Mr. Long, from the committee on enrolled bills, reported as correctly enrolled, the undermentioned, which were signed by the speaker, to wit:

No. 30, (C.) "A bill supplementary to an act to provide for the punishment of offences against the public peace;"

No. 40, (C.) "A bill to amend an act entitled 'an act concerning costs and fees."

Mr. Capron then moved to amend bill No. 40, by striking out the item appropriating one hundred and forty-one dollars to Joha Y. Smith, superintendent of territorial property, for payment of assistant librarian.

And the question being put thereon,

It passed in the negative;

And the ayes and noes having been called for by Mr. Capron, Those who voted in the affirmative, were

Messrs. Bartlett, Capron, Hicks, Hopkins, Messersmith, Palmer, Price, and Tripp--S.

Those who voted in the negative, were

Messrs. Agry, Birchard, Crossman, Darling, Ellis, Elmore, Grant, Hunkins, Long, Masters, Meeker, Olin, Parsons, Platt, Thompson, Trowbridge, and Walker (spk'r.)—17.

Mr. Capron moved to amend said bill by striking out the item appropriating three hundred dollars to John Y. Smith, superintendent of territorial property, for his salary one year.

And the question being put thereon,

It passed in the negative;

And the ayes and noes having been called for by Mr. Capron,
Those who voted in the affirmative, were

Messrs. Capron, Hopkins, Palmer, Price, and Tripp-5.
Those who voted in the negative, were

The question was then put on concurring in the amendments made to said bill by the committee of the whole house,

And it passed in the affirmative.

Mr. Capron moved further to amend said bill, by adding the following, to wit:

"To W. W. Wyman, for printing done for executive office during the present session, seventy-six dollars and seventy-five cents."

Mr. Elmore moved to amend the amendment by striking out "seventy-six dollars and seventy-five cents," and inserting in lieu thereof," eight dollars."

And the question being put thereon,

It passed in the negative;

And the ayes and noes having been called for by Mr. Darling, Those who voted in the affirmative, were

Messrs. Agry, Birchard, Crossman, Darling, Ellis, Elmore, Grant, Hunkins, Masters, Meeker, Parsons, and Walker (speaker)-12.

Those who voted in the negative, were

Messrs. Bartlett, Capron, Hicks, Hopkins, Long, Messersmith, Olin, Palmer, Platt, Price, Thompson, and Tripp-12.

Mr. Platt moved a call of the house, which was made,

And the sergeant-at-arms sent to notify Mr. Trowbridge that his attendance was desired in the house.

Mr. Trowbridge having appeared in his seat,

Further proceedings in the call of the house were dispensed with.

The question was then put on agreeing to tho amendment proposed by Mr. Capron;

And it passed in the affirmative.

And the ayes and noes having been called for by Mr. Capron, Those who voted in the affirmative, were

Messrs. Bartlett, Capron, Ellis, Hicks, Hopkins, Long, Messersmith, Olin, Palmer, Platt, Price, Thompson, and Tripp-13. Those who voted in the negative, were

Messrs. Agry, Birchard, Crossman, Darling, Elmore, Grant, Hunkins, Masters, Meeker, Parsons, Trowbridge, and Walker (spk'r.)-12.

The bill was then ordered to be engrossed for the third reading. Mr. Hunkins moved that so much of the sixteenth rule of the

house, prohibiting bills from receiving their second and third reading on the same day, be suspended in reference to said bill; Which was disagreed to.

Mr. Long, from the committee on enrolled bills, reported that they did on this day present to the governor for his approval,

"An act to change the name of Cordelia Elvira Hood, to Cardelia Elvira Burris, and to provide that said Cordelia shall be the adopted child and legal heir of Martin V. Burris;""

"An act to change the name of Cyrus Manchester Hassey Bargess, to Cyrus Manchester Hussey Lay,"

"An act to amend an act to incorporate the trustees of the Prairieville Academy;'".

"An act to legalize the official acts of Rollin Blount;"

"An act supplementary to an act to provide for the punish ment of offences against the public peace;" and

"An act to amend' an act entitled an act concerning costs and fees.""

Mr. Crossman, from the committee on engrossed bills, reported the following as correctly engrossed, to wit:

No. 40, (H.) "A bill to provide for the payment of the expenses of the legislative assembly therein mentioned,"

The message from the council was taken up,

When the following bill was read the first and second time, viz: No. 68, (C.) "A bill relating to territorial roads."

On motion of Mr. Hunkins,

The house resolved itself into the committee of the whole house, for the consideration of the undermentioned bills,

Mr. Darling in the chair:

No. 52, (II.) " A bill to enable school districts to raise taxes;" No. 68, (C.) "A bill relating to territorial roads."

After a short time spent therein, the committee rose and repor ted said bills with amendments to each,

Which were concurred in by the house;

And bill No. 68 ordered to the third reading, and bill No. 52 to be engrossed.

Mr. Tripp moved that so much of the sixteenth rule of the house, prohibiting bills from receiving their second and third reading on the same day, be suspended in reference to said bill No. 68.

And the question being put thereon,

It passed in the affirmative;

And the said bill was then read the third time, passed, and the title thereof agreed to.

Mr. Elmore moved to reconsider the vote by which the house refused to suspend the 16th rule of the house to enable bill No. 40, (H.) to be read the third time now;

Which was agreed to; and

Bill No. 40 was then read the third time, passed, and the title thereof agreed to.

Mr. Long, from the committee on enrolment, reported as correctly enrolled, the following, to wit:

No. 46, (H.) “A bill to punish trespass on lands;"

Which was signed by the speaker.

Mr. Thompson moved that so much of the 16th rule of the house, prohibiting bills from receiving their second and third reading on the same day, be suspended in reference to

Bill No. 52, (H.) "A bill to enable school districts to levy taxes."

On this question Mr. Elmore made a call of the house; when Mr. Crossman moved that the house adjourn until half past two o'clock, P. M.;

And the question being put,

It passed in the affirmative.

So the house adjourned to half past two o'clock, P. M.

Mr. Palmer moved for leave to change his vote on the indefinite postponement of

Bill No. 46, (H.) "A bill to punish trespass on land," from the negative to the affirmative;

And the question being put,

It passed in the affirmative.

Mr. Thompson moved that the 16th rule of the house be suspended with reference to

Bill No. 52, (H.) "A bill to enable school districts to raise taxes;"

And that the said bill be now read the third time;

Which was agreed to.

The said bill was then read the third time, passed, and the title thereof agreed to.

On the question of the passage of the said bill,

The ayes and noes having been called for by Mr. Ellis,

Those who voted in the affirmative, were

Messrs. Agry, Bartlett, Birchard, Capron, Crossman, Darling, Grant, Hicks, Hopkins, Hunkins, Long, Masters, Meeker, Olin, Palmer, Parsons, Thompson, and Trowbridge-18.

Those who voted in the negative, were

Messrs. Ellis, Messersmith, Platt, Price, Tripp, and Walker, (spk'r.)--6.

On motion of Mr. Elmore,

No. 46, (C.) "A bill making appropriations out of the territo rial treasury for the payment of certain debts therein named,"

Was referred to the committee of the whole house, and was reported from the committee of the whole by Mr. Capron, the chairman, without amendment.

Mr. Meeker moved to amend the bill by inserting an appropriation to Mortimer M. Jackson of five hundred and fifty duliars for services as attorney general, to be in full to this date;

Which was agreed to.

Mr. Long, from the committee on enrolled bills, reported the following, to wit:

No. 36, (H.) "A bill to authorize James Campbell and Thos Stewart to build and maintain a dam on Sugar river;"

No. 51, (H.) "A bill to enable the county of Portage to procure certain records from the county of Brown;"

No. 37. (C.) "A bill to amend the act concerning proceedings in courts of records, and for other purposes;"

No. 7, (H.) "Memorial to the congress of the United States, relative to a United States road from Prairie du Chien to La Pointe, on Lake Superior;"

No. 68, (C.) "A bill relating to territorial roads;"

Mr. Ellis moved the following amendment:

To Henry O. Sholes for publishing orders of the colonel of the second regiment Wisconsin Militia, in the Green Bay Republi can, as per account rendered, fourteen dollars and fifty cents;
