SEC. 26. If any cattle, meat, bird, fowl, fish or vegetables be found by the Health Officer which, in his opinion, are unwholesome for human food, he may forbid the same being sold, offered or exposed for sale till the owner or person in charge has obtained a permit from the Board of Health; but if said Board of Health are of the opinion that the same are unwholesome and unfit for human food, they shall refuse a permit, and it shall thereupon be the duty of the owner or person to speedily remove the same to some suitable place specified by the Health Officer. In default of such removal said Health Officer may cause the same to be removed and disposed of in such a manner as he may direct, at the expense of the owner or person who should have removed the same.

SEC. 27. No person shall keep any cow or cows, for the production of milk in a crowded, filthy or unhealthy condition or stable, nor feed the same on food that produces impure, deceased or unhealthy milk, nor upon any swill or refuse, nor upon any substance of an unhealthy nature, nor shall cows kept for the production of milk be kept in filthy stables, barns or other buildings, nor shall milk thus produced be sold, offered for sale, or brought into the city.

SEC. 28. No person shall erect, maintain, build or use, or suffer to be used, any surface closet or privy vault, private cesspool or private drain upon any premises owned or occupied by him, for more than sixty days after the completion of a public sewer in the street upon which said premises are situated or may be connected therewith.

SEC. 29. All persons owning or keeping more than three horses in any barnyard or stable shall, between the first day of May and the first day of October in each year, remove, or caused to be removed, from such premises all the manure at least once each week.

SEC. 30. The violation of any of the provisions of this ordinance shall be deemed a misdemeanor, and punished by a fine of not less than ten nor more than one hundred dollars.

AN ORDINANCE IN ADDITION TO SECTION

TWELVE OF AN ORDINANCE RE

LATING TO NUISANCES.

Be it ordained by the Board of Aldermen of the City of Waterbury:

No person shall keep or maintain any swine within the territorial limits of the city, except as follows:

Permission to keep swine within the city limits may be granted by the Board of Health on a written application, subject to such conditions as may be imposed by the Board of Health, and to provisions of this ordinance.

Be it ordained by the Board of Aldermen of the City of Waterbury:

SECTION I. Each member of the Board of Aldermen and every officer of the city or of any board thereof, shall, before entering upon the duties of their several offices, make oath before some competent authority in the form following, to

the City of Waterbury, do solemnly swear that you will support the Constitution of the United States and the Constitution of the State of Connecticut so long as you continue a citizen thereof; that you are not subject to any of the disqualifications from holding said office enumerated in the charter of said city, and that you will faithfully discharge the duties of said office to the best of your skill and ability. So help you God.

A certificate of such oath under the hand of the authority administering it shall be lodged and kept on file in the office of the City Clerk and recorded in the city records.

SEC. 2. Every officer of the city and every member of any board thereof who shall be convicted of any crime, who shall be guilty of moral delinquency or continued neglect of official duty, who shall wilfully offend aganst the ordinances of the city, or who shall take any bribe, or bargain for or take a fee, compensation, reward or profit directly or indirectly, to influence his official action, shall be removed from office and shall be debarred from holding any office in said city during the remainder of the term for which he was elected or appointed.

SEC. 3. The Collector shall keep his office open for the transaction of business daily, legal holidays and Sunday excepted, from the hours of nine o'clock A. M. to one o'clock P. M. and from the hours of two o'clock P. M. to five o'clock P. M.

SEC. 4. The City Engineer shall report to the Prosecuting Attorney all violations of the provisions of the statutes, charter or ordinances relating to streets, sewers or water system.

SEC. 5. The Superintendents of Streets and Sewers shall respectively report to the Prosecuting Attorney all violations of and neglect to obey the orders of the Board of Aldermen, or the Board of Public Works relating to streets and sewers.

SEC. 6. The Health Officer or the Sanitary Inspector shall report to the Prosecuting Attorney all violations of and neglect to obey the rules and orders of the Board of Commissioners of Public Health and the violation of any ordinance or public statute relating to health or nuisance.

SEC. 7. Whenever any work shall be done under the direction of the Superintendent of Streets for which a lien may be filed, he shall forthwith report the facts to the Collector, in writing, with the amount of the claim, for collecton and the filing of a lien.

SEC. 8. Every member of the Board of Finance who shall approve or vote to pay any bill or claim against said city con

trary to the provisions of the charter or ordinances shall forfeit and pay a penalty of not less than one nor more than one hundred dollars.
