JOURNAL OF THE SENATE.

WEDNESDAY, OCTOBER 4TH, 1882.

Pursuant to the provisions of the Constitution and Laws of the State of Vermont, the Senate convened in the State House, at Montpelier, on the first Wednesday, being the fourth day of October, in the year of our Lord one thousand eight hundred and eighty-two.

At ten o'clock in the forenoon, the Senate was called to order by
his Honor John L. Barstow, the President.

Devotional exercises were conducted by Rev. Howard F. Hill, of
Montpelier.

The roll of the Senate was called, and it appeared that the follow-
ing named Senators were present, and they were duly sworn by the
President, and severally subscribed the oath of office:

The Senate then proceeded to the election of Secretary,

And on motion of Mr. Burnap, no other nomination being made for Secretary.

CHAUNCEY W. BROWNELL, JR.,

of Burlington, was unanimously elected viva voce to that office, and he presented himself at the bar of the Senate and received the oath of office.

The Senate then proceeded to the election of Assistant Secretary. The President appointed as tellers Senators Martin, Hogan and Chamberlin.

The ballots having been taken and examined for Assistant Secretary, it appeared that

of Sheldon, having received a majority of all the votes cast, was elected, and he presented himself at the bar of the Senate and received the oath of office.

Mr. Bingham offered the following resolution, which was read and adopted:

Resolved, That the Senate be governed by the Senate Rules of the session of 1880, until others are adopted.

Mr. Brainerd, of Franklin, offered the following joint resolution, which was read and adopted on the part of the Senate:

Resolved, by the Senate and House of Representatives, That the joint rules of the session of 1880, be the joint rules of this sessick, until others are adopted.

Mr. Jones offered the following resolution:

Resolved, That the Secretary of the Senate furnish to each Senator and officer of the Senate two daily papers and one weekly paper printed in this State, during the present session.

Which was read.

Mr. Brainerd, of Franklin, moved to amend the resolution by striking out in the fifth and sixth lines thereof the words " printed in this State."

Pending the adoption of the proposal of amendment,

Mr. Goodwin moved to amend the amendment, by adding to the words proposed to be stricken out the words "and one weekly paper" in the fourth and fifth lines of the resolution.

Which was agreed to.

Thereupon the proposed amendment as amended was agreed to, and the resolution as amended was adopted.

Mr. Crane offered the following resolution, which was read and adopted:

Resolved, That a committee of two Senators be appointed by the President, to wait upon His Excellency the Governor and inform him that the Senate have organized and are ready to proceed with the business of the session.

The President appointed as the committee to wait upon His Excellency the Governor,

Senator Crane of Orleans,

66 Dartt of Windsor.

Mr. Burnap moved that the President appoint a committee of three Senators, to nominate a committee on the part of the Senate, to canvass the votes for Governor, Lieutenant Governor and Treasurer.

Which was agreed to.

Thereupon the President appointed as such committee,

Senator Burnap of Chittenden,

66 Fletcher of Addison,

Barber of Bennington.

On motion of Mr. Boyden, the Senate then proceeded to the election of Chaplain.

The President appointed as tellers Senators Estey, Jones and Perkins.

The ballots having been taken and examined for Chaplain, it appeared that

H. A. ROGERS,

of Montpelier, having received a majority of all the votes cast, was elected.

Mr. Burnap from the committee appointed to nominate a committee on the part of the Senate to canvass the votes for Governor, Lieutenant Governor and Treasurer, presented the names of the following Senators to act as such committee,
