A message was received from the House of Representatives by Mr. Merrill, their Assistant Clerk, as follows:

MR. PRESIDENT:

I am directed to inform the Senate that the House have appointed as committee on the part of the House under the joint resolution relating to the election of judges of the Supreme court and State officers:

A bill entitled

S. 11. An act to amend section two thousand seven hundred forty-eight, chapter one hundred thirty of the Revised Laws, relating to towns;

Was taken up as a special ́order.

Pending the question, Shall the bill be read the third time? Mr. Walker moved to amend by adding, at the end of section one, the words connected with the history of the town, or the day known as Decoration Day;

Which was disagreed to.

Thereupon, the third reading of the bill was refused; yeas, 8; nays, 17.

Mr. Hogan having demanded the yeas and nays, they were taken, and are as follows:

Mr. Estey introduced a bill entitled

MR. PRESIDENT:

I am directed to inform the Senate that the House have passed bills of the following titles:

H. 89. An act to incorporate the Warner Home for little wanderers;

H. 161. An act to amend an act to authorize the village of St. Albans to refund its outstanding notes or bonds approved November 13th, 1878;

In the passage of which the concurrence of the Senate is requested. The Governor has informed the House that he has approved and signed bills originating in the House of the following titles:

An act to pay Robbins and Marsh the sum therein named ;
An act relating to the adoption of minor children.

Mr. Walker presented petitions asking the Legislature to enact laws requiring instruction in the nature of alcohol, etc., to be given in the public schools of the State, as follows:

Of Mrs. M. E. Andrews and others;

Of H. J. Watson and others;

Of H. C. Colt and others;

And they were referred to the Committee on Education.

Mr. Childs submitted a report as follows:

"To the Honorable Senate now in session :

The Committee appointed under the joint resolution to take into consideration the election of Judges of the Supreme Court and State Officers, and to report by resolution, fixing the dates for the election of the same, respectfully report that, having met after full and free conference, they have agreed to recommend and do recommend the adoption of the joint resolutions here with submitted.

Joint resolutions submitted with the foregoing report as follows were severally read and adopted on the part of the Senate:

Resolved by the Senate and House of Representatives, That the two houses meet in joint assembly on Tuesday the 7th day of November, 1882, at two and one half o'clock in the afternoon, for the purpose of election of Secretary of State, Auditor of Accounts, Sergeantat-Arms, Brigade Commander, Adjutant and 'Inspector General, Quartermaster General, Judge Advocate General, Railroad Commissioner, State Superintendent of Education, Three Supervisors of the Insane, and Three Trustees of the University of Vermont and State Agricultural College to serve for a period of six years from and including December 1st, 1883.

Resolved by the Senate and House of Representatives, That the two houses meet in joint assembly on Wednesday the 8th day of November, 1882, at two and one-half o'clock in the afternoon, for the purpose of electing a Chief Judge of the Supreme Court and the requisite number of Assistant Judges of the Supreme Court.

Mr. Walker, from the Committee on Judiciary, to which was referred a bill entitled

S. 46. An act relating to Exceptions in Session proceedings; Reported favorably to its passage,

And the third reading of the bill was ordered to-morrow morning. Bills of the following titles were severally read the third time, and passed:
