"An act to authorize Jared Lake to build and maintain a wharf on Lake Michigan, at the village of Southport;"

"An act to authorize the president and trustees of the town of Milwaukee to borrow money."

The following bills were referred to the committee of the whole house, to wit:

On motion of Mr. Ellis,

No. 46, (C.) "A bill making appropriations out of the teritorial treasury, for the payment of certain debts therein named."

On motion of Mr. Trowbridge,

No. 69, (C.) → A bill to amend the act to incorporate the vil lage of Southport.”

On motion of Mr. Hicks,

No. 41, (H.) "A bill to provide for the settlement of the indebtedness of the territory."

The house then resolved itself into the committee of the whole house on the said bills;

Mr. Darling in the chair;

And after some time spent therein, rose and reported bill No 60, (C.) with an amendment, and Nos. 46, (C.) and 41, (H.) without amendment.

The amendment to bill No. 60 was agreed to, and the bill ordered to a third reading, and by special order of the house was read the third time, passed, and the title thereof agreed to, the 16th rule of the house having been suspended for that purpose.

Bills Nos 44, (II.) and 46, (C.) were ordered to lie on the table. Mr. Capron, from the committee on the militia, to which the message of the governor, the report of the adjutant general, and bill No. 8, (II.) ‘A bill to provide for the enrolment of the militia of this territory,' were referred, by leave, reported that it was inexpedient to act upon the subject at the present session.

The report was accepted, and the committee discharged from the farther consideration of the subject.

On motion of Mr. Crossman,

The house adjourned until 3 o'clock, P. M.

The speaker laid before the horse the message of the govern or, icceived this day, notifying the house that he had on this day approved and deposited in the office of the secretary of the ter ritory,

"An act to prevent disturbance and interruption at camp meetings."

Mr. Long, from the committee on enrollment, reported as correctly enrolled, the undermentioned bill,

Which was signed by the speaker, to wit:

No. 42. (II.) "A bill to change the name of the town of Nemalbin, in the county of Milwaukee."

Mr. Elmore presented the accounts of II. O. Sholes, C. L. Sholes, Marshall M. Strong and Thomas Eastman, for newspapers furnished the legislative assembly; and of Nelson Bigman for services in the capitol; which was referred to the committee on legislative expenditures.

Mr. Elmore, from the committee of conference on the disagreement of the two houses on

Bill No. 7, (C.) "A bill to provide for the election of cleiks of boards of supervisors and for other purposes,"

Reported, that the committee recommend to the council to concur in the second and third amendments of the house, and that they recominend to the house the following in lieu of the fourth amendment of the house, to wit:

"Any lands or town lots and tenements which may hereafter be sold in any of the counties of the territory for the non-payment of taxes, may be redeemed by any person having the right of redemption, at any time within three years from the day of sale, and the interest in all such cases shall be at the rate of twentyfive per cent. per annum until redeemed, any law of this territo ry to the contrary notwithstanding: Provided, that when lands or town lots shall have been sold for taxes thereon, to any county, town, or village of this territory, the owner or claimants may redeem the same at any time before the recording of the tax deed exccuted upon such sale, at the same rate of interest allowed by law thereon. This proviso to take effect on and after the 1st day of April next."

The committee further recommend that the fifth amendment be concurred in, with the following amendment, to wit:

Strike out the words, "on sales made subsequent to the psage of this act;" and add thereto the following: " and so much of any law of the territory as conflicts with the provisions of this section is hereby repealed."

The committee further recommend to the house to recede from their seventh amendment.

On motion of Mr. Elmore,

The said report was adopted.

A message from the council by their secretary, to wit: "Mr. Speaker: The governor has notified the council that he has on this day approved and deposited in the office of the secre tary of the territory,

An act to postpone the payment of principal and interest moneys due from purchasers of canal lands, and for other purposes.'

The council have rejected

No. 41, (C.) A bill to amend an act entitled an act establishing courts of probate, defining their duties, &c;"

And have passed,

No. 4, (H.) · Resolution to appoint an agent to receive an appropriation to replenish the library;' and

No. 5, (H.)" Address of the legislature of the territory of Wis consin, to the secretary of the treasury of the United States;' With an amendment to each, in which I am directed to ask the concurrence of this house.

And have also passed,

No. 23, (C.) Resolution for a joint committee to select canal commissioners.""

No. 17, (C) “A bill relating to the district courts in the second and third judicial districts, and for other purposes;" and

No. 19, (C.)" Resolutions relative to printing the laws and journals of the present session, and the reports of the decisions in the supreme court;"

Were read the first and second times.

No. 20, (C)"Resolution relative to acconnts presented to the legislature," was read,

When Mr. Platt moved to strike out, "superintendent of territorial property," and insert in lieu thereof the word, “librarian."

Mr. Darling moved to amend the amendment by inserting "lieutenant governor," in place of "librarian ;"

Which was agreed to.

The question was then put on agreeing to the amendment of Mr. Platt, as amended,

And it passed in the negative.

The resolution was then adopted.

No. 21, (C.) "Resolution designating what reports shall be printed in the journals," was read; and

On motion of Mr. Ellis,

Ordered, to lie on the table.

The amendments made by the council, to

No. 4, (II.)" Resolution to appoint an agent to receive an appropriation to replenish the library," were read, when

Mr. Darling moved to amend the bill as amended, by inserting after the word "object," the words, "excepting such part of the first appropriation as shall be otherwise appropriated;"

Which was agreed to.

Mr. Tripp moved to amend the amendment, by adding to it the following words: "and further provided that no charge shall be made on the territorial treasury, for any service contemplated by this resolution;"

Which was agreed to.

Mr. Capron moved further to amend the resolution by inserting after the word "books," the words, "in continuation of law reports and parliamentary history."

And the question being put,

It passed in the negative.

And the ayes and noes having been called for by Mr. Ellis, Those who voted in the affirmative, were

Messrs. Agry, Bartlett, Capron, Darling, Messersmith, Platt, Price, Thompson, Tripp and Trowbridge-10.

Those who voted in the negative, were

Messrs. Birchard, Crossman, Ellis, Elmore, Grant, Hicks, Hunkins, Long Masters, Meeker, Olin, Palmer, Parsons and Walker, (speaker)-14.

The question was then taken on concurring in the amendment of the council as amended,

And it passed in the affirmative.

A message from the governor by his private secretary.

"Mr. Speaker: I am directed to deliver to the house of repre sentatives a message from the governor."

No. 31, (L.) "A bill to repeal the several acts appointing a treasurer and auditor and for other purposes," was read; and The question being put on concurring in the said amendments,
