The House have on their part adopted a Joint Resolution, asking for certified copies of proposed Constitutional Amendments, and ask the Senate to concur in the adoption of the same.

The House have also appointed the following named members on the part of the House to canvass votes for members of Congress :

Joint Resolution from the House of Representatives as follows: Resolved by the Senate and House of Representatives, That the Secretary of State be, and he hereby is requested to furnish to the House and Senate respectively, certified copies of the Constitutional Amendments referred by the last General Assembly to the General Assembly then next to be chosen ;

Was read and adopted in concurrence.

On motion of Mr. Brainerd of Franklin, the Senate took a recess of twenty minutes.

At the expiration of the recess, the President pro tempore resumed the chair, and on motion of Mr. Page, the Senate adjourned.

TUESDAY, OCTOBER 10, 1882.

Reading of Scriptures and prayer by the Chaplain.
Journal of Monday read and approved.

The President administered the prescribed oath to the members of the Canvassing Committees, appointed to canvass votes for County and Probate Officers and Justices of the Peace and Members of Congress.

Bills of the following titles were severally introduced, read the first and second times, and referred as follows:

By Mr. Howard,

S. 4. An act in addition to chapter twenty-five of the Revised Laws, relating to the equalization of taxes;

To the Committee on the Grand List.

A message was received from the House of Representatives by Mr. Merrill, their first Assistant Clerk, as follows:

Mr. PRESIDENT : I am directed to inform the Senate that the House have on their part adopted a Joint Resolution providing for a Joint Assembly to elect Judges of the Supreme Court; also a Joint Resolution providing for a Joint Assembly to elect State Officers ;

In the adoption of which the concurrence of the Senate is requested. The House have considered Joint Resolution from the Senate providing for the appointment of a Joint Committee on Court and State

expenses;

And have adopted the same in concurrence.

The President announced the appointment of the following Joint Standing Committees on the part of the Senate:

Mr. Boyden presented petitions as follows:

Of John B. Mead and one hundred and thirty-five others.

Of A. W. Edson and sixty-six others.

Of Ezra Walker and one hundred and seven others, praying for instruction in scientific temperance in the public schools of the State. Which were referred to the Committee on Education.

On motion of Mr. Read, the Senate adjourned at eleven o'clock.

AFTERNOON.

Joint Resolution from the House of Representatives as follows: Resolved by the Senate and House of Representatives, That the two Houses meet in Joint Assembly, at half past two o'clock in the afternoon, on Thursday, the 12th day of October, 1882, for the purpose of electing a Chief Justice and six Associate Justices of the Supreme Court,

Was read.

Mr. Estey moved that the Senate propose to the House to amend the resolution as follows:

By striking out the words "Thursday the 12th," and inserting in lieu thereof the words, Wednesday, the 18th. Pending the question, will the Senate agree to the same, on motion of Mr. Burnap, ordered to lie.

Joint resolution from the House of Representatives as follows:

Resolved by the Senate and House of Representatives, That the two Houses meet in joint assembly at half-past two o'clock in the afternoon, on Friday, the thirteenth day of October, 1882, for the election of Secretary of State, Auditor of Accounts, Sergeant-at-Arms, Brigade Commander, Adjutant and Inspector General, Quartermaster General, Judge Advocate General, Railroad Commissioner, three Supervisors of the Insane, three Trustees of the University of Vermont & State Agricultural College to serve for a period of six years from and including Dec. 1st, 1883, State Superintendent of Education, and three Trustees of the Vermont Reform School;

Was read, and on motion of Mr. Brainerd, of Caledonia, was ordered to lie.

Mr. Dartt, from the Committee on Rules, submitted the following report, and the rules reported were adopted as the rules of the Senate:

To the Honorable Senate now in session: The Committee on Rules respectfully report that they have attended to the duty assigned them, and recommend that the rules of the Senate for the present session be as follows.

RULES AND ORDERS OF THE SENATE.

1.

The credentials of Senators shall be presented to the Secretary or Assistant Secretary previous to ten o'clock on the morning of the first Wednesday of October, at which time the Senate shall be called to order. The names of the Senators shall be called over, and when a quorum shall have taken their seats, they shall take the following oath, viz: "I, Senator of the County of in the State of Vermont, October Session, 18—, do solemnly swear that I will be faithful and true to the State of Vermont, and that I will not, directly or indirectly, do any act or thing injurious to the constitution or government thereof as established by convention. So help me God. And I also solemnly swear that, as a member of this Senate, I will not propose or assent to any bill, vote, or resolution, which shall appear to me injurious to the people, nor do or consent to any act or thing whatever, that shall have a tendency to lessen or abridge their rights and privileges, as declared by the Constitution of this State; but will in all things conduct myself as a faithful, honest representative and guardian of the people, according to the best of my judgment and abilities. So help me God." Whereupon, they shall, on nomination of the President, appoint a Canvassing Committee, consisting of one Senator from each county to join such commit
