The General Assembly of the State of South Carolina, begun and holden at Columbia on the second Tuesday in January, being the 13th day of the month.

Pursuant to the provisions of the Constitution, the members of the Senate assembled this day in the Senate chamber at 12 M.

Hon. E. B. JACKSON, President of the Senate, called the Senate to order.

The proceedings of the Senate were opened with prayer by the Chaplain.

M. M. MANN, Clerk of the Senate, called the roll of the Senate and the following Senators answered to their names :

Messrs. Butler, Cooper, Craig, Duncan, Fant, Freeman, Funderburk, Graham, Hamilton, Harvey, Jeffords Lightsey, Moise, Moore, Padgett, Pearce, Rogers, R. S.; Scarborough, Searson, Stewart, Spruill, Williams, A. H.

The Clerk then called the roll of the counties in which elections for Senators had recently been held. The credentials of the follow

ing Senators-elect, and present, were handed in, and the Senators presented themselves at the Bar of the Senate when the oath of office was administered to them by the PRESIDENT:

ELECTION OF PRESIDENT PRO TEMPORE.

The Senate proceeded to the election of a President pro tempore of the Senate.

Mr. DUNCAN nominated Hon. Alan Johnstone.

Mr. BUTLER seconded the nomination of Mr. Johnstone.

There were no further nominations and on motion of Mr. PEARCE, Mr. Johnstone was unanimously elected by acclamation. Mr. JOHNSTONE appeared before. the Bar of the Senate and the oath of office was administered by the PRESIDENT.

ELECTION OF CLERK

The Senate proceeded to the election of Clerk of the Senate.

Mr. STABLER nominated Mr. M. M. Mann.

Mr. JOHNSTONE seconded the nomination of Mr. Mann.

There being no further nominations, Mr. Mann was unanimously elected by acclamation.

Whereupon, the PRESIDENT announced that Mr. M. M. Mann, having received all of the votes cast, was duly elected Clerk of the Senate.

Mr. MANN appeared before the Bar of the Senate and the oath of office was administered by the PRESIDENT.

The Clerk announced the appointment of. Mr. James H. Fowles as Assistant Clerk of the Senate, and Mr. Fowles appeared before the Bar of the Senate and the oath of office was administered by the PRESIDENT:

ELECTION OF CHAPLAIN

The Senate proceeded to the election of a Chaplain of the Senate. Mr. PEARCE nominated Rev. Edward R. Mason.

Mr. STEWART seconded the nomination of Rev. E. R. Mason. There being no further nominations, the Chaplain was unanimously elected by acclamation.

Whereupon, the PRESIDENT announced that Rev. E. R. Mason, having received all of the votes cast, was duly elected Chaplain of the Senate.

ELECTION OF SERGEANT AT ARMS

The Senate proceeded to the election of a Sergeant at Arms of the Senate.

Mr. JOHNSTONE nominated Mr. Schumpert.

Mr. GOODWIN seconded the nomination of Mr. Schumpert.

There being no further nominations, the Sergeant at Arms was unanimously reelected by acclamation.

Whereupon, the PRESIDENT announced that Mr. Schumpert, having received a majority of the votes cast, was duly elected Sergeant at Arms of the Senate.

Mr. Schumpert appeared before the Bar of the Senate and the cath of office was administered by the PRESIDENT.

ELECTION OF READING CLERK

The Senate proceeded to the election of a Reading Clerk of the Senate.

Mr. PEARCE nominated W. A. Clarkson.

Mr. HAMILTON seconded the nomination of Mr. Clarkson.

There being no further nominations, Mr. Clarkson was unanimously reelected by acclamation.

Whereupon, the PRESIDENT announced that Mr. W. A. Clarkson, having received all of the votes cast, was duly elected Reading Clerk of the Senate.

Mr. Clarkson appeared before the Bar of the Senate and the oath. of office was administered by the PRESIDENT.

PRESIDENT'S APPOINTMENTS

The PRESIDENT announced the following appointments:
Secretary: Edward P. Hodges.

Doorkeepers: James B. Tallon, T. A. Scott, L. P. Collum.
Pages: James Fulp, Jr., Larkin Jennings, Jr., Lewie Hope.

CLERK'S APPOINTMENTS

The CLERK announced the following appointments:
Second Assistant Clerk: John B. Johnson, of Spartanburg.

Bill Clerk: Thomas B. Butler, Jr., of Gaffney.

Journal Clerk: Miss Vera Houseal, of Newberry.

General Desk Clerk: John T. Sloan, of Columbia.

APPOINTMENT OF CLERK OF COMMITTEES

Mr. GROSS announced the appointment of W. T. Walker, of Columbia, as Clerk of the Finance Committee; and the PRESIDENT announced that Mr. Walker had been appointed as Clerk of the Committee on Agriculture.

ELECTION OF STANDING COMMITTEES

Mr. JOHNSTONE moved that Rule No. 19, requiring the Senate to vote viva voce to elect a Chairman of each Committee severally and then to vote viva voce to elect the other members to complete
