SATURDAY, February 4, 1843.

The council met pursuant to adjournment; and a quorum of members being present, the journal of the previous day was read. The president laid before the council the following communication from Harrison Reed, viz:

"MADISON, January 30, 1843, To the hon. the president of the legislative council:

Sir: Allow me through you to submit for the consideration of the honorable body over which you preside, the following proposition, viz:

I will do the printing for the legislative assembly of Wiskonsan, for one year, upon the following conditions:

For composition, per 1000 ems,

Press work, per token,

For paper, the market price.

The contract to embrace the whole of the public or legislative printing, and the amount to be paid in specie or its equivalent, at the close of each session of the legislature.

Bonds, with good and sufficient surety, to be given for the faith

ful performance of the contract, and the work to be done in the best manner.

The price which has heretofore been paid for printing by the legislative assembly, is one dollar per thousand ems for compositions, and one dollar per token for press work, and the market price for paper.

In no instance, I believe, has it fallen short of, and frequently exceeded this sum.

Mr. Barber offered the following resolution, viz:

Resolved, That the secretary of the council inform the house of representatives, that a quorum of the council is now in attendance, and ready to proceed to business.

Which was adopted.

The president laid before the council the following communication from the secretary of the council, viz:

"To the hon. MOSES M. STRONG,

President of the council:

Sir: By an act of the assembly, approved February 18th, 1842, it is made the duty of the person having charge thereof, to deliver all stationery purchased for the use of the legislative assembly of this territory, to the secretary of the council and chief clerk of the house of representatives, and although no time is specified in the said act for the delivery of the said stationery to the said officers, yet a fair construction would require that it should be delivered at the commencement of a session—or when demanded by the said officers.

The undersigned has at different times proceeded to the library for the purpose of applying to Barlow Shackelford, esq., the present librarian, for the delivery of stationery for the use of the council.

In the absence of Mr. Shackelford, on the afternoon of Wednesday last, the undersigned applied to the clerk or assistant of Mr. Shackelford, in the library, and was informed that Mr. S. was then absent, but that on his return, which was momentarily expected, the stationery would be delivered.

Seeing no more of Mr. Shackelford, and yet being without stationery for the use of the council, the undersigned, in conjunction with the chief clerk of the house of representatives, on the morning of Thursday last, made a demand in writing on Mr. Shackelford, requesting him to deliver all stationery in his possession, purchased for the use of the assembly, without unreasonable delay; to which communication he has as yet received no reply-nor does he believe Mr. Shackelford intends to return an answer to the communication-but, in defiance of the demand of the officers of the legislative assembly, to hold on in silence to whatever stationery, purchased for the use of the legislative assembly, may now be in his possession.

The undersigned herewith submits to the council for their inspection, an inventory made by the secretary of the council and chief clerk of the house of representatives, at the close of the last session of the legislature, of the stationery and other property belonging to the legislative assembly, for which they took the receipt of the then librarian.

The following message from the house of representatives, was delivered by the clerk thereof, viz:

"Mr. President: I am directed to inform the council, that a quorum of members of the house of representatives are now in attendance, and are ready to proceed to business."

The following message from the house of representatives was delivered by the clerk thereof, viz:

"Mr. President: I am directed to inform you that the house of representatives have passed a resolution, relative to the appoint

ment of a joint committee, to wait upon his excellency, the governor; and have appointed on their part, under the said resolution, Messrs. Darling and Platt of the said committee, in which resolution the concurrence of the council is requested."

Mr. La Chapelle moved that the council do now adjourn until two o'clock this afternoon;

A call of the council was made, when the following members answered to their names, viz: Messrs. Barber, Crocker, La Chapelle, Martin, White, and Strong (Pres't).

The sergeant-at-arms was then despatched for the absent members.

A quorum of members appearing,

On motion of Mr. La Chapelle,

All further proceedings under the call of the council were dispensed with.

The question then recurred on the motion of Mr. La Chapelle, to adjourn until two o'clock this afternoon.

Mr. Crocker moved to amend, by striking out the word "two," and inserting in lieu thereof the word "one;"

Which was lost.

The question was then taken on the original motion to adjourn, which was carried, and

On motion of Mr. Crocker,

The joint resolution from the house of representatives, relative to the appointment of a joint committee to wait upon his excellency, the governor, was then taken up, read the first and second time, and,

The council resolved itself into a committee of the whole, for the consideration of said resolution,
