choctawhatchie river, to Pickle's bluff on said river, thence to Holmes bluff, on Holmes Creek, in Washington, there to form a junction with the present mail route.

Be it further Resolved, that a copy of the foregoing preamble and resolutions be signed by the proper officers of this House, and transmitted to the Hon. Joseph M. White.

Which were again read and adopted.

A bill entitled an Act, for the protection of public works and for other purposes, was read the second time and referred to a committee of the whole House. The House went into committee, and after some time spent in consideration of said bill, the committee rose, and Mr. Hart, chairman, reported said bill to the House, with all but the enacting clause, stricken out, which report was concurred in by the House and said bill is lost.

Gentlemen,

I have approved and deposited in the office of the Secretary of the Territory:

The following Acts and Resolutions.

An Act to repeal an Act, entitled an Act, respecting the hostile negroes and mulattoes in the Seminole Nation.

An Act to change the county seat, and place of holding the county courts of the county of Franklin.

An Act to amend an Act, to incorporate the town of Jacksonville.

An Act to amend the several Acts incorporating the town of Monticello in Jefferson county.

A resolution requesting our delegate in congress to obtain an appropriation by Congress to purchase a library for the use of the Court of Appeals, the Governor, and Legislative Council.

A resolution requesting the Secretary of the Territory, to order, for the use of the Legislative Council at its next session, certain newspapers.

A resolution requesting Congress to cause the erection of a Light-House on cape St. Blas.

A resolution requiring the Printer of the laws of the Territory, to print with the laws of the present session, all the laws of Congress which relate to the Territory.

When the House went into secret session on the nominations therein contained and advised, and consented to the same. The door was then again opened.

An engrossed bill entitled an Act, for the relief of the heirs of Joseph Delespine, deceased, was read the third time and passed. Ordered that the title be as afore stated.

A bill entitled an Act, for the relief of Hannah Stuart, was read the second time and ordered to be en-grossed for a third reading to-morrow.

A bill entitled án Act, to divorce Tillithia Brooks from her husband John R. Brooks was read the second time, and ordered to be engrossed for a third reading to-morrow.

A bill entitled an Act, to incorporate the Southern College was laid on the table till to-morrow.

A bill entitled an Act, for the relief of the Inhabitants of East Florida, was ordered to be referred to the Finance committee.

The House in committee of the whole took under consideration a bill entitled an Act, to provide for the erection of Tombstones over the graves of Maj. Washington and Lieut. Yerger, after some time spent in its consideration, the committee rose, and Mr. Levy chairman, reported said bill to the House, with the enacting clause stricken out, the yeas and nays being required upon agreeing with the report of the committee of the whole by Messrs. Johnson and Read were Yeas, Messrs. Brown, Bryan, Campbell, Downing, Fernandez, Fitzpatrick, Fontane, Hart, Kenan, Marvin, McNeill Robinson, Stewart, Taylor, Williams, and Wood 16. Nays Mr. President. Messrs. Gilliland, Johnson, Levy, Long, Read and Wright, 7. So said bill is lost.

A preamble and resolutions offered on a former day by Mr. Downing, in the words following, to wit:

Whereas, there are yet remaining within the district of East Florida, tracts of Land, the titles whereof are doubtful, but supposed by many to belong to the United-States, and whereas, many lands have been sold by private individuals, holding or pretending to hold, directly or otherwise, under Spanish grants, which are thought by many to be public lands, but the titles to which have never been adjudicated; And whereas, it is important to the purchasers of such lands many of whom have said lands under cultivation, to know whether their titles be good and valid, or whether they are occupying or improving lands belonging to the United-States, which they must ultimately abandon, and look to their grantees for a return of the purchase money. And whereas, under the late Act of Congress, many claimants for divers causes were unable to institute suits against the U. S. within the time limited by said Act; and wheress, it is of the highest importance to the interest of East Florida, that the titles to lands

as between the United-States and individuals, should be settled and determined.

Resolved, therefore, by the Legislative Council of Florida, that the Hon. Joseph. White, our Delegate in Congress, be requested to urge and procure during the present session, the passage of a law, authorizing individuals whose titles are not confirmed and settled, to bring suits against the United States, in the Courts of Florida, that the titles to lands as between the United-States and claimants, may be finally adjudicated and settled.

Resolved, that a copy of this preamble and resolution, be signed by the President and chief Clerk, and forthwith transmitted to the Hon. Joseph M. White.

Was again read Mr. Fitzpatrick offered an amendment to the same in the words following:

Be it further Resolved, that the Delegate be also requested to have the pre-emption laws also extended for two years, which amendment was agreed to by the House. The House on motion of Mr. Downing went into committee of the whole, on said preamble and resolutions, after some time spent in consideration thereof, the committee rose and Mr. McNeill, chairman, reported said resolution to the House amended by striking out the amendment offered by Mr. Fitzpatrick in the House, which report was concurred in.

Mr. Wood then moved an adjournment till to-morrow morning, 10 o'clock. The yeas and nays being required by Messrs. Tabor and Downing, were, Yeas,-Mr. President, Messrs. Bryan, Campbell, Downing, Fernaudez, Fitzpatrick, Fontane, Gilliland, Hart, Long, Marvin, Read, Robinson, Williams and Wood, 15. Nays, Messrs. Brown, Johnson, Kenan, Levy, McNeill, Tabor and Taylor, 7. So the motion prevailed.

The House then adjourned until to-morrow 10 o'clock.

FRIDAY, Feb. 3d, 1837. The House met pursuant to adjournment: a quorum being present, the Journal of yesterday's proceedings was read.

Mr. Wood gave notice that he will on to-morrow ask leave to introduce a bill entitled an Act, incorporating Trinity Church, in the town of Apalachicola.

Also a bill to be entitled an Act, to incorporate the St. Joseph's Church, in the city of St. Joseph.

Mr. Brown gave notice that he will, on some future day, ask leave to introduce a bill entitled an Act, to incorporate the lower Mineral-Spring, in Columbia county.

Mr. Hart gave notice that he will, on some future day,

ask leave to introduce a bill to amend an Ac., to incorporate the Bank of Jacksonville.

Also, a bill to be entitled an Act, to prevent any Georgia Rail-Road Company, from making their roads through the Territory of Florida, and for other purposes.

Mr. Fitzpatrick gave notice, that he will on Monday next, introduce a bill to be entitled an Act, to incorporate the East and South Florida Canal company.

Mr. Bryan pursuant to previous notice asked and obtained leave to introduce a bill entitled an Act, to authorise Bryan Sheffield of Hamilton County, to establish a Ferry across the Suwanee river, which was twice read, the rule being waived, and ordered to be engrossed for a third reading to

morrow.

Mr. Wood, (in the absence of Mr. Read,) presented the petition of John W. Levinus, praying permission to use certain land for the purpose of making brick, which was read and referred to a select committee. Messrs. Read, Wood, Bryan, Williams and Downing, were appointed on the committee.

Mr. Wood, from the Bank committee, reported a bill entitled an Act, to prohibit the issue of bills of a smaller denomination than Five dollars, by the Banking Institutions of this Territory, which was read and ordered for a second reading

to-morrow.

Mr. Downing from the Judiciary committee, to whom had been referred a bill entitled an Act, regulating the fees of Notaries Public, of the Territory of Florida, reported the same without amendment, which was concurred in, and said bill ordered to be placed among the orders of the day, for to day.

Mr. Wood, from the committee on banks, to whom had been referred a bill entitled an Act, to incorporate the Florida Insurance company, at Tallahassee, reported said bill amended, which report was agreed to.

Mr. Wood, from the same committee, reported as amended, a bill entitled an Act to amend an Act, entitled an Act, to amend the charter of the Southern Life Insurance company, approved, February, 1836. Which report was concurred in.

Also, from the same committee,

A bill to amend the several Acts, heretofore passed, in relation to the Bank at Pensacola, was reported as amended, which report was agreed to.

Also from the same committee, to whom had been referred a bill entitled an Act, to incorporate the Franklin Insurance
