AFTERNOON.

Mr. Hogan, from the Committee on the Judiciary, to which was referred a House bill entitled,

H. 9. An act to amend section three thousand eight hundred of Revised Laws;

Reported, recommending the passage of the bill in concurrence; Thereupon the bill was ordered to be read the third time to-morrow morning.

Mr. Ide asked to be excused from further service on the joint committee on the Reform School, and his request was granted.

The President appointed to fill the vacancy in the above committee,

Senator Brainerd of Caledonia.

Mr. Hogan, from the General Committee, to which was referred a House bill entitled,

H. 12. An act in relation to the duties of County clerks ; Reported, recommending that the bill pass in concurrence; Thereupon the bill was ordered to be read the third time to-morrow morning.

Mr. Brainerd, of Caledonia, asked to be excused from further service on the Committee on Federal Relations, and moved that Mr. Ide be appointed to fill the vacancy on that committee, and the same was agreed to.

Mr. Walker, from the Committee on Judiciary, to which was referred a bill entitled,

S. 14. An act to amend the charter of the Peoples' Gas Light Company of Rutland;

Reported in favor of its passage, and the bill was ordered to be read the third time to-morrow morning.

On motion of Mr. Walker, the Senate adjourned.

S. 45. An act to amend section eight hundred seventy-six, and to repeal section eight hundred seventy-seven, chapter forty-nine of the Revised Laws, relating to manner of service of process;

To the Committee on Judiciary.

S. 46. An act relating to Exceptions in Session proceedings; To the Committee on Judiciary.

By Mr. Chamberlain,

S. 47. An act to amend section three thousand six hundred thirtytwo of the Revised Laws, relating to town Fire Insurance Companies; To the General Committee.

A message was received from the House of Representatives by Mr. Stickney, their Clerk, as follows:

MR. PRESIDENT :

I am directed to inform the Senate that the House have passed bills of the following titles :

H. 31. An act to legalize the grand lists of the town of Halifax for the years 1879, 1880, 1881 and 1882;

H. 50. An act to authorize the appointment of Health Commissioners;

H. 51. An act to legalize the grand lists of the town of Brownington for the years 1881 and 1882;

H. 68. An act to amend section eight hundred thirty-nine of chapter forty-six of the Revised Laws of Vermont;

H. 92. An act to legalize the grand lists of the town of Alburgh for the years 1881 and 1882;

H. 99. An act to legalize the grand list of the town of Westminster for the year 1882;

H. 21. An act in relation to the adoption of minor children;

H. 27. An act to legalize the grand list of the town of Barnet for the year 1881;

H. 62. An act to incorporate the Brandon west side Sewer Association;

H. 10. An act to incorporate the Farmers' and Mechanics' Exchange;

In the passage of which the concurrence of the Senate is requested. Mr. Walker, from the Committee on the Judiciary, to which was referred a bill entitled,

S. 24. An act simplifying indictments and informations for perjury and subornation of perjury;

Reported adversely to its passage and the third reading of the bill was refused.

Bills of the following titles were severally read the third time and passed:

S. 7. An act relating to court expenses;

S. 14. An act to amend the charter of the Peoples' Gas Light Company of Rutland.

A bill entitled,

S. 21. An act in amendment of chapter forty-four of the Revised Laws, relating to the Supreme Court;

Was read the third time.

Mr. Bingham moved that the bill be committed to a Senator to amend as follows:

By striking out the word "Caledonia" in the second line of section one, and inserting in lieu thereof the word Washington;

Also by striking out the word "and" before the word "Orleans in the fifth line of section one;

Also by inserting after the word "Orleans" in the fifth line of the same section, the words, Washington, Rutland, Windsor, Addison, Chittenden, Franklin, Grand Isle, Orange and Bennington;

And by striking out the word "Caledonia" in the first line of section two, and inserting in lieu thereof the word Washington; Which was disagreed to; yeas, 2; nays, 26.

Mr. Ide having demanded the yeas and nays, they were taken, and are as follows:

Those Senators who voted in the negative are Messrs.

Thereupon, the bill was passed.

A bill entitled,

S. 26. An act in addition to chapter one hundred sixty-nine of the Revised Laws, entitled the traffic in intoxicating liquor;

Was read the third time.

Mr. Crane moved that the bill be committed to a Senator to amend as follows:

By striking out in the eighth line of section two after the word 'place," the words "for a reasonable time until he can ;"

Which was agreed to.

Thereupon, the bill was committed to the Senator from Orleans to amend, who reported the same back to the Senate amended agreeably to their instructions;

Mr. Estey moved that the bill be committed to a Senator to further amend by striking out in line nine of section two, the word " and inserting in lieu thereof the word shall; Which was agreed to.

Thereupon, the bill was committed to the Senator from Windham to amend, who reported the same back to the Senate amended agreeably to their instructions.

Whereupon, the bill was passed; yeas, 19; nays, 9.

Mr. Hogan, having demanded the yeas and nays, they were taken, and are as follows:

Mr. Bingham introduced a bill entitled,

A House bill entitled,

H. 9. An act to amend section three thousand eight hundred of the Revised Laws;

Was read the third time.

Mr. Burnap moved that the Senate propose to the House to amend the bill by striking out in lines twenty-nine, thirty and thirty-one, of

section one, the words "to a minor other than a member of his own private family, or;"

Which was agreed to.

Pending the question, Will the Senate pass the bill in concurrence with proposals of amendment?

On motion of Mr. Childs, the Senate adjourned.

AFTERNOON.

A message was received from the House of Representatives by Mr. Merrill, their Assistant Clerk, as follows:

MR. PRESIDENT :

I am directed to inform the Senate that the House have passed bills of the following titles:

H. 81. An act to pay John A. Page the sum therein named ;

H. 83. An act to legalize the grand list of the town of Enosburgh for the year 1881;

H. 118.

An act to regulate Elections;

An act to legalize the grand list of the town of Craftsbury for the years 1881 and 1882;

In the passage of which the concurrence of the Senate is requested. The House have considered Senate bill entitled,

S. 6. An act to preserve human life;

And have passed the same in concurrence with proposals of amendment. In the adoption of which the concurrence of the Senate is requested.

Mr. Bingham moved that the vote be reconsidered whereby on motion of Mr. Burnap the Senate proposed to the House to amend a House bill entitled

H. 9. An act to amend section three thousand eight hundred of the Revised Laws.

And on motion of Mr. Ide the motion to reconsider was ordered to lie and be made the special order for Thursday next at two o'clock and fifteen minutes in the afternoon.

A message was received from His Excellency the Governor by Mr. Wales, Secretary of Civil and Military Affairs, as follows:

MR. PRESIDENT:

I am directed by the Governor to deliver to the President of the Senate a communication in writing with an accompanying document.

The President laid before the Senate the following communication from His Excellency the Governor with the accompanying document; Which was read, as follows:
