No. 38, [H. of R. file] "a bill to repeal an act entitled an act concerning the admission of Attorneys at law, and for other purposes."

No. 42, [H. of R. file] "a bill for an act authorizing the Governor to offer rewards for the apprehension of criminals in certain cases.

On the question of the passage of bill No. 38, aforesaid, the ayes and noes were called for.

Those who voted in the affirmative are,

Messrs. Agry, Capron, Crossman, Darling, Elmore, Hamil. ton, Hicks, Hunkins, Judson, Long, Manahan, Masters, Meeker' Olin, Palmer, Parsons, Platt. Price, Thompson, Trowbridge, Van Vleet, Walker and Ellis, [Speaker]-23.

Those who voted in the negative are,

Messrs. Bartlett, Hopkins and Tripp -3.

Bill No. 24, "a bill establishing the rate of interest," being read the third time the question was put on the passage thereof, and determined in the negative.

And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Crossman, Elmore, Hamilton, Hicks, Judson, Long, Meeker, Price, Tripp, Trowbridge, Van Vleet, and Walker,

-12.

And those who voted in the negative are

Messrs. Agry, Bartlett, Capron, Darling, Hopkins, Hunkins, Manahan, Masters, Olin, Parsons Platt, Thompson, and Ellis, [Speaker]-13.

So the said bill was negatived.

A message from the Council by their secretary:

Mr. Speaker:-The Council have adopted a "resolution to limit the time for bringing in, and sending bills," and the Council have passed the following bills, to wit:

No. 59, [C. F.] "a bill to authorize the erection of a bridge. across Pike Creek."

No. 60, [C. F.]"2 bill to authorize the election of an additional Justice of the Peace in certain Towns," and

No. 61, [C. F.] a bill to ropeal a part of an act therein mentioned.

In all which the concurrence of the house is asked.

The Council have considered the resolutions concerning the investigation of several matters therein mentioned, and have refused to concur therein.

Mr. Crossman trom the committee on engrossed bills, report. ed the following to be correctly engrossed, to wit:

No. 32, "a bill for an act to amend an act entitled an aet for opening and vacating public highways, and the acts amend atory thereto," and

No. 36. "a bill to provide for the payment of fees for the subdivision of sections of land into half sections, quarter sections, &c."

On motion of Mr. Hopkins,

The house resolved itself into the committee of the whole Mr. Hunkins in the chair, for the consideration of bill No39, (C. F.) "a bill to amend an act entitled an act to provide for the government of the several towns in this Territory and for the revision of County Government."

And after some time spent therein, the committee reported the bill with sundry amendments.

Mr. Elmore called for a division of the question on agreeing to the last amendment.

When the question was put on concurring in all the amend.

ments, made by the committee of the whole, except the last, and was determined in the affirmative.

The question then recured on concurring in the last amendment, which limited the tax that any town might raise on the total valuation of the assessment to one and a half per cent, And being put thereon, it passed in the affirmaative. And the ayes and noes being called for,

Those who voted in the affirmative are,

Messrs. Agry, Bartlett, Crossman, Darling, Hunkins, Masters, Olin, Palmer, Price, Trowbridge, Walker and Ellis, (Speaker)

Those who voted in the negative, are,

Messrs. Capron, Elmore, Hamilton, Hicks, Hopkins, Jud. son, Parsons, Thompson, Tripp, and Van Vleet-10.

Mr. Lunkins offered the following amendment, which was adopted, to wit:

Section-It is hereby made the duty of the town clerks of the several towns, to act as clerk of the board of town Supervi sors, when so required by said board.

Mr. Thompson moved to amend section-by adding thereto, the following:

This section shall not apply to any other county except the county of Brown,

And the question being put thereon it passed in the negative. The bill was then ordered to a third reading.

On motion of Mr. Hamilton,

The sixteenth rule of this house was suspended with reference to the said bill, which was then read the third time, passed, and the title thereof agreed to.

A message from the Council by their Secretary:

Mr. Speaker-The Council have refused to concur in the report of the committee of conference to whom was referred the disagreement of the two houses on bill

No. 8, [1. of R. file] entitled "a bill to establish a territorial road from Prairie du Chien, to Lake Superior."

And have appointed Messrs. Strong and Whiton a committee to confer further with the house on said disagreement,

The messages from the Council were then taken up for consideration, when the following entitled bills were severally read the first and second times, to wit:

No. 50, "a bill to authorize the erection of a bridge across Pike creek,"

No. 60, "a bill to authorize the election of an additional justice of the peace in certain towns," and

No. 61, "a bill to repeal a part of an act therein mentioned." The following resolution was then read, to wit:

Resolved, by the Council, [if the House of Representatives concur,] that no new bill shall be introduced in either house af. ter Wednesday the 12th day of April, and no bill shall be sent from one house to the other after Friday the 14th inst. unless the same shall have previously passed the house to which it is sent. Mr. Hamilton moved to amend the same by striking therefrom all after the word "April."

Which being put was agreed to.

The question was then put on the passage of the resolution as amended and it passed in the affirmative.

Mr. Hamilton made a motion that the house adhere to the joint report of the committee of conference on bill No. 8. [H. R. F.] entitled "a bill to establish a territorial road from Prairie du Chien to Lake Superior."

And the question being put it passed in the negative.

The Speaker appointed Messrs. Darling and Walker of the committee of conference on the part of the house to confer fur. ther on the disagreement of the two houses to said bill,

On motion of Mr. Hamilton,

The several rules of this house were suspended with reference

to bill No. 61, [C. F.] entitled "a bill to repeal a part of an act therein mentioned,"

And the same was then read the third time, passed, and the title thereof agreed to.

On motion of Mr. Manahan,

The House resolved itself into the committee of the whole House, Mr. Platt in the chair, for the consideration of bill No. 44, [C. F.]" a bill relative to the assessor of Crawford county." And after a short time spent therein, the committee rose and reported the bill without amendment.

Which was ordered to the third reading, and by the special order of the House was read the third time, passed, and the title thereof agreed to, the 16th rule having been suspended for that purpose.

And then the House adjourned until 2 o'clock, P. M.

TWO O'CLOCK, P. M.

On motion of Mr. Platt,

The House resolved itself into the committee of the whole House, Mr. Elmore in the chair, having under consideration, bill

No. 34, [C. F.] entitled "a bill to amend an act concerning costs and fees."

And pending the report of the committee thereon, the secretary of the Council being announced, the Speaker took the chair, when the following message was received, to wit:
