for cooking or drinking purposes, unless the capacity of such service pipe and the pressure of water is ample to give a discharge at said water-closets when all other closets or outlets are open.

SEC. 18. Every safe under wash basin, bath, urinal, water-closet or other fixtures shall be drained by a separate pipe not directly connected with any soil or waste pipe, but emptying over a sink or other receptacle properly trapped.

SEC. 19. No cesspool or privy vault shall be connected with any private sewer or drain connecting with the public

sewer.

SEC. 20. No exhaust from steam engine or blow-off from steam boiler shall be connected directly with any sewer or drain connecting with the public sewer, but all such steam shall be condensed before passing into sewer.

SEC. 21. No cellar drain or drain from stables or surface water of any kind shall be connected with any drain emptying into public sewer, except through the interposition of a proper sand well, made easily accessible for cleaning. Where cellar drains are set so low as to render it possible that back water from the sewer may under some circumstances be forced into the cellar, they shall be provided with an approved form of check valve in addition to sand well as above.

SEC. 22. No owner or tenant of any building shall maintain an open connection with a soil pipe or sewer, or any opening in the soil pipe which is not in use for some properly trapped fixture.

SEC. 23. Connections with cesspools will be allowed only in places where it is impracticable to make connections with public sewer. Where used, the location, construction and connection of cesspool must be subject to the approval of the City Engineer.

SEC. 24. Any person offending against any of the preceding sections shall be fined not less than ten or more than one hundred dollars.

SEC. 25. Whenever the City Engineer shall find that the drainage system of any building is defective either in design, construction or quality of material used to such extent as to be probably injurious to the health of the inhabitants of said building, he shall have the power to order such drainage system repaired, changed or rebuilt to meet the requirements of the foregoing sections, and the owner of the building who shall neglect or refuse to comply with any order of the City Engineer made pursuant to the provisions of this section shall be punished by a fine of not less than ten nor more than one hundred dollars.

SEC. 26. Any question as to the intent and meaning of the provisions of this ordinance shall be decided by the City Engineer, provided that any person dissatisfied or aggrieved by his decision may appeal to the Board of Aldermen, whose decision shall be final.

Be it ordained by the Board of Aldermen of the City of Waterbury:

That the ordinance of the city entitled "An Ordinance Concerning Plumbing" is hereby amended in sections, five, twelve, fourteen, as follows, to wit:

SEC. 5. All drain, soil, waste, vent and leader pipes, except as herein otherwise provided, shall be of best quality castiron pipe of the grade known as "extra heavy," except that lead pipe may be used for short connections where necessary, subject to the approval of the City Engineer. Such pipe shall be of uniform thickness throughout, free from all defects and shall have an average weight not less than that specified below, viz.:

2-inch pipe. 51⁄2 pounds per foot.

8-inch pipe, 331⁄2 pounds per foot.

SEC. 12. All joints shall be accurately fitted and made perfectly secure and tight. Joints in vitrified tile pipe shall be made with a good quality hydraulic cement, and the inside of the pipes carefully wiped and left smooth and clean. Joints. in iron pipes shall be made with oakum and lead thoroughly

calked. Joints in lead pipes shall be made with ferrules properly soldered to lead pipe and calked into hub of iron pipe with oakum and lead. Joints between water-closets and drain pipe shall be made with approved brass flange, made up with gasket or white or red lead, and in no case will cement or putty joints be allowed.

SEC. 14. All traps shall be one of the forms known as "S" traps unless special permission is given by the City Engineer to use another form. Every trap shall be separately vented and protected from syphonage by branch ventilating pipe connecting with main drain line of ventilating pipe, as before specified. These vent pipes shall be attached to crown of pipe where practicable. They shall not be less than two inches in diameter for water-closet traps, nor less than one and one-fourth inches for other single fixtures, one and one-half inches for two fixtures, and two inches for any number of fixtures more than two. Where a closet and three or more other fixtures using one and one-half inch traps or less are vented by the same branch vent pipe, such pipe shall be increased to not less than three inches. The venting of a watercloset may be omitted in the discretion of the Plumbing Inspector, when the waste pipe with which it is connected is not less than four inches in diameter at all points, and the distance from the outlet of the closet to the branch in the main waste pipe does not exceed two feet. Vent pipes shall in all cases be of extra heavy cast-iron, galvanized wrought iron, or brass pipe, except immediate connections with traps, which may be of lead.

AN ORDINANCE RELATIVE TO PLUMBERS.

Be it ordained by the Board of Aldermen of the City of Waterbury:

SECTION 1. Any person, persons, or corporation desiring to engage in the business of plumbing as a master plumber, or master plumbers, before receiving a license to do so, shall file in the office of the Board of Health a petition in writing giving the name of the person, persons, firm or corporation, and the place of business of said person, persons, firm or corporation, petitioning to become a licensed master plumber or master plumbers, and agreeing that he or they will abide by the rules. and regulations of the Board of Health and the city ordinances. This section shall not apply to any person, persons or corporation now engaged in the business of plumbing as a master plumber or master plumbers.

SEC. 2. On and after the first day of May, 1902, no person shall do any work appertaining to plumbing within the limits of the City of Waterbury, except in the capacity as helper to a regularly licensed plumber, or upon his own premises, or upon the premises of any corporation or other person, of whom he is a regular employee, unless he shall have first passed a satisfactory examination as to his qualifications as a journeyman plumber before a Board of Examiners as hereinafter provided, and received a certificate of his qualifications as a journeyman plumber from said board.

SEC. 3. Said Board of Examiners shall be composed of two members of the Board of Health, one of whom shall be the chairman of said board, the Building Inspector of said city, two master plumbers and two journeymen plumbers; said four latter members of said board shall be citizens of the City of Waterbury, and together with the members from the Board of Health, other than the chairman, shall be chosen by the mem
