Mr. Baker presented an account of Thomas Hill;

Which was referred to the committee on legislative expenditures.

Mr. La Chapelle, from the select committee to which had been referred "a bill concerning costs and fees," reported the same with sundry amendments thereto, which, on motion,

Were laid on the table.

On motion of Mr. Whiton,

The vote by which the governor's message and the letter submitted by Mr. Strong were referred to the committee on territorial affairs, was reconsidered, and

On motion of Mr. Whiton,

The message and letter were referred to the committee on the judiciary.

On motion of Mr. Whiton,

Bill No. 24, "A bill to authorize Clauden Stoughton and Luke Stoughton to build and maintain a dam across the Rock river, and also to authorize Anson W. Pope and Virgil Pope to build and maintain a dam across said steam," was taken up for consideration; and,

The question being on concurring in the amendments of the house of representatives to said bill,

It was determined in the affirmative,

And the amendments were concurred in.

On motion of Mr. Baker,

The council proceeded to consider the following entitled bills in committee of the whole,

Mr. Dewey in the chair;

No. 39, "A bill to amend an aqt to provide for the government of the several towns in this territory, and for the revision of county government;"

No. 51, "A bill relative to the sale of lands for taxes."

After some time, the committee rose and reported back to the council bill No. 39 with amendments;

And reported progress on bill No. 51, and had leave to sit again on said bill.

On motion of Mr. Strong,

The committee of the whole were discharged from the fur

ther consideration of No. 48, "A bill to provide for the manner of levying and collecting a territorial revenue;"

On motion, said bill was referred to a select committee,

And Messrs. Strong, Crocker, and Baker, were appointed said committee.

On motion of Mr. Whiton,

The council took a recess till 3 o'clock, P. M.

THREE O'CLOCK, P. M.

The following message from the house of representatives, was delivered by the clerk thereof, viz:

"Mr. President: I am directed to present, for the concurrence of this house, No. 2, ‘A bill supplementary to an act to amend an act for assessing and collecting county revenue;'

And to inform you that the house of representatives have concurred in bills of the council as follows:

No. 28, 'A bill to legalize the official acts of James H. Lockwood,' and

No. 26, 'A bill to repeal the several acts concerning the militia, and for other purposes;'

In the latter with amendments, in which the concurrence of the council is asked."

Bill No. 51, “A bill relative to the sale of lands for taxes,” was taken up, and, on motion,

The council went into committee of the whole on said bill; Mr. Whiton in the chair.

After some time spent therein, the committee rose and repor ted back to the council said bill with an amendment,

In which the council concurred.

Mr. Strong moved that said bill be indefinitely postponed; On which motion the ayes and noes were called, and were as follows:

Those who voted in the affirmative, were

Messrs. Dewey, La Chapelle and Strong-3.

Those who voted in the negative, were

Messrs. Baker, Barber, Crocker, Heath, Hugunin, Newland, Rountree, White, Whiton, and Martin (Pres't.)-10.

So the council refused to postpone said bill.

On motion of Mr. Whiton,

The bill was then referred to the committee on the judiciary.

On motion of Mr. Baker,

Bill No. 39, "A bill to amend an act to provide for the government of the several towns in this territory, and for the revision of county government," was taken up for consideration;

And the question being on concurring in the amendments of the committee of the whole to said bill,

The same were concurred in;

And, on motion, the bill was ordered to be engrossed for a third reading.

Mr. Newland had leave to present an account of Barlow Shackelford;

Which was referred to the committee on legislative expenditures.

Mr. Newland moved that Mr. Manahan have leave to withdraw the petition of the sheriff of Crawford county from the files of the council;

The motion was agreed to, and leave was given accordingly. Bill No. 2, (H. of R.) "A bill supplementary to an act to amend an act for assessing and collecting county revenue;"

Was then taken up and read the first and second time.

Bill No. 26, "A bill to amend the statutes of Wisconsin relating to the militia,"

Was then taken up;

And the question being on concurring in the amendments of the house of representatives to said bill,

It was determined in the negative, and the amendments were not concurred in.

On motion of Mr. Dewey,

The council proceeded to the consideration of executive busi

ness.

The council having disposed of the executive business,

A message from the governor was announced, by his private secretary, Mr. Charles Doty.

On motion of Mr. Rountree,

No. 34, "A bill to amend an act concerning costs and fees;"

with the accompanying report of the select committee to which the bill had been referred, was taken up, and considered in committee of the whole;

Mr. La Chapelle in the chair.

After some time, the committee rose and reported that they had made progress therein, and asked leave to sit again;

And leave was granted.

The president laid before the council the following message from the governor, viz:

"To the Legislative Council:

I have this day approved and signed a bill entitled 'An act to authorize the register of deeds of Washington county to procure copies of certain records from the office of register of deeds of Milwaukee county;' a bill entitled 'An act to incorporate the Prairieville Manufacturing Company;' and 'Resolutions asking an appropriation of land by congress for the purpose of establishing within the territory of Wisconsin institutions for the instruction of the deaf and dumb and blind, and an asylum for the insane;' which are deposited in the office of the secretary of the territory.

The council advised and consented to the appointment of Ephraim Dunbar and of Orrin McCartney, to be Justices of the Peace for the county of Grant.

On motion of Mr. Barber,

The council advised and consented to the appointment of Winslow Blake, to be District Attorney for the county of Jefferson.

On motion of Mr. Crocker,

The council advised and consented to the appointment of Henry Brown Sanders, to be Notary Public for the county of Milwaukee.

THURSDAY, April 6, 1843.

The council met pursuant to adjournment.

The journal of the previous day having been read,

Mr. Whiton, from the committee on enrolled bills, reported the following entitled bills as correctly enrolled, viz:

No. 24, "A bill to authorize Clauden Stoughton and Luke Stoughton to build and maintain a dam across the Rock river; and also, to authorize Anson W. Pope and Virgil Pope to build and maintain a dam across said stream;" and

No. 28, "A bill to legalize the official acts of James H. Lockwood."

On motion of Mr. Baker,

The committee on legislative expenditures were discharged from the further consideration of the accounts of Nicholas Sinith and Thomas Eastman, which had been referred to them;

And the same, on motion, were referred to the committee on territorial expenditures.

On motion of Mr. Crocker,

Bill No. 43, "A bill to provide for the payment of the arrearages of the expenses of the legislative assembly,"

Was committed to the committee of the whole.

Mr. Whiton moved, that the report of the judiciary committee, on the petition of James H. Chapman, for authority to maintain a ferry across the Mississippi river, and Grant river and Slough, be taken up and adopted;

On which motion, the ayes and noes were called and the result was as follows,wiz:
