Mr. President-I am directed to inform the Senate that the House of Representatives has concurred with the Senate in the adoption of their amendments to a bill of the following title, to wit:

A bill for "An Act for an appropriation for the repair and rearrangement of the interior of the Capitol Building."

Which amendments are as follows:

AMENDMENT No. 1.

Amend section 2 by inserting the words "the President of the Senate" immediately after the words "Commission consisting of" where they now appear in line 2, by striking out the word "and" in line 2 immediately after the words "The Speaker of the House" and by inserting the words "and one member of the House of Representatives of the Forty-ninth General Assembly designated by the Speaker" immediately after the words "The Forty-ninth General Assembly" where they now appear in line 3.

AMENDMENT No. 2.

Amend section 3, by striking out the word "two" in line 1 and inserting therefor the word "three" and by striking out the term "2" where it now appears in line 2 and inserting therefor the term "3." Concurred in by the House, June 9, 1915.

By unanimous consent, Mr. Woodard offered the following resolution and, on his motion, the rules were suspended and the resolution was taken up for immediate consideration, and, on his motion, was unanimously adopted:

SENATE RESOLUTION No 64.

WHEREAS, The Senate of the Forty-eighth General Assembly of the State of Illinois, because of a nation-wide movement in progress for the purpose of extirpating the white slave traffic so-called, adopted Senate Resolution No. 25, and

WHEREAS, The committee appointed under said resolution entered upon the discharge of its duties and has faithfully and well pursued an extensive investigation tending to ascertain measures by which may be accomplished betterment of the conditions surrounding the womanhood of this State, and

WHEREAS, The white slave traffic continues to be a stigma upon our civilization and a heinous crime that strikes at the vitals of our social wellbeing, and

WHEREAS, The committee believes that it is essential and expedient in the interest of the public and in the furtherance of good government to continue a most searching, scrutenizing and careful investigation of the conditions still existing to a marked degree and which the committee in the course of its labors has been unable to complete, therefore, be it

Resolved, That the committee heretofore appointed under Senate Resolution No. 25 of the Forty-eighth General Assembly and as at present constituted be and they are hereby authorized to continue the investigation and inquiry into the subject of the white slave traffic with a view to recommending and reporting such amendments and additions to the statutes of the State of Illinois as the committee shall deem necessary and adequate in the premises, and be it further

Resolved, That the committee shall co-operate with bureaus or committees appointed in other states for the purpose of devising a comprehensive plan for the complete suppression of such white slave traffic and other menaces to and handicaps of womanhood, and be it further.

Resolved, That the committee be and it is hereby authorized and empowered to subpoena witnesses, to administer oaths and to compel by suðpœna duces tecum the production of books, papers and documents and do any and all other acts to carry out the purposes of this resolution and that said committee shall have and it is hereby given the same power possessed by the Illinois State Senate to enforce its orders, and be it further

Resolved, That the committee shall have and it is hereby empowered to employ such assistants as it shall deem necessary in furtherance of this resolution, and be it further

Resolved, That no member of the commission shall receive a salary or other payment for his services as such member, and that the expenses connected with the aforesaid investigation as shall be necessary shall be certified to by the chairman of said committee and shall be payable from an appropriation to be made therefor or out of the funds for committee expenses of the Forty-ninth General Assembly, and be it further

Resolved, That the committee shall make its report and recommendations to the Fiftieth General Assembly and the said committee shall be allowed its traveling expenses, and that such assistants as are necessarily employed shall be paid by voucher certified to by the chairman of the said committee out of the funds heretofore referred to.

792 For the erection and construction of a girls dormitory or building for women the sum of one hundred fifty thousand dollars ($150,000).”

In line 81 on page 14, after the word "total" strike out all thereafter in said line and insert in lieu thereof the words and figures following: "Five hundred fifty-nine thousand, eighty-five dollars ($559,085)."

AMENDMENT No. 10.

Amend House Bill No. 948 on page 4, line 79, of the printed bill, by striking out the figures "$25,000.00" and inserting in lieu thereof the figures: $33,000.00.

AMENDMENT No. 11.

On page 19, after line 69, insert line 69a and the following words, "69a For addition to main building and enlargement of the present assembly room, $20,000."

AMENDMENT No. 12.

On page 19, insert line 69b and the following words, "69b For general repairs to be made upon buildings, for painting the main building and engine house, repairing the windows in all buildings, repairing the heating plant and the roofs of all buildings, $5,000.”

On motion of Mr. Curtis, the Senate refused to recede from its amendment to the bill.

On motion of Mr. Curtis, a committee of conference was ordered to consider the differences of the two Houses in regard to the amendment adopted by the Senate to the bill, said committee to consist of five members from each House.

The President of the Senate announced that the Executive Committee had selected as said committee on the part of the Senate Messrs. Curtis, Franklin, Bailey, Compton, Keller.
