Mr. Elmore, at the request of Mr. Hicks, moved to reconsider the vote by which the house refused on yesterday to amend the journal. Mr. Crossman, from the committee on engrossed bills, reported as correctly engrossed, No. 9, (H.) "A bill for an act respecting the office of the register of deeds of Brown county." Mr. Darling, from the committee on territorial affairs, to whonr was referred a petition of citizens of Washington county, praying for the passage of a law, authorizing them to hold a special election to elect a clerk of the board of commissioners, a register of deeds, and one school commissioner, to fill vacancies in those several offices, made the following report, to wit: "That from a careful examination of the law, it appears that the county commissioners already have authority to fill the vacancies of clerk and register until the next annual election; and that a majority of school commissioners can perform all duties of that board. Your committee, therefore, are of the opinion that the granting of the prayer of the petitioners would be subjecting the county to unnecessary expense, and they therefore report, that it is inexpedient to legislate upon the subject, and ask to be dis charged from its further consideration. Respectfully submitted, by order of the committee, Which report, On motion of Mr. Darling, Was laid on the table. M. C. DARLING, Chairman." Mr. Darling, from the same committee, to which a petition on the subject had been referred, reported the following bill, to wit: No. 24, (H.) "A bill in relation to the qualification of voters for state government and for the election of delegates to form a state constitution;" Which was read the first and second time. Mr. Platt gave notice that he would at the proper time, offer amendments to the said bill as reported by the committee on ter ritorial affairs, which shall authorize the people of this territory, including all free white male inhabitants, wherever born, to vote at the next general election, for or against the formation of a state government. Mr. Long, from the committee on enrolment, reported the undermentioned bills to be correctly enrolled, to wit: No. 4, (H.) "A bill to change the time of holding the annual meeting of the several boards of county supervisors;" No. 5, (C.) "A bill to provide for the election of a printer to the legislative assembly;" Which were then signed by the speaker. "Memorial to congress asking for a reduction on letter postage, and for the abolishment of the franking privilege." The message from the council was taken up; When the undermentioned bill' and memorial were severally read the first and second time, to wit: No, 32, (C.) "A bill to amend an act entitled an act concerning notaries public;" No. 4, (C.) "Memorial to congress, praying for the avacuation of Fort Crawford;" No. 15, (H.) "Resolution relative to the adjournment of the present session of the assembly," and the amendment thereto made by the council, were read; When Mr. Olin moved that the same do lie on the table; And the question being put, It passed in the affirmative. And a division being called, there were ayes 15, noes not counted. "A bill to incorporate the trustees of the village of Mineral Point." "A bill to incorporate the first congregationalist church and society in Madison." On motion of Mr. Palmer, Ordered, that the undermentioned resolution be taken up, to wit: "Resolved, That the committee on the judiciary be instructed. to inquire into the expediency of repealing the act concerning the City of the Four Lakes, approved April 15th, 1843." And the question being put, on the adoption thereof, It passed in the affirmative. On motion of Mr. Palmer, Ordered, that the undermentioned bill, be referred to the committee of the whole house, to wit: No. 22, (H.) "A bill to authorize the register of deeds of the county of Green to procure certain copies of records in the office of the register of deeds of Milwaukee and Iowa counties," On motion of Mr. Ellis, Ordered, that the undermentioned bill be re-committed to the committee of the whole house, to wit: No. 13, (H.) "A bill to set off the town of Howard, in the county of Brown." On motion of Mr. Agry, Ordered, that the undermentioned bill be referred to the committee of the whole house, to wit: No. 15, (H.) "A bill for an act for the preservation of timber upon rivers and streams." Thereupon, the house resolved itself into the committee of the whole house, for the consideration of the aforementioned bills; Mr. Price in the chair; And after some time spent therein, the committee rose, and by their chairman reported bill No. 13 with, and No. 22 without amendment, and that they had made some progress on bill No. 15, and desired leave to sit again thereon. Leave was accordingly granted to sit again for the consideration of bill No. 15, when the amendment to bill No. 13 was con curred in, and the bill together with bill No. 22, were severally. ordered to be engrossed.
