to inquire into the expediency of reducing, and establishing uniformity in fees of the clerks of the circuit courts, upon the naturalization of foreigners, and that they report by bill or otherwise."

Mr. Newland moved, that the "Resolution relative to a report of the territorial treasurer," be taken up,

Which was agreed to,

And said resolution was then taken up, and, on motion, adopted.
On motion of Mr. Newland,

The "Resolution relative to territorial drafts in the hands of the treasurer," &c., was taken up,

And was then, on motion, adopted.

On motion of Newland,

The council adjourned.

FRIDAY, March 10, 1843.

The council met pursuant to adjournment.

The journal of the council for the previous day having been read,

The President announced the following standing committees, viz :

On Territorial Expenditures-Messrs. Newland, Heath, and Martin.

On Legislative Expenditures-Messrs. Baker, Dewey, and Rountree.

The President laid before the council the following communication, viz:

"Madison, March 9, 1843.

To the hon. the legislative assembly of the territory of Wisconsin: I propose to do the printing for the present session of the legislature at the following rates, viz:

Composition, per 1000 ems, $0 36

P. S. In making this proposition, it is contemplated that the

contract shall include the incidental printing, and the laws and journals of both houses. Any security which may be required can be given for the performance of the contract.

Gold and silver will be required in payment at the close of the session. D. M. H." Which was read, and referred to the committee on legislative expenditures.

Mr. Newland presented the petition of Jacob Schneider and others, on the subject of town government,

Which was referred to the committee on incorporations.
Mr. Baker offered the following resolutions, viz:

"Resolved, That the governor's message be now taken up and referred to committees, as follows:

That so much thereof as relates to the passage of a law, authorzing a vote to be annually taken, whether a permanent constitution and state government shall be formed by the people of this territory, be referred to the committee on territorial affairs;

That so much as relates to the expenses of the legislature, be referred to the committee on legislative expenses;

That so much as relates to the charges upon the territorial treasury, be referred to the committee on territorial expenditures; That so much as relates to canal bonds, be referred to the committee on the judiciary;

That so much as relates to the fees of officers, the expenses of courts, and of the town and county governments, be referred to the committee on public expenditures;

That so much as relates to the present system of taxation, be referred to the committee on the judiciary;

That so much as relates to the printing for the legislature and the appointment of a territorial printer, be referred to a select committee;

That so much as relates to the distributive share of Wisconsin in the nett proceeds of the public lands, now in the treasury of the United States, be referred to the committee on territorial affairs;

That so much as relates to the improvement of the Wisconsin river, be referred to the committee on internal improvement;

That so much as relates to the establishing of a territorial road from Prarie du Chien to the mouth of Montreal river, be referred to the committee on territorial roads;

That so much as relates to the length of time the present legislature shall sit, be referred to the committee on the judiciary;

And that the said committees be instructed to report, on the several matters referred to them respectively, by bill or otherwise." On motion of Mr. Newland,

Bill No. 2, "A bill to provide for the appointment of a superintendent of territorial property, and for other purposes,"

Was referred to the committee on territorial affairs, with instructions to inquire into the expediency of so modifying the same, as to provide for the election of a territorial auditor and treasurer by the legislative assembly, and to consolidate such offices, as they may deem expedient.

On motion of Mr. Rountree,

The committee to whom the message of the governor was referred, were discharged from the further consideration of the same;

And the council resolved itself into a committee of the whole, Mr. Whiton in the chair,

For the consideration of the message of the governor, and the "Resolution relative to the message of the governor.”

During the session of the committee, the chief clerk of the house of representatives was announced, when the president took the chair, and the following message was received, viz:

"Mr. President: The house of representatives have concurred in resolution No. 2, of this house, entitled 'Joint resolution relative to town government,' and have appointed, on their part, under the said resolution, Messrs. Hunkins, Bartlett, Hopkins, Masters, Agry and Darling, of the committee.

The following are the committees of the house of representatives, which, by the 16th joint rule, are requested to act with the same committees of this house, to wit:

On legislative expenditures-Messrs. Elmore, Agry, Judson, Trowbridge and Tripp.

On territorial expenditures-Messrs. Tripp, Darling, Hamilton, Walker and Meeker.

On enrolled bills-Messrs. Long and Manahan."

The committee of the whole again resumed its session; and the chief clerk of the house of representatives was announced, when the president took the chair and the following message was received, viz:

"Mr. President: The house of representatives have passed a resolution, limiting the time of presentation of demands, in which I am directed to ask the concurrence of this house."

The committee of the whole again resumed its session.

After some time the committee rose, and by their chairman reported back to the council the message of the governor, and the resolution which they had had under consideration, with amendments to the resolution, in which amendments they asked the con. currence of the council.

The council, on motion, concurred in the amendments of the committee of the whole.

Mr. Crocker moved to amend the last section of the resolution, by striking out the following words, viz: "that so much as relates to the length of time the present legislature shall sit, be referred to the committee on the judiciary;"

Which was disagreed to.

The question then being on the adoption of said resolution, It was adopted.

Mr. Newland offered the following resolution:

Resolved, That each member of the council be entitled to thirty newspapers, published within the territory, during the present session of the legislature, and that payment for the same be provided for by the present legislative assembly.

Mr. Barber moved to amend the resolution by striking out the word "thirty," and inserting in place thereof, the word "six." Upon the question as to the adoption of the amendment, the ayes and noes were called, and were as follows:

Those who voted in the affirmative, are

Messrs. Baker, Barber, Crocker, Rountree, White, Whiton and Strong, (Pres't)—7.

Those who voted in the negative, are

Messrs. Heath, La Chapelle and Newland-3.

So the amendment was adopted.

The question then being on the adoption of the resolution, as amended, and the ayes and noes being called, were as follows: Those who voted in the affirmative, are

Messrs. Baker, Barber, Crocker, Rountree and White-5.
Those who voted in the negative, are

Messrs. Heath, La Chapelle, Newland, Whiton and Strong (Pres't) 5.

So the resolution was rejected.

Mr. Crocker, on leave granted, offered the following resolution, viz:

Resolved, That the governor be requested to communicate to this house, a copy of a letter by him addressed to the secretary of the treasury during the past year, in which he estimates the debt of the territory of Wisconsin at three hundred thousand dollars; Which was adopted.

Mr. Crocker, from the committee on the judiciary, reported

Bill No. 6, "A bill to authorize the register of deeds of Washington county to procure copies of certain records from the office of register of deeds of Milwaukee county;"

Which was read the first and second time.

Mr. Crocker, chairman of the committee on territorial affairs, reported

Bill No. 7, "A bill to authorize Henry Thien to build a dam on the Milwaukee river;"

Which was read the first and second time.

On motion of Newland,

The council adjourned until seven o'clock, P. M.

SEVEN O'CLOCK, P. M.

The following message from the house of representatives was delivered by the clerk thereof, viz:

"Mr. President: The house of representatives have passed the following, viz:

No. 3, 'A bill to amend an act authorizing Webster Stanley to maintain a ferry across Fox river, approved February 18, 1842;" and

A 'Resolution concerning an estimate of the expenses of the
