D. 1842, 1081 37 $5,895 77 [SEE JOURNAL, PAGE 46-D.”] A PROCLAMATION, By JAMES DUANE Doty, Governor of the Territory of Wisconsin: Be It Known : that, whereas, the act of Congress of the 29th of August, 1842, declares that "ro session of the legislature of a Territory shall be held until the appropriation for its expenses shall have been made ;" and no appropriation was made for a session to be held on the first Monday in December last ; by reason whereof the legislature of the territory of Wisconsin was unable lawfully to commence its session on the said first Monday ; or to continue it to any other day: And whereas, the governor of the territory has been this day officially informed that the congress of the United States has, during its present session, to wit: on the 24th day of December, 1842, appropriated the sum of nineteen thousand two hundred and seventy-five dollars in and by an act entitled "An act making ap. propriations for the civil and diplomatic expenses of government for the half calendar year ending the 30th day of June 1843,99 for the expenses of a session of said legislature to be held according to law during the said half year: And whereas, it is provided in and by an act of the said legislature of Wisconsin, passed in the year 1839, "that the governor of the territory may, as often as in his opinion the public interest requires it, appoint by proclamation, special sessions to be holden at such time as he may designate, not less than thirty days from the isssuing any such proclamation ; and any such special session shall not exceed twenty days," $c. And whereas, a majority of the members elect of the said legis. lative assembly did on the 10th of December last, declare that there are many important subjects deeply affecting the interests of the people, upon which they are now anxiously desiring legislative action : |
