Mr. Montgomery then moved that the resolution be amended by inserting after "appointed," and before "to," in first line, the words "by this House."

Pending the question on which,

Mr. Fitch offered the following substitute therefor:

Add after the word "appointed," the words "immediately by the Speaker pro tem."

Adopted.

The resolution as amended was then adopted.

The Speaker pro tem., then appointed Messrs. D. L. Case, Hubbell, Shearer, Crane and Wm. Warner as said select committee.

Mr. Lawrence offered the following resolution:

Resolved, That the services of a reporter and assisting clerks of this House be dispensed with until required by the House. Mr. Fitch moved that it be laid on the table.

Mr. Fitch then moved to strike out the word "reporter."

Pending the question on which,

On motion of Mr. Hart,

The whole subject was indefinitely postponed.

Mr. Britain sent up the following resolution, which, on his motion, was ordered to lie on the table:

Resolved, That Wm. T. Young be appointed reporter for this House, during this session, and that he receive compensation for actual attendance only.

The House then resolved itself into committee of the whole on the general order, Mr. D. L. Case in the chair.

After spending some time thereon, the committee rose, and by their chairman reported back the following entitled bills, to wit:

1. A bill to provide for a sinking fund;

2. A bill to provide for the payment of the accruing indebtedness of the State;

3. A bill to divide the State into Congressional districts; and

4. A bill to provide for the sale and reclaiming of swamp lands granted to the State, and for the disposition of the proceeds.

The first and second without amendment, and the third and fourth with amendments in which they asked the concurrence of the House, and to be discharged from the further consideration of said bills.

The report was accepted and the committee discharged.

The Speaker announced the following message from the Senate: SENATE CHAMBER, Lansing, June 12, 1851. (

To the Speaker of the House of Representatives:

SIR-Herewith is transmitted a bill to provide for the payment of the members and officers of the extra session of the Legislature, which I am instructed to respectfully inform you the Senate have passed, and ordered the same to take immediate effect by a vote of two-thirds of all the Senators elect, and in which the concurrence of the House is respectfully asked.

The House then resumed the consideration of the report of the committee of the whole.

The bill to provide for a sinking fund, being under consideration, Mr. Lawrence offered the following amendment thereto;

Strike out in section three, line four, the words "in their discretion, to warrant their so doing."

Mr. Britain offered the following amendment:

Sec. 8, line 5, after "due," insert "redeemable; also, after "due," where it occurs the second time, insert "or redeemable." Pending the question on which,

Mr. Minne moved that the House adjourn.

Lost.

Mr. Beecher moved that the House take a receess until 2 o'clock, P. M.

Lost.

The question then recurring on Mr. Britain's amendment, it was adopted.

Mr. Britain then offered the following amendment:

The House met pursuant to adjournment, and was called to order by the Speaker.

Prayer by the Rev. Mr. Whitmore.

The roll was called, and the members all answered to their names, excepting Messrs. Darling, Fenton, Kimberly, Shook and Watkins, absent with leave, and Messrs. Bacon, Calkins, Irvine, Root, Turner and Wait, absent without leave.

The journal of yesterday was corrected and approved,

The reading thereof having by unanimous consent been dispensed with.

REPORTS.

Mr. Brttain, from the committee of ways and means, submitted the following report:

The committee of ways and means, to whom was referred "a bill to provide for the payment of the members and officers of the extra session of the legislature," have had the same under consideration and instruct me to report the same with the following amendments, ask the concurrence of the House therein, and that said committee be discharged from the further consideration of said bill:

1st. Sec. 2, lines 5 and 6, strike out "and to the members of the House of Representatives from the upper peninsula two dollars a day additional.”

2nd. Sec. 2, line 12, after "meeting," (at the end of written paragraph,) insert "on the usually traveled route."

C. BRITAIN, Ch'n. The report was accepted and the committee discharged.

The several amendments reported by the committee of ways and means were then concurred in.

Mr. Montgomery then offered the following amendment, to come in at the end of section 3:

"Provided, that no certificate shall be issued by the clerk of either House to any member of this legislature, for a per diem allowance on those days when such member was absent from his seat in the House, unless such member shall verify by his affidavit that he was so absent necessarily, on account of the sickness of himself or of some member of his family."

Adopted.

Mr. Crosman offered the following amendment:

Strike out in section 2, line 9, after the word "Representatives," the words "and of Reporters of either Honse, and of the clerks employed with the consent of either Senate or House of Representatives, by any of the standing or special committees of either of said Houses."

Lost.

On motion of Mr. P. D. Warner,

The bill was then ordered to be read a third time.

It was so read, the engrossment thereof being dispensed with, and passed by the following vote:

The House then ordered by a vote of two-thirds of all the members elected, that said act shall take effect immediately.

Mr. Fitch, from the committee on education, submitted the following report:

The committee on education, to whom was referred that portion of the Governor's message relating to the repeal of the law authorizing the payment in the several counties of interest due the primary school fund, have had the same under consideration, and have instructed me to report adversely to the repeal of said law, and ask to be discharged.

The report was accepted and the committee discharged. Mr. Crosman, from the select committee appointed to wait on the resident clergy of Lansing, and invite them to open the daily sessions of the House with prayer, submitted the following report:
