amend an act entitled an act concerning justices of the peace," was committed to the committee of the whole house.

On motion of Mr. Agry,

Bill No. 25, "a bill for an act to revive an act entitled an act for the relief of insolvent debtors, approved January 13th, 1840," was committed to the committee of the whole house.

The house then resolved itself into the committee of the whole on the said bills, Mr. Walker in the chair.

After a short time spent therein the committee rose and reported bill No. 23, to the house with an amendment and bill No. 25, without amendment.

The amendment to bill No. 23 was agreed to, when

"The bill was read the third time, passed, and the title amended by striking out the word "repeal" and inserting instead the word "amend."

Bill No. 25 was then ordered to be engrossed for a third read. ing, and by special order of the house read the third time, passed and the title thereof amended by striking out the words "for an act," the sixteenth rule of the house having been suspended for that purpose.

On motion of Mr. Elmore,

The house resolved itself into the committee of the whole house, Mr. Hunkins in the chair, having under consideration the following entitled bills, from the Council, to wit:

No. 36, "a bill to repeal an act entitled an act to amend an act entitled an act to prescribe the mode of proceedings in chancery and for other purposes," approved January, 15 1840."

No. 52, "a bill in relation to dams on the Manitouwoc."

No. 57, "a bill to amend the statutes of this territory rela tive to the sales of land under execution or mortgage and to legalize certain conveyances."

And pending the report of the committee, the Secretary of the

Council being announced, the Speaker resumed the chair, when the following message was received, to wit:

"Mr. Speaker-I am directed to inform the house, that the Council have refused to recede from their vote, disagreeing to the following amendments of the house to bill No. 65, (C. F.) "a bill to provide for the payment of the Legislative Assembly, viz: the second, third, eleventh, fifteenth, twentieth and twenty-fourth.

They have receded from their disagreeing vote to the 14th amendment of the house, and insist upon their amendments to . the twenty-seventh and twenty-sixth amendments of the house.

And have refused to concur in the amendment of the House to the amendment of the Council to the 25th amendment of the House.

I am also directed to inform the house that the Council have. reconsidered" an act to abolish certain offices therein named," returned to the Council by the Governor without his signature, and with his objections thereto, and have passed the same; ten members voting for the passage thereof, and two members against the passage.

The committee resumed their session, and after a short time rose, and reported bills No. 36 and 57, to the house with amend ments to each.

The amendments to bills Nos. 36 and 57 were severally agreed

When the said bills Nos. 36, 52, 57 and 62 were severally or dered to a third reading.

On motion of Mr. Hamilton,

Ordered, That the sergeant-at-arms be directed to prepare seats for the members of the Council in this hall, preparatory to holding a convention, in pursuance of a joint resolution of the two houses.

On motion of Mr. Elmore,

The sixteenth rule of the house was then suspended with ref erence to the several bills last above mentioned, when,

Bills Nos. 52, 57 and 62, were severally read the third time, passed, and their titles agreed to.

And bill No. 36, read the third time, passed, and the title amended to read as follows:

"A bill to repeal parts of certain acts therein named, and for other purposes."

Mr. Long from the committee on enrolled bills made the fol lowing report:

The committee on enrollment report that they did on the 15th day of April, A. D. 1843, present to the Governor for his approval a bill entitled "an act to organize the town of Pike in the county of Racine, and to annex certain lands to the town of Southport, in said county;" also a bill entitled "an act to make valid the official acts of George McWilliams, Edwin Hart and Lyman Crossman, justices of the peace," also a memorial entitled "a memorial to Congress relative to the improvement of the Fox river."

The message from the Council was taken up, and the action of the Council on bill No. 65 (C. F.)" a bill to provide for the payment of the expenses of the Legislative Assembly" being read,

The question was put "will the house recede from its nonconcurrence in the amendment of the Council to the 27th amend ment of the house ?" and it passed in the affirmative,

So the house receded from their non-concurrence in the said amendment.

The question was then put "will the house recede from its non.concurrence in the amendments of the Council to the 16th amendment of the house?" and it passed in the affirmative.

So the house receded from their non-concurrence in said amendment.

Mr. Hunkins moved that the house do recede from its amend. ment to the amendment of the Council made to the 25th amend. ment of the house, and the question being put thereon, it passed in the negative.

So the house insisted on their amendment.

On motion of Mr. Manahan,

Ordered, That a committee of conference be appointed on all the disagreeing votes of the two houses to the said bill No. 65. The Speaker appointed Messrs. Manahan and Elmore, of the said committee.

Ordered, That a conference be requested thereon.
On motion of Mr. Hicks,

The house reconsidered the vote by which Mr. Platt had leave to make a minority report from the committee on the judiciary. The question then recurred on granting leave to Mr. Platt to make the said report; and pending the question thereon, Mr. Long moved to lay the motion on the table, which being put was agreed to.

And then on motion of Mr. Agry, the house adjourned until half past 7 o'clock P. M.

HALF PAST SEVEN O'CLOCK, P. M.

A message from the Council by their Secretary: "Mr. Speaker-The Council have concurred in the amend ments made by the house to "a memorial to Congress relative to expenses of the Legislative Assembly."

The Council have also concurred in the amendment of the house to bill No. 52, (C. F.) " a bill in relation to dams on the Manitowoc river;" also in the amendment of the house to bill

No. 57, (C. F.) "a bill to amend the act authorizing Samuel H. Farnsworth to build and maintain a dam on the Menomonee river" also in the amendment of the house to bill No. 36, (C. F.) "a bill to repeal an act entitled an act to amend an act entitled an act to prescribe the mode of proceeding in chancery, and for other purposes, approved 18th January, 1840.

The Council have considered and have rejected bill No. 25, [H. of R.] "a bili to revive the act entitled an act for the relief of insolvent debtors, approved January 18, 1840."

Bill No. 23, [H. of R.] "a bill to amend the 8th section of an act entitled an act to amend an act concerning justices of the peace has been indefinitely postponed by the Council."

The Council have also postponed indefinitely bill No. 39, [H. of R.] "a bill for the preservation of timber upon rivers and streams."

In relation to the disagreeing votes of the two houses on bill No. 65, [C. F.] "a bill to provide for the payment of the expenses of the Legislative Assembly," the Council will confer by committee; and have appointed for that purpose Messrs. Strong and Newland.

Mr. Manahan, from the committee of conference to which the subject was referred, made the following report:

The committee of conference to whom was referred the disa. greeing votes of the two houses on bill No. 65 [C. F.] "a bill to provide for the payment of the exponses of the Legislative As. sembly," report, That they recommend to the house to recede from their second amendmeut to the bill;
